Since 1995, the substantial portion of my work has been in the areas of mediation, arbitration and group facilitation. I serve on mediation panels for the American Arbitration Association, United States Postal Service's Project Redress, and the Grants Pass Board of Realtors. I serve as a hearings officer/mediator for the City of Grants Pass, Oregon for land use matters. I have facilitated strategic planning processes for Coalition for Kids and the Grants Pass/Josephine County Chamber of Commerce, among others. I have facilitated workplace disputes involving city and county employees operating a joint 911 dispatch center. I have also facilitated processes designed to improve cooperation and working relationships of city management staff, to develop a code enforcement program for the City of Grants Pass, and to conduct a personnel review of a city manger by the local government. I also serve as panel chair for the National Athletics Board of Review of USA Track and Field. This process involved more than 80 hours of facilitated meetings with a variety of groups including the Mayor and City Council members, City management team staff, and many employees working in a variety of departments impacted by Code Enforcement. During this process, ideas and viewpoints were gathered, prioritized, and several options developed from this information and presented back to all participants for additional review and revision. A final report was prepared, presented to the Council, and many components of that report have been incorporated into the City's current code enforcement structure. The project involved meeting with representatives of both groups, preparing premeeting homework assignments to capture information, and conducted a daylong meeting with most employees of the dispatch center. Grievances were aired, problems and solutions were identified. The end product of the process was a working set of groundrules for employees to follow and a clarified grievance process. A parallel process was facilitated by Donald Rubenstein in the Sunny Valley area. A focus of the meetings was to gain information from citizens about the future of Wolf Creek, and specifically with respect to the creation of zones to permit otherwise nonallowed commercial and industrial uses. Facilitated discussions, visioning exercises and the provision of technical information from a planning expert, enabled the citizens to reach concensus on the type of additional development that could be permitted, the extensiveness of the development and its location Nearly two dozen citizens participated in this process. Section #11: Specific Case or Project Experience - Case #11 Case/project name Description: City of Grants Pass City Manager Performance Review I facilitated the performance review of the City Manager by the Grants Pass City Council and Mayor. This review involved the preparation of a survey tool, analyzing and assembling the information received back from the survey, and facilitating a meeting among the 8 city councilors, Mayor and the City Manager. I actually performed this task on four different occassions. There was a great deal of emotional content related to this facilitation/mediation.
