Agenda Item # 10.3 For Council Meeting of: May 6, 2008 CITY OF SANTA ROSA CITY COUNCIL TO: SUBJECT: STAFF PRESENTER: MAYOR AND CITY COUNCIL BID AWARD – TEMPORARY HELP SERVICES JIM WRIGHT, PURCHASING AGENT, ADMINISTRATIVE SERVICES DEPARTMENT AGENDA ACTION: RESOLUTION ______________________________________________________________________ ISSUE(S) Shall the City of Santa Rosa authorize a multiple award for temporary help services to Gary D. Nelson Associates, Inc., doing business as Nelson Staffing Solutions, Santa Rosa, California, for a three-year contract with two one-year extensions, in the amount of $600,000 and to Howroyd-Wright Employment Agency, Inc., doing business as AppleOne Employment Services, Santa Rosa, California, for a three-year contract with two one-year extensions, in the amount of $600,000 for a combined total amount not to exceed $1,200,000? BACKGROUND 1. On December 19, 2007, Requests For Proposal (RFP) 07-55, solicited by the City for temporary help services for various City departments, was opened by the Purchasing Agent. 2. The temporary help services contract would provide a qualified temporary employment service experienced in the delivery of temporary help and related services. A diverse group of individuals with a variety of different technical skill levels would be provided, with no minimum amounts of service implied or guaranteed. 3. Funds for this procurement have been budgeted in fiscal year 2007-08 and will be budgeted in subsequent years under various charge numbers. ANALYSIS 1. Of the 10 bidders on the City's bid list for temporary help services, six responsible bids were received from the following firms: AppleOne Government Solutions, Santa Rosa, CA Certified Employment Group, Santa Rosa, CA Manpower, Santa Rosa, CA Nelson Staffing, Santa Rosa, CA Perfect Timing Personnel Services, Inc., Santa Rosa, CA Ledgent/Ultimate Staffing, Santa Rosa, CA Agenda Item #10.3 For Council Meeting of May 6, 2008 Page 2 2. The RFP was set up to allow for contract award in total or for a multiple award. Two firms are recommended for contract award to offer the City access to a higher number of qualified temporary employees to fulfill the needs of the various departments in an expeditious manner. The City, at its sole discretion, will request services from the resulting two contracts with no minimum amounts of service implied or guaranteed. The recommended award amounts of $600,000 per contract are estimates based on past temporary help usage. A five-member evaluation panel, consisting of the City’s Human Resources Manager, Revenue Manager, Human Resources Analyst, Human Resources Technician and Administrative Services Officer, carefully evaluated and scored the six proposals based on the evaluation criteria. The three firms whose proposals were scored the highest were then asked to make a presentation to the panel to elaborate on their qualifications and to introduce the primary individual who would actually oversee the temporary help services to be provided to the City. After the presentations, the evaluation panel agreed the firms of AppleOne Employment Services and Nelson Staffing Solutions offered the best value to the City for the reasons listed below. Nelson Staffing Solutions • Many long-term staff employees for consistency in service, including three bilingual; an excellent retention rate with temporary employees who are provided career counseling, interview skills enhancement training and resume review services. • Experience with many large public and private employers, including contracts with Sonoma County, City of Napa, City of San Rafael, City of Fairfield, City of Rohnert Park, City of Petaluma, City of Healdsburg, Town of Windsor, Kaiser Permanente and La Tortilla Factory. • Dedicated team of 12 members with one point of contact. AppleOne Employment Services • Specialized division for government services. • Experience with many large public and private employers, including Contra Costa County. Santa Clara County, City of Sunnyvale, Redwood Credit Union, Medtronics and Agilent. • Six-member team in local branch with a primary City point of contact. • Cultivates a diverse workforce by posting job advertisements on a variety of online sites with a focus on diversity outreach for future recruitments. 3.
