DEFINITION OF LAND AND PROPERTY CATEGORIES





We set out below our recommended categories of assets, with those identified in bold being land

and property assets which should be reviewed as part of the land and property asset management

plan.





Operational - Direct service property (excluding that used for or in direct support of residential

activities)





Property in which the authority has a legal interest, either freehold or leasehold, which is

occupied by local authority staff for the direct provision of its services. This category

includes:



 Schools



 Libraries



 Sports centres and pools



 Residential homes and day centres



 Parks



 Museums and galleries



 Crematoria (land and buildings)



 Cemeteries (land and buildings)



 Land associated with direct service property



 Other direct service property





Operational - Indirect service property





Property in which the authority has a legal interest, either freehold or leasehold, which is

occupied by a third party but to which a degree of subsidy is likely to be given to achieve

service objectives. This category includes:



 Tenanted farms



 Starter units, depots and workshops

 Off street car parks



 Land associated with indirect service property



 Other indirect service property





Operational - Office and Administrative property





Property in which the authority has a legal interest, either freehold or leasehold, which is

occupied by local authority staff to provide administrative support for services. This

category includes:



 offices



 administration buildings



 land associated with administrative property





Non-operational - Investment





Property in which the authority has a legal interest, either freehold or leasehold, which is

not being used to meet service needs, i.e. is not being used for operational reasons, and is

let to third parties.





Non-operational - Surplus/vacant





Property in which the authority has a legal interest, either freehold or leasehold, which is

not being used to meet service needs, i.e. is not being used for operational reasons, and is

vacant and surplus to requirements.

These proposals are summarized in the table below. Those assets identified in Italics are not

covered in this research.
