Discussion focused on training and career development is a continuum. Depending on the stage of an officer’s career and the career goals, training needs will change. Policy points, the scope, mission, and subject matter of the different courses for officers were discussed. Such issues as illustrative names of the courses, subject matter, and logistical issues surrounding the courses were discussed. Also progress was made on definitions of officership, core values, and the mission statements, especially for the initial course. Discussion Highlights and Decisions CAPT Skerda opened the meeting by asking the group members if there were any questions or concerns regarding last week’s meeting notes. No discussion at this time. CAPT Skerda called for review of the draft notes for Meeting #3. Modifications to draft notes were suggested. CAPT Skerda will send the modified draft to the WPDG as approved. The workgroup focused on the following topics: A. Policy points – Training, and Career Development B. Officer Development Courses a. Proposed renaming of courses b. Officer Logistics – travel, accommodations, uniform allowance c. Learning objectives for courses C. Public Health Service Officer Basic Course (PHS OBC) mission statement D. Competencies needed by officers A. Policy Points – Training and Career Development Decisions. All officers must have a base skill set that allows them to function in both their agency positions and deployment roles. The work group recommends that the PHS OBC course begin on Sunday. This is the day of travel. Monday through second Friday will be used to cover course work. The final Saturday to be used as travel day. The workgroup recommends The Call to Active Duty Basic Officer Training Course (CAD BOTC) will undergo a title change. The new name will be Public Health Service Officer Basic Course (PHS OBC). For Official Use Only for example, PHS Officer Intermediate Course, PHS Officer Advanced Course, and PHS Officer Executive Course “Limiting out of pocket expenses” should be written into the policy. This is to minimize the expenditure that new officers may have to pay out of pocket
Additional discussion and comments The salaries, benefits, travel costs for new officers to attend the PHS OBC will be paid by the employing OPDIV/STAFFDIVs. The instructional costs of the PHS OBC will to be responsibility of a centrally funded and coordinated effort. The training framework (Basic, Intermediate, Advanced and Executive) should form a path around the day an officer’s career starts and ends the day the officer leaves. The pilot for the PHS OBC is to begin May 2007. Flexibility to hold courses both in and outside of the DC metro area is to be considered and planned for. The group will look to write into a statement of policy limiting “Out-of-Pocket” expenses for Officer Basic Course training. Responsibility for training and career development is a shared responsibility between the individual officer, the agencies, and the Commissioned Corps (Corps). The officer development training courses will address needed skills and career development. Development must occur throughout an officer’s entire career. Courses are to strengthen the officers’ competencies. Per the October 2006 Implementation Plan, The agency is responsible for providing Officer’s with travel and lodging accommodations. The agency will also pay for the Officer’s salaries. The responsibility of the Commissioned Corps to pay for Officer training. This includes the cost of instructors, course materials and all other relevant matters. The details of who cuts the orders and acts as travel clerk for the new officers, and other logistical issues needs to be clearly defined. Future meetings will look at this in more detail and provide recommendations.
B. Officer Development Courses The group discussed the logistics of Officer training funding. The different aspects of training costs were examined as well as who (the agency or the Corps) would be responsible for such expenses. C. PHS OBC mission statement The WPDG reviewed the Mission of Training and Career Development Transformation statement. The group discussed possible changes to be made to the document. Decisions Rewrite Part 2 for the Basic course as: To provide the foundation for the development of competencies required of commissioned corps officers, to include core values, officership, readiness, and basic public health. Additional discussion and comments Further discussion is needed for Missions statement for the PHS OBC – Suggested:
1) To provide a standardized, highly reliable core of basic information needed by officers to embark on their careers in the USPHS. Through the PHS OBC, officers will be introduced to critical concepts in the development of competencies in officership, readiness, and public health (or whatever else we think is core/foundational 2) To inspire Corps officers and establish a bond to the Service, and to initiate development of future public health leaders for the nation.
Working with definitions of officership and competencies may lead to further changes.

For Official Use Only The group looked at the framework of developing core competencies. Some questions to be looked at were: o o o o o What is the basic role of an officer? What do they do? How do they do it? How does what they do fit in your Department/Agency. Look into maybe promoting “self-study”. This would help in transitioning officers from one level of training to the next level.
The group will also look to first examine common core competencies. Later on, more specific and targeted competencies will be discussed. Another area to be examined and discusses is what competencies should be developed by the officers before they get to the agencies, and then what competencies they should attain afterwards. The previously adopted instructional model, a Human Resource model, was again discussed for its’ applicability in the constructs of the Corps training program, in line with the Human Capital initiative of the Secretary.
Action Items All members were asked to review materials from the agencies, the PACs, and other background materials provided and then send their recommendations to CAPT Fanaselle no later than 4 PM Friday afternoon, 16 February The group was asked to put together their list of core competencies that best describe the Public Health Service by Monday, 19, February and forward them to CAPTs Skerda and Fanaselle. CAPT Skerda will ask the Academy to bring the basic skeleton of the basic class to next week’s meeting.

Training- Career Development Working Policy and Design Group (WPDG) Mission of Training and Career Development Transformation 1)To provide training and Career development guidance throughout an officers’ career 2) To develop outstanding, highly skilled public health leaders for the U.S.Public Health Service. Objectives1)To design a quality system that will encourage and support the development of outstanding, highly skilled public health leaders that will support the mission of HHS and guide the future of public health for the nation. 2) To design a high quality PHS training and career development program available throughout an officer’s career to support the missions of HHS and the U.S.Public Health Service, and to guide the future of public health for the nation Mission of Call to Active Duty Officer Course (Officer Initiation course OIC) The purpose of OIC 1) A. is to establish a standardized, highly reliable core of basic information, to inspire Corps officers and to establish an emotional bond to the Service. It supports the establishment of an entry level officer’s competencies in officership and readiness that officers need to begin their careers and initiates the development of future public health leaders for the nation. B. To facilitate acquisition of foundational competencies needed by officers to embark on their careers in the USPHS. Through the CAD BOTC, officers develop critical competencies in officership, readiness, and public health (or whatever else we think is core/foundational). Rationale: OIC purpose is not to establish basic information, but rather to help officers develop competencies. Suggest inspiration and emotional bond are addressed in item #2.

The Group will develop processes and functions that will manage training and career development throughout the career of an officer. The group will define and develop core competencies, research curriculum to address the competencies, and develop a career development guidebook.

Policy points 1) Training throughout officers’ careers will be a shared responsibility – Agencies for their mission, the Corps for Officership matters. 2) A centralized USPHS Commissioned Corps (Corps) training and career development infrastructure will train and develop officers in accordance with Health and Human Services (HHS) human capital management principles. 3) To support retention and enhance officers’ skills, a training and career development continuum will be offered to officers for career-long training specific to the Uniformed Services Officer. 4) Corps officers will be the leaders and career management force for Corps officers. 5) Corps officers will be trained as career counselors/detailers to provide on-on-one guidance to applicants on matters such as required and recommended training, potential assignments, promotion requirements and career pathways and milestones. 6) Information Systems will be fully integrated in the training and career development process. a. A central repository of training opportunities that can be accessed by officers will be maintained to identify long tern training, intra-departmental training, intradisciplinary training, intra-agency training opportunities b. IT and Audio-visual resources will be updated and maintained to address the evolving and present roles of the Department and the Corps 7) A two week Basic Officer Training (BOTC) course is required of all new officers a. This CAD BOTC will be at the start of their careers as officers prior to arriving at the duty station. b. Some flexibility will be allow in timing and location for officers participating in specific full-time training program who have requested and qualified for the exception i. Must request and be approved for exception ii. Officer must start he CAD BOTC within the first 6 months after CAD c. Orders/ TDY will be provided to officers to attend CAD BOTC prior to arriving at the duty station when the call to active duty is initiated by the employing OPDIV/STAFFDIV d. Classes will be on an approximate monthly basis, with additional courses scheduled for time period of large influxes of officers e. Agencies will fund the officer for the CAD BOTC – travel, lodging, perdiem f. Location - Plan suggests centrally located for proximity to Headquarters, Senior Leadership of the Corps, guests and speakers. i. Alternate locations for specific circumstances and flexibility ii. Military installations preferred for cost containment and military customs and personnel exposure/experience g. Officers will attain Force Readiness standard, or have a concrete plan to reach that status within the current time limitations.
