Job Purpose including main duties and responsibilities:

To provide an effective and efficient front-line library service dealing tactfully and
politely with a wide range of people.

To conform to, actively commit to and promote DCC Customer Service Standards
both with internal and external 'customers' when using any communication media
including telephone, email and face to face.

Carries out clerical duties, such as stocktaking, stationery, statistical work, and
surveys. Prepares and sends accounts to borrowers for lost, damaged or overdue
items. Liaises with Library Headquarters according to agreed procedures.

Prepares displays, and contributes ideas to display programme. Assists with
promotional activities, e.g. drawing attention to and explaining holiday reading
schemes, helping with class visits, or participating in story-reading sessions, and
dealing with related clerical matters. Takes bookings, where appropriate, from and
liaises with individuals and community groups for meeting rooms and associated
facilities and exhibitions.

Assists with opening and closing the library, including operating security alarms,
building checks (lighting, heating, etc), and preparing equipment for public sessions.
Monitors security throughout open hours by personal observation, closed circuit
cameras, self-issue and book security system. Assists with day-to-day maintenance
of library equipment, e.g. clearing paper-jams or replacing cartridges in copiers and
printers, including trouble-shooting and reporting faults where appropriate.

Carries out regular sessions on the main counter, dealing with the competing
demands of queues of users and telephone callers, within agreed guidelines.
Undertakes a variety of duties, using a wide range of resources, to answer users’
enquiries, ranging from factual matters (e.g. community information or contact
telephone numbers) to more involved enquiries requiring reference to a number of
sources. Assistance is given to members of the public, for example responding to
requests for printouts, and with software applications (word processing,
spreadsheets, etc), and Internet use.

Contributes ideas for improvement of library procedures and of library stock (e.g.
recording gaps in library stock following users’ enquiries). Selects, according to
guidelines, stock from the shelves for displays and events.

Maintains and updates information on databases, e.g. adds and removes names or
amends details of groups or individual members, and maintains stock records on
computer.

3.     Links with other officers, Service users or Members of the Public:

Has contact with a wide range of library users, and is responsible for delivering an
efficient and customer-friendly service, requiring diplomacy, tact, and a good
knowledge of the services provided. Assists visitors in using the library, and deals
with enquiries on a wide range of topics. Has contact with representatives of
community groups, public bodies, etc, e.g. to receive bookings, or to assist with the
arrangements for public exhibitions. Has contact with other staff of the base library,
including senior staff e.g. when exchanging information, receiving direction. Also has
contact with staff elsewhere, e.g. other libraries, School Library Service, Library
Headquarters.

May be asked to demonstrate procedures to new members of staff, students or work
placements.

4.     Levels of Responsibility:

Registers new users, checking eligibility, and giving information about borrowing
entitlements, library resources and facilities. Maintains and updates membership
records on database. Using computer system, issues items, checking borrowers’
eligibility (e.g. ensuring correct issuing of age-restricted videos), renews and
discharges items, dealing with overdues, notifications and reports. Operates
separate fallback system and subsequently saves data to main system. Collects
fines and other library charges, e.g. video rentals, replacement costs for lost books,
fax/printer charges, and income for local books and other materials. Records income
against appropriate codes including refunds.

Answers a wide range of information enquiries, using book stock and computer-
based systems, such as the Internet and CD-ROMs. Assists users with ICT
hardware and software applications, e.g. giving assistance with Internet searches,
email and word processing.

Deals with comments and complaints from the public, e.g. on overdue charges, and
refers those of a more serious or complex nature, e.g. on opening hours policy, to a
more senior member of staff. Receives requests from borrowers for all media, e.g.
books, CDs, videos, (and subject requests), and carries out catalogue searches,
places reservations on computer, deals with incoming and outgoing inter-library and
inter-county loans.

Shelves returned items, maintains good order and checks for condition of stock,
carries out minor repairs and prepares items for binding, withdrawal etc. Selects and
then processes material for exchange with other libraries according to agreed
criteria.

Working environment may range from:

       1. A Central or District Library working within a team.
       2. A small library where the postholder is the sole member of staff on duty on
       occasions, taking day-to-day responsibility for the provision of the service,
       with access to more senior staff on duty at other libraries.

Job holder has responsibility for proper use of equipment such as computer
terminals. Job holder has responsibility for the accurate handling of income on a day-
to-day basis. Job holder may on occasion be responsible for reconciliation and
preparation of banking income.

5.     Effects of Decisions:

Decisions range from taking the appropriate course of action within clearly
understood procedures (e.g. checking the eligibility of borrowers) to decisions on
what information sources to use in answering enquiries. Decides when to call on
assistance from more senior staff, e.g. when dealing with a complaint. Resolves
many day-to-day enquiries and routine problems without consulting a supervisor.
Enquiries that are more complex or serious complaints will be passed on.

Normal duties entail working during evenings and on Saturdays. On occasion, may
be asked to work at another library or work on a mobile library.
The job holder will often be required to deal with conflicting demands, particularly on
counter duty.

8.     Physical Demands:

The majority of working hours are spent in a public environment, in assisting users,
and dealing with library resources (e.g. moving loaded book trolleys). The job
involves regular periods of standing at issue counters, with bending and lifting (e.g.
while shelving or moving stock). Off-counter work involves lifting/moving boxes of
books or other library materials in accordance with Health & Safety guidelines.

9.      Working Conditions:

Uses ICT systems on a regular basis in normal duties (e.g. issuing items, enquiry
work, and many off-counter tasks). Assists users with public ICT resources.

10.     Work Context:

Ease of access to libraries gives rise to the possibility of having to deal with
unpleasant confrontations or verbal abuse.

11.     Knowledge and Skills:

Education required is 3 GCSE level (A-C grades) or equivalent.

Postholder requires a wide general knowledge, with good communication skills
(largely verbal), literacy and numeracy.

Attainment of ICT skills to level of NOF/ECDL or equivalent.
