Captain Sheila Patterson
Commander, Naval Surface Warfare Center Dahlgren Division
Captain Sheila Patterson became the Commander of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on May 25, 2007 after serving as the Executive Assistant to Commander Naval Sea Systems Command, a position she had held since September 12, 2006. Growing up in Scituate, Massachusetts; Naugatuck, Connecticut; and North Syracuse, New York, Captain Sheila Patterson graduated from the United States Naval Academy in 1982 with a Bachelor of Science degree in Chemistry. On Commissioning, Captain Patterson transferred to San Diego and served as the Administrative Officer, Surface Warfare Officer School Command Detachment; Executive Officer, Flag Allowance at Commander, Naval Surface Force, U.S. Pacific Fleet; and Instructor at the Fleet ASW Training Center, Pacific. Captain Patterson’s interest in acquisition began on assignment as the inaugural Space Systems Program Integrator responsible for the Atlas II, Atlas E, and Titan IV Centaur launch vehicle programs at the Defense Plant Representative Office, General Dynamics, where she was designated a Material Professional. Upon completion of that tour, she earned a Master of Science degree in Astronautical Engineering from the Naval Post Graduate School and was selected to become an Engineering Duty Officer. Captain Patterson’s first tour as an Engineering Duty Officer was in the Global Positioning System Program Office at COMSPAWARSYSCOM in Washington D.C. Subsequent Washington acquisition tours included Director, Systems Analysis at Ballistic Missile Defense Organization; and Systems Engineer, Navy Theater Wide Ballistic Missile Defense, PMS 452 in PEO Theater Surface Combatants. Captain Patterson reported to Commander, Pacific Fleet as Combat Systems Officer in August 2001. Captain Patterson transferred to PEO IWS in January 2003 as Systems Engineer, STANDARD Missile, and eventually became the Systems Engineer for PEO IWS 3. In November, 2004, Captain Patterson was selected as Major Program Manager, Above Water Sensors, PEO IWS 2. Office, OSD/C3I. She was recruited into the Intelligence Systems Secretariat (ISS), Community Management Staff, in 1994 to help stand-up the IC’s first web-based services environment (Intelink), and to support systems migration and information management activities of the Intelligence Systems Board. Between 1995 and 2001, Ms. Wheeler was assigned to the Space and Naval Warfare Systems Command/Systems Center, San Diego (SSC-SD) to work activities related to national and tactical information systems. Upon returning to the D.C. area, she became the Deputy Chief of Intelink Information Management/Customer Support until recruited to serve as a staff member with the Presidential Commission on Weapons of Mass Destruction 2004/05. She returned to the DNI/CIO, where she led Intelinkrelated requirements management and strategic planning activities until retirement.

Director, Strategic Plans, Communication & Alignment, Aegis Ballistic Missile Defense Program Directorate
Mr. Scott Perry is the Director for Strategic Plans, Communication & Alignment at the Aegis Ballistic Missile Defense Program Directorate, located in Dahlgren, Virginia. He is the principal advisor to the Program Director, Aegis Ballistic Missile Defense (ABMD) on issues related to defining and upholding the mission and vision of the ABMD program. In this role, he recommends strategic policies and goals, conducts first order engineering and architecture analysis, and serves as an ambassador to the Missile Defense Agency, Navy and other services and communities inside and outside Government. He has also served as Chief of Staff, Acting Director for both Personnel Management and Business Operations directorates while these positions were vacant and as the Special Assistant to the Missile Defense Agency’s first Technical Director. Before coming to the Missile Defense Agency in 2002, Mr. Perry served in the Program Executive Office Theater Air Defense and the Aegis Program Office. During his tenure in NAVSEA, Mr. Perry served as the first Test Director for Navy Theater Missile Defense and as the first Project Engineer for the Navy Theater Wide/Navy Upper Tier Theater Ballistic Missile Defense Program. In recognition of his broad theoretical and practical experience in Ballistic Missile Defense arena, Mr. Perry was selected to lead the congressionally mandated joint Navy-Ballistic Missile Defense Organization Naval National Missile Defense Concept Definition Study. While in the field, Mr. Perry concentrated in the Targets and Threat Simulation field where one of his projects set the world record for sustained and controlled high mach flight by an umanned drone. He also assisted in modeling the F18 flight control system and conducting structural testing of advanced air vehicle systems. Mr. Perry earned his Bachelor of Science degree in Aerospace and Ocean Engineering at Virginia Polytechnic Institute and State University (Virginia Tech). He is also a graduate of the Tech Co-operative Education program and the Naval War College off-campus program. He is a certified “Range Rat” and has qualified as a drone pilot. Mr. Perry, his wife Juliane (Julie), and their children Matthew and Hayley live in Fredericksburg, Virginia.

Executive Director, Government Emerging Technology Alliance (GETA)
Ms. Nancy M. Wheeler, current Executive Director of the Government Emerging Technology Alliance (GETA), assumed her position recently after retiring with nearly 34 years of Federal Government service, primarily with the Intelligence Community. She started her career overseas as a research technician with the Defense Attache System and returned to serve as an intelligence analyst/watch officer with the Joint Staff/J-2. She later became Chief of the J-2 Policy, Plans and Doctrine organization, where she directed development of the first publications on joint intelligence doctrine and procedures, as well as support to the JCS on ISR requirements validation and warfighting assessments. Ms. Wheeler attended the National War College in 1990/91, followed by a 2-year assignment with the Intelligence and Communications Architecture
