Subject: Contingency Measures to Prevent Influenza A H1N1

As a local infection of Influenza A H1N1 was confirmed, Coordination Group for
Preparedness and Response to Influenza Pandemic raised the Macau Pandemic Alert
from level 5 to the blue sub-level of level 6 on 23rd June, 2009.

Hence SAFP is writing to inform all departments/organizations that the following
measures must be taken:

1. Body temperature measurement facilities shall be set up at entrances of buildings of
public departments to check on all persons entering the buildings (according to
actual conditions, the departments should set up a scheme that requires staff
members to measure their body temperatures before going to work, so as to avoid
   crowdedness in public passages).

2. The attached questionnaire (entitled Body Temperature Measurement in Public
Departments to Prevent Influenza A H1N1) is a means to gain feedback on the
practice of body temperature measurement in respective departments/organizations.
Please fax the completed questionnaire together with a copy of the list of internal
contingency team (include the contact persons’ names, contact phone numbers and
mobile phone numbers) in your department to SAFP (Fax: 8987 1515) by 12:00 a.m.
   24th June, 2009.

3. (The Public Administration Personnel Sick Leave Monitoring System)will be
activated from 25th June. All public departments are required to upload relevant data
either by visiting the webpage http://www.gov.mo/ams or by calling 82955112 on a
daily basis. If there is any enquiry on using the system, the department/ organization
may contact Ms. Lam at 8987 1923.

4. Effective from today, all public administration personnel leaving Macau (day returns
included) shall notify his/her department/organization before leaving and after
returning to Macau and their records shall be retained by the
   department/organization.

If there is any enquiry on the above measures, the department/ organization may contact
Mr. Tang at 8987 1742 or Mr. Wong at 8987 1276.

Yours faithfully,

Jose Chu
Director of SAFP
