“The only person in the Army who owns data is the Secretary of the Army.
Everyone else is a caretaker or maintainer of data.”
                               - The Honorable Thomas E. Kelly III, Deputy Undersecretary of the U.S. Army

Net-Centric Services Success Stories Web Site
The Department of Defense (DoD) Chief Information Office (CIO) published a DoD Net-Centric Services
Strategy in March 2007. The DoD's vision is to establish a Net-Centric Environment (NCE) that
increasingly leverages shared services and Service Oriented Architecture (SOA). In order to understand
how far the DoD has progressed in implementing and using shared services, the Net-Centric Services
Success Stories Web site was established.

The purpose of this Web site is to capture and share success stories across the Warfighter, Business,
Intelligence, and Enterprise Information Environment Mission Areas. These success stories cover
multiple perspectives - from the operational user to the IT developer to the organizational manager.

Sharing these success stories will enable others to learn from examples, inform future investments in IT
capabilities, and provide increased opportunities to further transform the DoD. To document and share a
success story, please visit the Net-Centric Services Success Stories Web site
https://www.us.army.mil/suite/page/607312 and follow the instructions provided on the site.

                     UCore V2.0 Baseline Roll-Out
UCore V2.0 Baseline was approved by the Interagency UCore Executive Steering Council (ESC) and
rolled-out for use on March 30, 2009. More than 500 members of the community contributed to the
design, development, testing, and evaluation of UCore V2.0 over the past year and a half. In late
January, UCore was recognized by the Institute for Defense & Government Advancement (IDGA) for its
                     contribution to Network Centric Warfare.

An invitation has been extended to the Army Data Community to log onto the full service Web site
(https://ucore.gov) in order to access the latest developer's guide, schemas, artifacts, and
documentation to support implementation. Also posted is an executive brief on the site to help users
socialize the effort within their organizations.

March 31, 2009 marked the first day of the implementation phase, where the focus shifted from testing
to enabling users to achieve improved information sharing across mission areas and lines of business.
Organizations that have incorporated UCore into their respective architectures or are planning to use
UCore are encouraged to fill out the information on the UCore Adopter's tab on the Web site. This will
allow the UCore development and implementation team to monitor the community more effectively and
help connect teams of UCore developers to reduce cost and risk for new community members.

The ESC members, engineers and management staff of UCore Central look forward to hearing about
users’ UCore successes and challenges. They are standing by to socialize efforts across the federal
government and to advise users on the best implementation practices.

U.S. Army Logistics Support Activity (LOGSA) – Army Materiel
                     Command’s Data Management Agent
Oversight of any program with the dynamics, visibility and breadth of data management for an
organization as robust as the Army Materiel Command (AMC) requires flexibility and quick reaction. The
Logistics Support Activity (LOGSA) Enterprise Data Management Office (EDMO) has been tasked with
providing central oversight for a strategy that will provide a single source of oversight for the integrity of
data populating the AMC enterprise. Within that tasking, providing leadership and guidance to the AMC
community is the primary goal. In order to provide controls and ensure the integrity of the data within the
enterprise, the following goals have been established:

                              Detail roles and responsibilities
 Define data goals, objectives, strategies and standards for data cleansing, validation and
                               accuracy administration
 Exercise oversight of legacy data cleansing, analysis, harmonization and staging to support the
Enterprise Resource Planning (ERP) environment and prioritize associated tasks. These
activities take place primarily outside of the ERP environment with third party solutions.
 Develop technical solutions to support identified metrics
 Monitor data quality and availability through use of metrics and audits
 Compile and maintain a catalog with discovery level metadata using a standard metadata
template that provides information about content, characteristics, accessibility and ownership.
 Coordinate the investigation of data related issues and data actions
 Develop, define and provide guidance for an AMC Data Quality Program

Further information about data management to include tools utilized, approach and execution will be
coming in future editions of the Army Data newsletter. Additional information about the LOGSA mission
in data management for AMC can be obtained by contacting the Enterprise Data Management Office at

on a Large Scale” is provided below.

The same basic motivation underlies all data governance whether the organization is small or massive.
The U.S. Army requires enhancement to existing governance in order to achieve DoD data-related
mission objectives. The strong role of strategy plays a critical part in facilitating data governance
enhancement. With this important exception, governance enhancement considerations for the U.S.
Army mirror those of most organizations: needs evolving faster than support, increasing demand for
real time analysis, and less tolerance for inaccuracy. This talk will discuss the motivation, the approach
to, the structural challenges facing the Army with respect to data governance implementation.

For more information or to register for the conference, please visit the Data Governance Annual

CDO Scheduled as Key Note Speaker for MIT Information Quality
                     Industry Symposium
Mr. Ronald Bechtold, the U.S. Army Chief Data Officer, is scheduled to give the Keynote Speech at the
Massachusetts Institute of Technology (MIT) Information Quality Industry Symposium (IQIS) in
Cambridge, Mass., July 15-17, 2009. Mr. Bechtold will present “Transforming the Army Enterprise with
                     High IQ” on July 15.

Ms. Michelle Dirner, of the Army Net-Centric Data Strategy Center of Excellence, will speak during a
plenary session July 16. She will present “Exposing Data as a Service within the Army Enterprise.”

Through the IQIS, MIT promises to help “organizations capture and harness the power of information.”
Their aim is also to help private and public sector organizations leverage their information to improve
productivity and effectively contribute to the socio-economic development of the society at large.

Session topics will include a tutorial workshop and individual tracks focusing on government, healthcare,
and business. All sessions are designed to provide a forum to facilitate discussion among practitioners
and academicians of how to improve the quality of information transmitted, stored, and processed in
                     organizations.

Many of the sessions will be of particular interest to the Army Data Community, for example, “Ubiquitous
Data in a Net-Centric Environment,” “Enterprise Data Management II,” and “Not All Data Are Created
Equal – Taxonomic Data and Data Governance.”
