       In attendance: Town Clerk.

691.   Apologies for Absence: Apologies had been received from Cllr. Mrs. Gadsby and
       Cllr. Watts.

692.   Declarations of Interest: There were no Declarations of Interest.

693.   Minutes: The Minutes of the meeting held on 12 th October 2009 were duly received.

694.   Flower Market: It was proposed that a Flower Market be held on Sunday 28 th March
       2010. A letter is to be sent to allotment holders, florists, flower warehouses etc to
       advise them of the opportunity.

695.   Festive Lighting and Cavalcade of Light: (a)It was reported that difficulties had
       been experienced with a number of street traders who had arrived without seeking a
       licence. It was suggested that two people be employed to collect the street trader fees
       on the night if they had not applied for a licence from the Town Hall. It was also
       suggested that the local bailiff company might be able to assist. Due to complaints
       received on the night regarding leaflets, it is proposed that every exhibitor within the
       Cavalcade who intends to distribute literature, should have the items pre-approved by
       Council. This will include no political correspondence.
       (b) The Officers reported meeting with two companies with regard to new festive
       lighting. A further meeting is to be held with another company so that a full range of
       schemes can be considered.

696.   Town Show 2010: It was reported that applications had already been received for
       the show in June 2010. Due to the impact of one part of the show, including stalls and
       entertainment last year, it was decided that only a couple of stalls from this particular
       organisation should be allowed in 2010 so as the show would not lose its Town
       focus, and so that there should not be an event within an event.
