To he held, June 19-22 in New Jersey, the BOG meeting will give National Affiliates the opportunity to provide members and chapters with a better understanding of what is involved at the national level. NAFA hopes its presentation will also help develop new and stronger lines of communication between NAFA and the Chapters. The June BOG meeting is the first board meeting of new chapter chairs, which will be announced during NAFA’s Fleet Management Institute May 4-7 in Philadelphia, Pa. Today’s Market Provides More Opportunities for Partnerships Between Affiliates and Public Sector Fleet Managers NAFA Affiliates are looking at ways to bring affiliates and government fleet managers together in an understanding of how to more effectively do business with each other. While there are still some stumbling blocks, the future of successful partnerships between these two sectors is more promising than ever. According to a Market Trends editorial by Mike Antich in Automotive Fleet magazine titled “Many Public Sectors Fleets Want a Partnership with Fleet Service Providers,” a growing number of public sector fleets are outsourcing fleet work. In addition, with reduced budgets and pressure to provide the same level of services to customers, many government fleet managers are seeing outsourcing to a private sector company as a way to reduce costs. It’s important for all of us to realize that the industry is constantly evolving and changing with the marketplace. What wouldn’t have worked a few years ago, may be the best option today. Below, we have provided some insight into today’s marketplace and the challenges and opportunities for the private and public sectors to work together for mutual gain. 3  There is a new profile for public fleet managers – The newest fleet managers consider themselves more than asset managers. Their backgrounds are often in the financial arena rather than fleet. Thus, many of this new breed of fleet manager see the financial benefits of outsourcing management services more than their predecessors. Government fleet sector offering training on how to bid – One of the more frustrating aspects of working with the public sector can be the complexity and amount of work involved in the bidding process, especially since no two governments have the same procurement system. Thus, many of these procurement offices now provide training to help vendors better understand the bid process. Building rapport with government fleet managers – Bypassing the government fleet manager to solicit work and deal directly with upper management may only sabotage your ability to win the bid. In fact, developing a relationship with the fleet manager is often critical. These fleet managers have discretion in how they write the specifications for their outsourcing bids, and they have a good deal of influence over which vendor is ultimately selected. Annual budgeting for public fleets – Many public sector fleets are prohibited by law from entering into multi-year debt obligations. Fleet service providers have concerns about the customer getting the budget renewed for the same amount the following year. According to Automotive Fleet, “One way a government fleet can legally enter into a multi-year debt obligation is with a lease-purchase agreement that specifies through a non-appropriation of funds clause that monies will only be appropriated annually.” As long as the Affiliates are comfortable with the reality of this situation, it’s a way around having to get voter approval.    All Members Now Have Access to News Bulletin Due to popular demand, the NAFA News Bulletin is now available to all NAFA members. Three issues a year will be posted on the NAFA Affiliates website. Previously, the newsletter has been available only to members of the Board of Governors and affiliates.
