ISO/IEC 15459-7 is proposing a distinction between individual items (part 4) and product packaging (part 7). Even though this distinction is being made, the same GS1 Application Identifiers and ASC MH10 Data Identifiers are used in parts 4 and 7 for individual items and product packaging respectively. Clause 4 from ISO/IEC 15459 Part 3:Common Rules states that mechanisms exist that distinguish between the classes (see clause 4 below). This clause is being contradicted using the same means of identification for the two different classes of individual item and product packaging. ISO/IEC 15459 Part 3:Common Rules Clause 4 ... Mechanisms exist that distinguish between the classes. ISO/IEC 15418 and ISO/IEC 9834-1 address three methods that achieve this type of distinction by the use of a specified character (or string of characters) that defines the structure and meaning of the data that follows. The class identification methods are the GS1 Application Identifiers (AI), the ASC MH10 Data Identifiers (DI) and the ISO/IEC 9834-1 Object Identifiers (OID) that each defines their own dictionary of identifiers. Specifically for ISO/IEC 15459 the applicable OID is 1 0 15459 n, where the value n is under the auspices of this international standard. The class of a unique identifier may be indicated by any of the class identification methods, as appropriate. NOTE 1 Although unique identifiers are often used in combination with class identifiers (see the Reject the CD Text. The project editor, BRM, and ISO TC 122 accept the comment. NOTE 3 Each part of ISO/IEC 15459 specifically references the GS1 Application Identifiers (AI), the ASC MH10 Data Identifiers (DI) and ISO/IEC 98341 Object Identifiers (OID) that may be used within the specific unique identifier class. The published standard ISO/IEC 15459 Part 4 already covers much of the requested functionality and if unique identification of product packaging is a real requirement, it is best delivered via a revision of ISO/IEC 15459 - Part 4. The justification for a negative vote is that published standard ISO/IEC 15459 - Part 4 already covers much of the requested functionality and, if unique identification of product packaging is a real requirement, it is best delivered via a revision of ISO/IEC 15459 - Part 4. The NWIP shows one more time that there is a real need for a total review of 15459 to secure that identifiers are used for only one purpose. Mixing purpose for the type of information behind an identifier does not help the users as they then do not know what they are identifying, product, group of products, package, etc. Identifiers are intended to define an guide to a specified type of information enabling different type of information to coexist in a coded format on a given space. See AU 1. The organisation of ISO/IEC 15459 can not be considered under a BRM for one of it’s parts. This comment refers to all of ISO/IEC 15459 and the BRM recommends that this item be discussed in WG2.
