CAYMAN ISLANDS GOVERNMENT JOB DESCRIPTION JOB TITLE: Accountant REPORTS TO (TITLE): Deputy Chief Financial Officer PORTFOLIO/MINISTRY: Portfolio of Internal and External Affairs DEPARTMENT/SECTION/UNIT: Deputy Chief Secretary’s Office _____________________________________________________________________________________ 1. JOB PURPOSE To plan, organize and perform the financial activities for the Portfolio of Internal & External Affairs including budgeting, accounting, payroll and reporting functions. ___________________________________________________________________________________ 2. DIMENSIONS The Portfolio of Internal & External Affairs has entity revenue and expenditure of $70 million, and a balance sheet net worth of around $40 million. The post-holder will participate in all the internal financial functions relating to this activity including coordinating budget preparation, ledger management and reconciliations, and monthly and adhoc financial reporting. Provide Management with timely reviews of the Department’s financial status and progress in its various outputs Provide support for all payables and receivables accounting functions ensuring correct account distribution and ensuring all support documentation is accurate and in order. Provide support to the various Departments as required _______________________________________________________________________________ 3. PRINCIPAL ACCOUNTABILITIES a. Assist in the preparation of the Portfolio/Departmental consolidated financial statements and annual budget and revisions thereto including: Strategic phase forecasts; Budget forecasts; Portfolio/Departmental consolidated monthly, quarterly and yearly financial statements Account Variance Analysis b. Undertake revenue and accounts receivable functions for the Department, including: Assist with the preparation of monthly invoices to Cabinet for funding for outputs delivered by the Portfolio; Provide assistance to the various departments concerning costing measures, appropriations etc. c. Undertake expenditure and accounts payable functions for the Department, including: Raise purchase orders and receipt goods on delivery; Prepare invoice batches for payment. Assist with cash management and forecasting Prepare cheque runs Reconciliation of vendor accounts Maintain Fixed Asset Register for the Portfolio Tracking/Monitoring Capital Purchases and ensuring that they are recorded properly D:\Docstoc\Working\pdf\abfc2240-417e-4313-b1e3-78eaf4028ac8.doc 1 d. Undertake accounting, payroll and ledger management functions for the Department, including: Ensure that all staff time is entered and verified by Supervisors in TRS prior to the transfer of the TRS data each month; Review and amend payroll changes for monthly and bi-weekly employees; Process expense claims and travel claims for the Department. e. Maintain good communications with the Portfolio’s CO, Staff and customers (internal & external) to ensure efficient and effective operational standards are adhered to. f. Any other duties as required by the Chief Secretary, Chief Officer, Chief Financial Officer and the Deputy Chief Financial Officer. _______________________________________________________________________ 4. BACKGROUND INFORMATION The scope of the duties of the core Accounting Department within the Portfolio of Internal and External Affairs is as follows: Provide financial advice and support to the Hon. Chief Secretary, Chief Officer, HOD’s, CFO & DCFO Prepare all financial reports including the Portfolios budget, quarterly and monthly reports, ; Perform all accounting functions including accounts payable, accounts receivable, general ledger reconciliation, revenue preparation and monitoring, Providing support for the various departments that fall under the Portfolio (The Chief Secretary’s Office, The Deputy Chief Secretary’s Office, The Passport Office, The Elections Office, NEMA, Cayman Islands National Archive, The Legislative Assembly, The Police Department, The Immigration Department, Her Majesty’s Prison, The Cadet Corps, the Fire Service and the Governor’s Office) __________________________________________________________________________ D:\Docstoc\Working\pdf\abfc2240-417e-4313-b1e3-78eaf4028ac8.doc 2 6. KNOWLEDGE, EXPERIENCE AND SKILLS Knowledge: The post holder should possess a Bachelors Degree in Accounting and at least 3 years experience or an Associate Degree in Accounting and at least 5-7 years experience. Skills: Ability to analyse and interpret financial data and prepare financial reports, statements and/or projections. A thorough understanding of generally accepted accounting principles, including adequate experience establishing and monitoring budgets. Proficient in computer application software including (Word, Excel, and Power point). Ability to maintain confidentiality with the various dealings of the department ____________________________________________________________________________________ 7. ASSIGNMENT AND PLANNING OF WORK The work required is determined primarily by the requirements of the Public Management and Finance Law (2003 Revision) and the timeline for the annual budget and reporting processes of the Government. The post-holder is responsible for working within the guidelines set out by the CFO so as to achieve these various deadlines. _____________________________________________________________________________________ 8. OTHER WORKING RELATIONSHIPS Treasury managers, Portfolio Chief Financial Officer, Department heads, Vendors, Auditors and accounting personnel of various departments within Portfolio of Finance. _____________________________________________________________________________________ 10. DECISION MAKING AUTHORITY AND CONTROLS Post holder will be operating in the context of prescribed and strict accounting procedures and will be responsible for making decisions which will ensure that procedures are adhered to at all times. ____________________________________________________________________________________ 11. PROBLEMS/KEY FEATURES There are often competing priorities and this officer will need to be good at multi-tasking and juggling responsibilities. The post-holder must be flexible and be able to respond quickly to the needs of the Chief Office and Chief Financial Officer as well as external demands. _____________________________________________________________________________________ 12.
