HUNTINGDON TOWN COUNCIL
A meeting of the Twinning Sub Committee was held in The Commemoration Hall, High
Street, Huntingdon on Thursday 17th September 2009.
Present: Councillors B C Dutton (Chairman); C J Osborn and B J Luckham.
In Attendance: Co-opted Members Malcolm Lyons and David King of the Huntingdon
and Godmanchester Twinning Association; K Cameron (Town Clerk).
1. ELECTION OF CHAIRMAN
It was proposed, seconded and
RESOLVED that Councillor C B Dutton be elected Chairman to the Twinning Sub
Committee for the local government year 2009-10.
2. APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors S Akthar (Mayor); H S Mallett;
A Mackender Lawrence and J T Morgan.
3. APPOINTMENT OF VICE-CHAIRMAN.
It was proposed, seconded and
RESOLVED that Councillor B J Luckham appointed Vice Chairman to the Twinning
Sub-Committee for the local government year 2009-10.
4. DECLARATIONS OF INTEREST
None were declared.
Copies of the minutes of the meeting of the Twinning Sub Committee held on 13th
November 2008 (TWN/M2) had been circulated following their informal approval by

6. PUBLIC ADDRESS/ADDRESS BY OTHER TOWN COUNCILLORS TO SUB
None were presented.
7. REVIEW OF OBJECTIVES
Mr Lyons reported to Members the HGTA activities that had taken place or were in
the process of being planned to meet the Town Councils Best Value Performance
Plan 2009/10, summarised as follows:
• The Mayor of Huntingdon, Cllr S Akthar would be visiting the annual youth
culture festival in Wertheim at the start of October. Also attending would be
students from St Peters and Hinchingbrooke School.
• The twinned towns of Szentendre and Wertheim celebrated twenty years of
Twinning on the weekend of 19th -23rd August 2009. A small delegation from
Huntingdon and Godmanchester had been invited to attend. The delegation
consisted of the Mayor of Huntingdon, Cllr S Akthar, the Deputy Mayor of
Godmanchester, Cllr D Brown and David and Shirley Brown from the Twinning
• The choir ‘Musica Beta’ from Szentendre visited Huntingdon 15th-18th May. Mr
Lyons reported to Members that the visit had been a success; there had been
performances from the choir through-out the weekend at various locations. A
Civic reception held been held on the Sunday night in honour of the
• Contact had been made with the Twinning Association from a town in Canada
via the Twinning website; Mr Lyons asked Members if Huntingdon Town
Council would be happy to create a friendship link in this particular instance. It
RESOLVED to continue a friendly dialogue.
• The Huntingdon Historical weekend had been arranged to take place 26th &
27th June 2010. Members were advised that arrangements were currently
being made to send invitations to the Mayors of the respective twin towns to
attend the weekend. It was
RESOLVED that the Twinning Association would invite their counterparts in
Salon, Wertheim and Szentendre to participate in the weekend celebrations.
• A survey would be required for the strategic review of the Twinning Service
which should show the service of the Twinning Association and obtain
residents’ perception of the service. In the first instance it was agreed to look
at the last survey that had been sent out approximately five years before and a
copy sent to Mr Lyons. It was
RESOLVED that the survey would be available on the Twinning Stall at the
switching on of the Christmas Lights and possibly the continental market.
8 LINKS WITH GUBBIO, ITALY
Members were advised that Gubbio in Italy, which was twinned with Wertheim had
invited Huntingdon and Godmanchester to extend their Twinning links to Gubbio. Mr
Lyons outlined many positive reasons on why this should be looked at further. It was
RESOLVED to pursue a friendship link at this current stage
9. ANNUAL BUSINESS MEETING – FEBRUARY 2010
Mr Lyons reported that a tasting event for fundraising purposes had been arranged
in conjunction with the annual business meeting on 27th February 2010.
It was RESOLVED to note that invitations would be sent to Civic dignitaries.
10. TWINNING AGREEMENT WITH WERTHEIM – 30th ANNIVERSARY
Members discussed how this milestone could be marked and looked at different
types of events such as a black tie ball or a ceilidh. It was
RESOLVED that Mr Lyons and Mr King would update the committee at the next
Twinning meeting with more definite ideas.
11. ESTIMATES OF INCOME & EXPENDITURE
Members of the Sub-Committee had before them copies of the Twinning
Association’s four year rolling budget covering the period 2010-2014.
Mr Lyons advised Members of some of the projects for which funds had been
reserved for 2010/11, summarised as follows:
• 10% of social funds had been put towards the language bursary which is used
to encourage students to study another language. Members heard how HGTA
had introduced an award system for Key stage 3 & 4 language students at
Hinchingbrooke and St.Peters School.
• An upgrade had been planned for the HGTA website.
• £200 to be spent on badges which would be given to Twinning visitors.
• A cycling group from Salon had expressed an interest in visiting Huntingdon
• A new information pack was presented to Members which showed the new
logo. It was
RESOLVED to thank to Mr. Lyons for his presentation.
