SHIRE COUNCIL HELD IN THE COUNCIL CHAMBERS ON WEDNESDAY 20
DECEMBER 2000 AT 2:15PM.

0012.03 BUSINESS ARISING FROM THE MINUTES:
0012.04 MINUTE NO. 0011.04: GERALDTON-MOUNT MAGNET ROAD – WICHERINA
RAILWAY CROSSING
The Chief Executive Officer advised that Mr Mann, Main Roads WA, will be treating this
railway crossing as a ‘Black Spot’. A meeting will be organised on site early in the New Year.

0012.05 MINUTE NO. 0011.19: WARREN ROAD – PROPOSED WORKS
The Chief Executive Officer advised that there are some land acquisition issues plus road
closure issues. The Road has been surveyed but Council must approach the Department of
Land Administration to resolve the issues.
Councillor Freeman suggested that Council approach the landowners along Warren Road to
request voluntary relinquishment of land.
The Effluent Pond to the east of Warren Road and the shape of the corner are the issues
currently being dealt with by the Chief Executive Officer. Council directed the Chief
Executive Officer to pursue the matter.
0012.06 MINUTE NO. 0011.28: YAMATJI LAND & SEA COUNCIL – NATIVE CLAIMS
The Chief Executive Officer advised that, in accordance with Council’s direction and after
consultation with Mr Taffy Papertalk, he signed the Consent Agreement.
0012.07 MINUTE NO. 0011.38: RECREATION CENTRE – SAFETY RAILS
Council resolved to assess the safety aspect of the brick wall following the Council meeting.
0012.08 MINUTE NO. 0011.39: GERALDTON-MOUNT MAGNET ROAD – NAME
CHANGE
Councillor Doherty advised that he attended the Mid West Development Commission
meeting on Friday 15 December and was informed that Main Roads WA will not change the
name of the Geraldton-Mount Magnet Road until such time as the road is bituminised along
the entire route. It is the Mid West Development Commission who is pushing for a name
change.

0012.12 MINUTE NO. Y0012.04: COMMUNITY PATROL – OPERATION OF
The Chief Executive Officer advised Council that there have been two community meetings
in recent times which were chaired by Simon Forest. The issues raised were:
the Aboriginal community wishes to run an Aboriginal Basketball Carnival with free use of
the facilities at the Recreation Centre.
the use of the Youth bus. The Chief Executive Officer advised the meeting that the bus
could only be used if the Youth Development Officer is involved with the activity or if
Council permits such usage.

David Hadden, Manager Health/Building, entered the meeting at 3:00pm
0012.18 MINUTE NO. HB0012.04: BOUNDARY FENCE APPLICATION – LOTS 23 &
25 MILLS STREET
David Hadden, Manager Health/Building, addressed Council on request. He has informed
Mrs Anderson that any alterations to the materials indicated in the licence application must
be re-presented to Council prior to erection of the fence.
Council agreed that the type of fence currently requested is approved.

0012.22 BUSINESS ARISING FROM THE MINUTES:
0012.23 MINUTE NO. W0012.10: GENETICALLY MODIFIED MATERIAL – RELEASE
OF WITHIN THE MULLEWA SHIRE
The Chief Executive Officer advised that he has been corresponding with Keith Alcock who
advised that Council cannot stop Genetically Modified Material testing or otherwise being
carried out within the Shire.
The passing of the Gene Technology Bill means that if Council wishes to refuse the
Testing/Use of GMM the reason can in no way be based upon health or environmental
safety. Any protest from Council must be passed on to the State government, which in turn
represents Council at a Federal level.
Councillor Doherty informed Council that the currently intended trial will cover less than one
acre, will have buffers around it, and is situated 400m away from any other Canola crop. It is
a requirement of those testing the GMM to destroy any barrasica weed for the next two
years. He had been advised that the trial will not affect farmers within the Shire having
access to overseas markets.
Mr Alcock offered to address Council and the community on the matter.
Councillor Freeman pointed out that the Canadians have reduced their chemical use on
Canola by 40% through using Genetically Modified Canola.

and Ag WA that this Council has no objection to the conduct of trials within this Shire
for transgenic Canola expressing tolerance to herbicide.”

0012.33 GENERAL BUSINESS:
0012.34 GERALDTON-MOUNT MAGNET ROAD – OVERTAKING LANE
Councillor Freeman questioned the necessity of the double white line for traffic heading west
parallel to the overtaking lane just past ‘Spring Park’ as well as other similar places between
Geraldton and Mullewa. Council instructed the Chief Executive Officer to speak with Hon
Minister for Transport, Murray Criddle, while he is in Mullewa on Thursday 21 December
2000.
0012.35 NANGETTY-WALKAWAY ROAD – MAIN ROADS WA
Councillor Freeman suggested that the Chief Executive Officer investigate the possibility of
Main Roads WA incorporating within their jurisdiction the Nangetty-Walkaway Road. The
Chief Executive Officer was instructed to speak to Hon Minister for Transport while he is in
Mullewa on 21 December.
0012.36 MULLEWA POLICE PATROLS – 4 WHEEL MOTORBIKES
Councillor Freeman recalled that 5-6 years ago Council pledged to finance 50% of cost for a
4-wheel motorbike. He has spoken with Acting Sergeant P Smith who informed Councillor
Freeman that the two four-wheel motorbikes currently on loan to the Mullewa Police from the
Geraldton Police Service are to be traded for new ones.

purchase of one new four-wheel motorbike, not necessarily with four-wheel drive
capacity. It is to be fully equipped for Police duties.”
