                            Town Board Mid-Month Meeting
                                  October 13, 2009
                                       6 p.m.
Meeting called to order by Chairman Todd Peterson.

Audit and pay bills first half hour.

Present: Chairman Told Peterson, Supervisor 1 Larry Beck, Supervisor 2 Eugene
Blackburn, Clerk Mary Clapper, Treasurer Sheila Smedbron and 30 Citizens

Minutes of September Bd. Meetings Minutes of Sept 1, 8 & 17,2009 board meeting minutes were
read by the clerk and stand as read.

Treasurer Report –Receipts and balances were read for all accounts by Treasurer Sheila
Smedbron. Chairman Peterson stated that the report would be filed for the spring audit

Discuss Guard rail on 13th Ave towards Dead Horse creek (Larry Beck)The brush on 13th
Avenue has been removed and the area needs guard rails on both sides of the road due to safety
issues. Motion by Chairman Peterson to authorize Supervisor Larry Beck to get quoted on guard
rails to run from the stop sign 60 feet on the east side and 200 feet on the north side. Second by
Beck, Roll Call vote: Blackburn: yes; Beck: yes; Peterson: yes, all in favor.

DISCUSSION AND ACTION ON FORMULATION OF TOWN'S POSITION ON MOTION BY PLUM CREEK
TO CONSOLIDATE INTO ONE ACTION IN ADAMS COUNTY CIRCUIT COURT ITS SEPARATE LAWSUITS
AGAINST THE TOWNS OF BIG FLATS, ROME AND SARATOGA.
Motion by Chairman Peterson to authorize Wood Law Office, of the Town's position on a motion
by Plum Creek ,to consolidate into one action in Adams County Circuit Court its separate lawsuits
against the Towns of Big Flats, Rome and Saratoga. Second by Beck, Roll Call vote: Blackburn:
yes; Beck: yes; Peterson: yes, all in favor.

Discuss and Act on a Resolution in Support of Efforts of the U.S. Census Bureau to
Obtain an Accurate Count for the 2010 Decennial Census-Chairman Petersen read the
resolution as follows:

RESOLUTION IN SUPPORT OF EFFORTS OF THE U.S. CENSUS BUREAU TO
OBTAIN AN ACCURATE COUNT FOR THE 2010 DECENNIAL CENSUS

WHEREAS, The United States Constitution requires a decennial census and the next
census will be conducted in 2010; and

WHEREAS, The information collected by the decennial census serves as the basis for
the allocation of seats in the Unites States House of Representatives as well as the
allocation of federal and state revenue sharing; and

WHEREAS, the accuracy of the census information is important as it is utilized
extensively by state and local government and private business for demographic studies
and analysis; and, for these and other reasons, an accurate census count is in the best
interest of the citizens of Wisconsin and the Town of Big Flats, and

NOW, THEREFORE BE IT RESOLVED that the Town of Big Flats does hereby
support efforts of the U.S. Census Bureau in obtaining an accurate count for the 2010
Decennial Census and agrees to work with the Adams County Complete Count
Committee and other area jurisdictions in encouraging its residents about the importance
of the U.S. Census data for the community as well as assuring residents of the
confidentiality of all information provided to the Census Bureau in an effort to assist in
obtaining an accurate 2010 census count of the Town of Big Flats residents.

Discuss and Act on Amending Town of Big Flats 2 year Road Work Plan to include
West Trout Valley Road, 900 Block of Blackhawk Drive and 900 Block of
Blackhawk Court-Discussion Followed Motion By Peterson to add West Trout Valley
Road to the two year TRIP Program. Second by Blackburn Roll Call vote: Blackburn:
yes; Beck: yes; Peterson: yes, all in favor

Discuss and Act to Authorize Town Chair to contact MSA Engineering to do
engineering work for West Trout Valley Road-No need to contact MSA no action
taken action

Discuss/Act on Authorizing Town Chair to Solicit Quotes for Salt Sand from
Various Venders-Chairman Peterson asked Highway worker Wally Buss how much salt
sand was left in the shed and what was used last yea? Mr. Buss replied he thought there
was about 70 ton left and we used about 400 ton last year. Several vendors will be
contacted including Fenner, Hintz (amended minutes to read County Highway
Department instead of Hintz 11-10-2009)and Strongs Prairie for quotes. Motion made by
Chairman Peterson to authorize Peterson to get quotes and review at the at the next board
meeting. Second by Beck; Roll Call vote: Blackburn: yes; Beck: yes; Peterson: yes, all in
favor

Approve Operator License for Pamela J. Savage& Robert Bowe- Clerk stated that all
paperwork was in order. Motion by Blackburn to Grant operator licenses for Pamela J.

Approve Election Board Candidates-The following were Motion by Supervisor Beck
and seconded by Peterson to place the following people on the Election Board with the
term being from Jan 1, 2010 thru December 31, 2011.Marcia Kitchen, Cleo Hendricksen,
Laurie Leach, Nancy Livingston, Laurie Majewski, Delores Olszewski, Lois Pavlue,
Dolly Preskar. Brian Shiverdecker, Mary Shiverdecker, Judy Steinle, Nita Tewksbury-
Humphrey, Nancy VanAlstine, Melissa Varga, Marilyn Winkler, Nancy Zernia Roll call
vote: Blackburn: yes; Beck: yes; Peterson: yes, all in favor

Review and Sign Town of Monroe Fire + First Responder contracts (yr 2010)-The
Board reviewed the contracts and signed them. The Town of Monroe will pay $19,500.00
for Fire and First Responder services from the Town of Big Flats for 2010.

Review and Act on Assessor Contract-The contract was read out loud by Chairman
Peterson. Riglemon will supply the town with consulting, accessing and appraisal service
for the 2009 assessment year with the contract bring valid beginning January 1thru
December 31.Riglemon will be paid $7,500 for the year. Motion by Peterson, second by
Beck to accept and sign the contract; Roll call vote: Blackburn: yes; Beck: yes; Peterson:
yes, all in favor

Set Budget Work Night Date and Time-The budget work night was set for October
22,209 at 5 p.m. at the town hall. Clerk will post notice.

Discuss and Act on Purchase of Rear Tires for New Tanker-Chairman Peterson asked
Chief Meyers to engage in the discussion. Information from three vendors was presented
and discussed. Motion by Chairman Peterson to authorize Chief Meyers to purchase from
Schierl Tire of Wisconsin Rapids, 8-Dunlap 16-ply SP 431 A open shoulder tires at a cost
of $263.66 each plus $26.00 dismount fee per tire and $5.50 for eight tire valves for a
grand total of $2,361.28. Second by Beck; Roll call vote: Blackburn: yes; Beck: yes;
Peterson: yes, all in favor

Discuss and Act on possible purchase of security system for town buildings-Due to
recent thefts and break-ins in the area and security issues at the town hall, looking into a
surveillance system is a great preventative measure as the town has a lot of equipment in
the fire house and town hall. Price quotes and different systems will be researched.
Motion by Peterson to have Chief Meyers look into various surveillance systems suitable
for the town and get price quotes to be presented at the next regular Board Meeting,

Discuss and Act on authorizing Town Chair to get quote for 5 ft high chain link
fence to run along 11th Av in front of transfer site-Discussion followed. Quotes will be
collected from Menards, Tractor Supply and Home Depot. Motion by Peterson to gather

Correspondence was received from Public Service Commission of Wisconsin – on Area
Code Relief, State pf Wis. Home Energy Plus Program- regarding Energy Assistance
Dates, Lange Enterprises, Inc.- re. 2010/911 Address Sign Budget Reminder, Omni-re:
Land Division Ordinance and a report from the County on Permits Issued in Big Flats.

Fire Dept Report –Dick Meyer Chief Meyers gave the receipts and balances for the
months of August and September 2009.For the month of September here was one
medical assist; one accident; and one mutual aid call for Adams. The Chief gave a
reported on the street dance with a profit of $14,740.12; election of new officers. They
have started the EMT Training class with 5 EMT and 6 entry level participants. The
keyless door locks have been installed in the fire department and Tanker 512 is still
running poorly and further repairs show that #5 has been scored also.

Highway Report – Wally Buss-Brushing on 13th Avenue is continuing. Mowing has
started again and the mower will be on the tractor until the snow flies. Wally also stated
that perhaps a statement could be inserted on the tax insert in regard to clearing the right
of way; and how the footage is measured from the center of the road to clarify brushing
operation for the citizens.

Town Plan Commission Report-Jay Jocham-Jay reported that there has been no
activity for the Plan Commission and recommended to the board that the plan
commission meetings be suspended until the spring. How ever he noted that is there was
some one needing them that they would reconvene. Meetings will reconvene in March of
2010.Several Plan commission terms will be expiring at the end of the year. Nominations
for two committer members were Jay Jocham and Larry Beck The board accepted the
recommendation from the plan commission to suspend meetings until March 2010 and
nomination of Jay Jocham and Larry Beck to the committee.

Neighborhood Watch Report Cheryl Chetney-The Big Fats Neighborhood watch met
on Saturday October 3, 2009 with 7 patrollers in attendance.

Reports from the previous meeting and the Crime Stoppers meeting were read. There
were no current reports of activity for the area.
In September there were 47 incidents reported to the Sheriff’s Department including a
report of a theft of beer and liquor at Cat’s Down the Road.

Judy Steinle was selected as co-treasurer for the group.

A large map was acquired of the area and portions were marked as to where the patrollers
were watching.

The next Crime Stoppers Meeting will be October 8th at The Big Flats Town Hall, with
the Neighborhood Watch meeting to follow on November 7th.

Cty Bd. Update – Cty. Supv. John West-Was not in attendance

Discuss and Act on possible open meeting violation by Supvs. Beck and Blackburn-
Discussion followed. Any further questions should be referred to Attorney Dan Wood

Discussion on road condition of W. Trout Valley from Trout Valley West Citizen
Group –Wendy Kipfer spoke for the group wanting to know when the road was going to
be repaired? Letting the board know that those citizens who live on the road were
suffering damage to their vehicles and that the school buses were refusing to pick up
students on the road because of safety issues.

Chairman Peterson stated that he was applying for road aid via the TRIP program on
Monday and he would know that day what monies were available.
Chairman Peterson also stated that additional gravel would be added to the road to fill in
the holes until the road could be properly repaired. Additional details on the Trip program
were discussed.
