Background
Refund of registration fees

Owners of dogs that have died or been sterilised during the registration year often request a
refund of the registration fees paid. A fair and equitable means of dealing with these requests
is by means of granting a pro-rata refund. It is not economically viable to refund registration
fees after 31 March due to the small amount refundable.

New registrations received after 31 December in a year

In April of 1993 the Tasmanian Canine Defence League raised concerns that when a dog was
registered for the first time after 31 December in the year, the full years registration fee was
charged. The League requested that the fee for new registrations received after 31 December
in the year be reduced to half the prescribed fee for a full year. This discounted fee will apply
only to those dogs adopted from the TCDL and not mature dogs reclaimed by their owners.

Due date for dog registration payments

Dogs registered after 31 July in the year attract a higher registration fee than dogs registered
prior to this date. The first rates instalment is due in early August and as such many residents
register their dogs at this time thus incurring the higher registration fee. In the interests of
practicality and customer service it is desirable that these payments be synchronised. This is
reflected in Council’s Policy No. 19-4.

Policy Statement
Refund of registration fees
1. Where it is verified that a dog with current registration, or in the case where early
   registration has been accepted dies prior to 31 March in the year, a refund of an amount
   equal to one twelfth of the fee paid for each remaining month of the registration period
   shall be paid, upon request. Wherever possible the registration disc issued upon
   registration of the dog should be surrendered to Council.
2. Where it is verified that the registration class of a dog has changed from an entire dog to a
   de-sexed dog prior to 31 March in the year, the original fee will apply up to and including
   the month of change of class. A refund calculated at one twelfth of the difference
   between the original fee and the new fee for each remaining month of the registration
   period after the change of class shall be paid, upon request.
3. Transferring current registration from a deceased dog to a new dog owned by the same
   person is not permitted. A refund for the deceased dog shall be paid in accordance with
   this policy and registration at the applicable fee shall be paid in respect of the new dog.
New registrations received after 31 December in a year
The registration fee for registrations received after 31 December in the year shall be half the
prescribed fee for a full year, in the case of the following registrations:
   •   A dog turning 6 months of age after the 31st December in the current year.
   •   Dogs adopted from the TCDL, irrespective of age.
   •   Newly acquired dogs, irrespective of age, whose owners voluntarily present to
       Council for payment of registration fees.
