Credit unions operate as member-owned, not-for-profit financial cooperatives democratically governed by a volunteer member-elected board of directors who strive to offer low-cost products and services to socially and economically diverse members and potential members. USA Federal Credit Union exists to help people, not make a profit, promoting financial literacy, community development, and education. Neighborhood National Bank has a mission to provide under-served communities with financial products and services that help customers build wealth, such as business lines of credit. Founded in 1997 they actively support community and business development. The Small Business Administration (SBA) maintains and strengthens the nation's economy by aiding, counseling, assisting and protecting the interests of small businesses. The SBA provides services and resources for local communities through programs such as Women’s Business Centers and other resources for entrepreneurs such as business counseling, loans and start-up assistance. The mission of ACCION San Diego is to create increased income and job stability for entrepreneurs throughout Southern California. The bilingual staff has been helping micro-entrepreneurs strengthen incomes, create additional employment and contribute to the economic revitalization of their communities since 1994, even for those with limited financial records, lack of collateral, short operating history, poor or no credit history and small loan size. ACCION San Diego has disbursed over 1,900 loans totaling more than $8.8 million. CDC Small Business Finance assists borrowers by helping to assemble loan packages, pre-qualify, perform credit assessment, present and locate competitive lenders interested in making you an SBA loan. The CDC does the work while you continue to run your business and does not get paid unless your loan gets approved. Progressive Funding, Inc., a San Diego based subsidiary of Momentum Solutions Inc., is a provider of easily accessible, technology-based solutions that enable borrowers to efficiently obtain education, repair credit records, and originate loans for acquiring residential and commercial real estate properties. Additionally, they assist self-employed professionals obtain home-equity based loans to start and grow small businesses. The company directs its services to buyers with below “A” credit records, and first-time buyers. The City of San Diego’s Business Finance Program focuses on unmet access to capital needs of San Diego businesses, large and small. The city has spearheaded the regional effort to create funds to bridge the gap for local firms. In addition to tax-exempt economic development revenue bonds, including nonprofit bonds and industrial development bonds for manufacturers, the Business Finance Program manages two regional revolving loan funds.
