1      Scope of the Proof

1.1    This proof deals with all outstanding objections to policy ECON13.

2      Introduction

2.1   Tourism promotion is a key area of interest for the Borough Council which is shown
      by the creation of a permanent Tourism Officer post within the Council. Within the
      Economic Development Strategy, which is now owned by the Local Strategic
      Partnership, tourism is a key way of widening the economic base of the Borough. It
      can be a good way for farmers to diversify and it can be beneficial for local residents
      who can make use of local facilities and so not have to travel out of the Borough.

3      History of the Policy

3.1   ECON13 has been written to reflect the fact that the Council is keen to develop
      tourism as a means of strengthening the North Warwickshire economy.

3.2   There are a number of tourist and heritage sites within the borough that have no
      visitor facilities. Today visitors expect attractions to provide some facilities. This
      policy allows small-scale developments at existing assets such as canals and
      heritage sites in order to be able to sustain / enhance the asset.

3.3   As a result of the changes made following the First Deposit four objections were
      withdrawn, including Warwickshire County Council who were originally concerned
      that this policy would mean large scale employment activities.

4      Objections

Conflict with PPG2

4.1   GO-WM South Division - FD0840 (5625) considers that the policy needs to make
      clear that it does not conflict with PPG2 (Green Belts), which in paragraph 3.4 sets
      out forms of appropriate development as long that preserve the openness of Green
      Belt and do not conflict with the purposes of including land in it. The Government
      Office is of the opinion that the policy as drafted could allow developments, which
      would be contrary to PPG 2.

4.2   It was not the intention of the Borough Council to create an apparent conflict with
      PPG2. As a result of this objection the Borough Council has made the proposed
      change PC411, which it feels satisfies this objection.

Piecemeal Development

4.2   Atherstone Civic Society (Judy Vero) - FD0822 (5457) considers that the policy could
      encourage piecemeal developments in open countryside and is too weak.

4.3   The Borough Council disagrees because of other policies in the Plan. Small-scale
      tourism sites can be of benefit to the local community and provide important local
      employment opportunities.

Tourism Sites

4.4    Atherstone Civic Society considers that despite a rich heritage the area lacks tourist
       sites and so has suggested a new tourist site.

4.5    The site suggested is outside of the development boundary to the southwest of
       Atherstone. If a proposal for a marina were to come forward the Council is aware
       that there are issues about the water supply to the canal system at Atherstone
       because it lies in the centre of a flight of locks. Any extension to create a marina
       would require further information / survey work on the need for an additional water
       supply. This issue would need to be considered further before any consideration is
       made as to the future potential of this area as a marina.

4.6    Mr M Burge - FD0875 (5835) has objected because The Marina at Alvecote has not
       been designated an important Tourism Site.

4.7    The Borough Council has not shown all the tourism sites within the Borough in the
       Local Plan. It has only shown Kingsbury and Hartshill Country Parks to assist with
       additional improvements which may be wider than the immediate area. The Pooley
       site has a lot more potential that the Borough Council would like to see exploited.
       This is in contrast to The Marina at Alvecote where further development would need
       justification.

Suggested Word Change

4.8    Atherstone Civic Society (Judy Vero) - FD0822 (5457) considers that the wording in
       part 2 of the policy is too restrictive and has made a suggested word change.

4.9     The Borough Council, on consideration, would recommend to the Inspector the
       following:

       “2    Where the development of sites with historic features, fittings or equipment is
       proposed….”

4.10   English Heritage - RD0811 (7784 - PC409, 7785 - PC410 & 7786 - PC411) is
       generally happy with the changes that the Borough Council has made to this policy,
       however for consistency would like reference made to historic interests.

4.11   The Council would suggest the following change:

       “(iv)    The development not having an adverse effect on historic interests, species or
                features of nature conservation.”
