					          Launch of the institutional twinning project RO2006/IB/JH-07
“Strengthening the integrated medical, psychological and social care for drug users in
                                    Romania”

A press conference marking the lauch of the institutional Eu-funded twinning project
RO2006/IB/JH-07 “Strengthening the integrated medical, psychological and social care
for drug users in Romania” was held October 12, 2008. The project aims to contribute to
the protection of the health, welfare and social cohesion by preventing and reduscing
drug use, addiction and effects on health and society, in line with the European Drug
Strategy 2005-2012. the presentation of the project made by NAA representatives and the
foreign partners included: objective, aim and activities.

The launch event was attended by: Her Excellency, Irmeli MUSTONEN – Embassador
of Finland in Romania, Minna-Maria Sinkkonen – Finnish project leader, questor Lucian
FUICĂ – director general of the NAA, Timo Mutalahti – finnish resident twinning
adviser. Several representatives of the Ministry of Interior and Administrative Reform, of
the Ministry of Justice, Ministry of Public Health and Medical Board in Romania also
participated.
Below are some points of view expressed during the conference:

Quaestor Lucian FUICĂ – director general of the A.N.A.: „Through the project we
are launcing today, we shall continue to strengthen the integrated care services by
enforcing the social reinsertion of drug users at the same time with the development of
the human resources and the research capacity in the field of addictions.”

Her Excellency, Irmeli MUSTONEN – Embassador of Finland in Romania:
„Cooperation of the EU translated into institutional twinning proved to be a useful tool in
the improvement of the administrative practices, and, also in the improvement of trhe
capacity of the beneficiary countries. The joint activity leads to some of the best results as
it is a learning process for all particioants leading to cooperation and contacts. I hope
thsi will be tha case with this project.”

Mrs. Minna-Maria Sinkkonen – Finnish project leader: „We should work and
cooperate as well as possible to serve the people we are addressing. This project will
bring benefits to both societies – in Finland and Romania.”

The project implementation will develop over a 12-month period. NAA will benefit from
the support and the technical assistance provided by the National Research and
Development Centre for Welfare and Health, STAKES, in Finland. The contract benefits
from funding of up to 800,000 euro from the EU, to which adds the financial support of
the Government of Romania amounting to 300,000 euro.
