Federal CIO Council - Best Practices Committee _____________________________________________________________________________________________ Federal CIO Council 2007 -2008 Strategic Plan Guidelines for Implementing Key Performance Indicators Background: strategic goal: Volunteer work teams developed a set of key performance indicators (KPIs) for each 1. A cadre of highly technical IT professionals with the mission critical competencies needed to meet agency goals. 2. Information securely, rapidly, and reliable delivered to our stakeholders. 3. Interoperable IT solutions, identified and used efficiently and effectively across the Federal government. 4. An integrated, accessible Federal infrastructure enabling interoperability across Federal, state, tribal, and local governments, as well as partners in the commercial and academic sectors. Introduction: This document provides a series of steps and guidelines for implementing the KPIs efficiently and usefully. Step 1. Assign responsibilities for the key performance indicators. The chairpersons of the Architecture and Infrastructure, Best Practices, and IT Workforce committees have the responsibility of reaching agreement on the KPIs they will implement, communicating the results to the executive committee, and using the results to evaluate Council initiatives to learn what is working and what is not and make adjustments to the initiatives and make recommendations for changes to policies as warranted. Step 2. Define the measures, evaluate measurement methods and select data sources. The implementers should define and record the following for each indicator:  Purpose – Explain the intention of the indicator  Data source(s) – Identify the sources of data for the measurement  Formula used to calculate measurement – Identify the equation that was used to calculate the measurement. This should also include the unit of measurement, e.g., number of transactions processed per hour.  Measurement methods: identify the data collection methods  Frequency of reporting – Determine how frequently performance data will be reported.  Individual(s) responsible for collecting and reporting data –most likely will be agency CIOs The offices of Federal CIOs will provide most if not all of the performance data. They already have considerable reporting requirements in addition to their initiatives to modernize their IT portfolios plus implement e-Government initiatives and the Federal enterprise architecture. Measurement methods should be chosen based upon minimizing the cost or effort of collection and providing only enough accuracy as needed for decision making. Before selecting new reporting requirements for agencies to implement, existing reports should be evaluated and augmented as needed. Oversee performance reporting and data collection It will take time to widely implement new data collection and reporting. The implementers should provide guidance and assistance to agencies to ease implementation. They should also track implementation and report progress to the appropriate committee chairpersons. Step 4: Conduct measurement reviews The implementers should conduct reviews that answer the following questions: Measurement Data:     What is the source of the data? Are there other sources of data that exist that are better? Do the data match the indicators? Is the data timely (for making decisions or for reporting purposes)? Are the results calculated correctly? Measurement Methods:    What methods were used to collect the data? Did the methods collect the right data? What is the accuracy of the data collected?1 (high, medium, low) Performance indicators:  Do the indicators measure what is intended? If not, need to the revise metrics or add other indicators. Results:   What do the results indicate? On track, off track? Do the results meet expectations? If not, investigate the reasons for the lower results. Step 5. Use measurement results to improve performance There is little information value if the data collected is used for reporting purposes only. The greatest benefit is using the results to learn what is working and what is not and make adjustments to initiatives and policies in order to improve performance and achieve the strategic goals. Consider collating and graphing the results of several indicators together to provide better insight into overall performance. Committee chairpersons should communicate how the results are used to their fellow Council members. If the data collected is not used to improve performance, it will become more difficult to convince agencies to collect the data in the future. 1 This is a judgment call.
