   – ONR Program Officer agility, necessary for mission oriented integrated program
   – Allows “out-of-the-box” approaches equal consideration

• Best attributes of peer review
   – Forum for identifying new opportunities
   – World-class scientists and engineers provide a trusted critique, assist in turning
     over programs when appropriate

• Mid-term Reviews Methodology
   – Review at program level; i.e., individual grant level
   – Hold in conjunction with annual program reviews/workshops
   – Approximately 3 reviewers, highly respected experts in sub-research topic area
   – Conduct every three years
        • Reviewers see portfolio balance and motivation
        • Reviewers provide detailed critiques on projects in their third (final) year
        • Two-thirds of any portfolio are subject for review
