OVERVIEW
The Honorable Supreme Court of India, in its judgment W.P. No. 860/91,
specifically instructed the State Governments to introduce a compulsory
subject on environmental education at all levels starting at the school level. The
Honorable Supreme Court clarified that an integrated topic on environment in
the curriculum was not sufficient. It further emphasized the necessity for a
separate subject considering the growing need for instilling enhanced
environmental practices and governance in the country.

While implementing the Government of India program of National Green Corps
@ 250 high schools per district, the State Government was of the opinion that,
in order to implement the judgment of the Honorable Supreme Court in letter
and spirit, it would be essential to extend this program to all high schools in
the State, apart from the 3,900 high schools proposed by the Government of
India. To implement this massive focused task, the State Government
constituted a Directorate of Andhra Pradesh National Green Corps. The
primary objective is to spread environmental awareness by action orientation
involving the school students of this State, which would consist of a core team
of seven personnel at the Directorate level as per G.O. Ms. No. 52 E.F.S &T.
Dept. dated 17.06.2003. Eventually this Corps would work as agents of
change, creating a spirit of awareness and thus motivating and mobilizing
young citizens into environmental action. Awareness has to ultimately give way
to Action – the Directorate of Andhra Pradesh National Green Corps is
committed to ensure this.

NGC Directorate:
The Government of Andhra Pradesh established the Directorate of National
Green Corps with two staff members:

1. The Director 2. The Accounts Officer
They are supported by five Project Officers and assisted by four assisting staff,
who are outsourced. NGC had also identified and trained 115 Green Master
Trainers (School Teachers who spend 2-5 hrs per month for 5 months in a

year) across the State. They are paid Rs.1, 000 as honorarium, for 5 months in
a year.

SOURCE OF BUDGET:
We have three budgetary sources:
1. Ministry of Environment and Forests, Govt. of India:
2.00 crores (1.9 crores school grant @ Rs 2500/school and this amount is
transferred through electronic means directly to schools)
2. Department of School Education, Govt of AP:
Rs 50 lakhs for division and state level programs
3. Environment, Forests, Science and Technology, Govt. of AP:
Rs 50 lakhs for establishment and salaries

ONLINE TRANSFER OF SCHOOL GRANT:

The NGC School grants of Rs 2500/- is transferred to schools through online
bank transfer. Previously, this grant was given to the Deputy educational
Officers in their divisions and this amount was in turn distributed to schools
during the meetings. In order to maintain the transparency and accessibility,
NGC initiated online electronic transfer of NGC school grants. Towards
furthering this process, NGC collected the relevant DDO Bank account details
of schools at the Green Teacher Training Program held in the month of June
2008. Green Master Trainers played an important role in this process. The
confirmation of Bank account numbers were again done in Divisional level
NGC Students Environmental Congress. The details required for the electronic
clearance were, Bank account number, bank name, bank branch and bank
code (IFSC code or MICR code or RTGS code) of the concerned banks.

NGC GREEN MASTER TRAINERS TRAINING PROGRAM

For effective monitoring of the NGC Eco-club activities in the schools, NGC
Directorate decentralized the program by selecting division-wise Green Master
Trainers across the State. Each Green Master Trainer will monitor 50 schools
in their division or area. 5 master trainers from each district were selected by
NGC for monitoring 50 schools each among 250 schools. The selected Green
Master Trainers were trained for two days on 14-15 June 2008.

The two-day training, focused solely on strengthening NGC Eco-club activities
in schools by training Green teachers. These trained Green Teachers would
implement activities in the school, in compliance with the scheduled NGC
annual calendar. Objective required would be to motivate students for active
participation at School and divisional level NGC Student Environmental
Congress. Divisional level training programs were conducted by the Green
Master Trainers for the green teachers. NGC Project consultants and SCERT
professors monitored the training program. 103 Green Master Trainers
attended the State level Green Master trainers Training program held in
Hyderabad.

Mr. D Ravindranadham, Director SCERT, and Mr. W.G.Prasanna Kumar,
Director, APNGC, inaugurated the training program while officials from
CPREEC participated in the training program. The Green Masters trained 50
Green Teachers in the division. NGC provided these Green Master Trainers
with proceedings of the next level training program of Green teachers in their
respective divisions scheduled 23-28th June, 2008.

This two day GMT training program was a sample training program which
GMTs had conducted for the green teachers in their respective divisions.

NGC GREEN TEACHER‟S TRAINING PROGRAM

As an annual event in the month of June, NGC conducted divisional level green
teacher training programs across the State. The main focus of the NGC green
teacher training program scheduled over two days were, Sadhana Green File
reading and NGC Green Networking. In this regard, several programs were
organized in schools and at various levels. Following this, several other
programs were conducted: a week long NGC Eco-club program from 16th-21st
June, 2008; organization of NGC Students Environmental Congress (July-
August, 2008); School level program from 24th-26th July, 2008; Divisional level
program from 6th -8th August, 2008, and State level program 17th-22nd August,
2008.

With a view to strengthening the 5,750 NGC Eco Clubs across the State, the
NGC Directorate facilitated an innovative online program to document
experiences of NGC students and green teachers. Details of every activity taken
up by green teachers are uploaded to the Internet and made available online
through “NGC Green Networking”. Apart from online registration of NGC
schools, NGC Eco Club monthly activity reports with relevant accompaniments
can be viewed on the NGC web site. An E-Magazine is also being circulated to
all stakeholders.
The objectives of this initiative are:
 Each school can have a web page of their own to share their experiences,
success stories and literary works related to environmental issues NGC
Directorate verifies the monthly report after which a honorarium is released
to the Green teacher. The Administrative delays will be minimized with
   online processing.
 All data will be made available in public domain, thereby increasing
transparency and accountability in day-to-day affairs.
The SADHANA Manual was used as a base study for all the Green Teacher
Training Programs.
This green teacher training program is the base for the NGC students
Environmental Congress which is the follow up activity of this program.

                                                                                12

NGC STUDENTS ENVIRONMENTAL CONGRESS

The objective of this program was intended to strengthen NGC Eco-club
activities in schools with the help of trained Green Teachers. These trained
Green Teachers are to implement daily, weekly and monthly activities in their
schools, as per the scheduled NGC annual calendar and motivate the students
to conduct projects and participate in School and divisional level NGC Student
Environmental Congress.

In the above context Divisional-level NGC Student‟s Environmental Congress
was convened from 6-8th August which provided an opportunity for NGC Eco-
club teams to present their projects. This Students Environmental Congress
involved 3.00 lakhs students of 5750 schools in 115 centers across the state.

SCHEDULE OF THE PROGRAM
The divisional level program conducted this year, had active participation from
fifty trained schools. The average participation in each divisional level Student‟s
Environmental Congress was around 300 members. 250 students with 250
projects and 50 green teachers from 50 schools participated.

The preparation of NGC Eco-club action plan indicates the commitment of the
teachers and students for furthering the efforts of NGC Eco-club in the schools.
The divisional level Student‟s Environmental Congress was scheduled and
planned by the Directorate, APNGC for two-days in each division or centre.

The evaluation was done by students while project presentations were made by
all students. One project from one theme was selected for State level program.
All the 49 students evaluated and gave marks, while one student presented his
project. This procedure was adopted so that each student would learn 49
different projects taken up by 49 different students from different schools but
belonging to his NGC Eco-club theme. Likewise, teachers were also expected to
interact and learn from the other 49 school NGC Eco-clubs. The preparation of
NGC Eco-club action plan indicates the commitment of the teachers and
students for furthering the efforts of NGC Eco-club in the schools.

The divisional level Student‟s Environmental Congress was planned for two-
days in each division or centre. Unfortunately, due to heavy rains in some of
the Divisions, the Division level NGCSEC was conducted as one -day program.
In view of this, APNGC had drawn up two types of schedules i.e., for one-day
program and two- days program.

Apart from green teacher training program and NGC Students Environmental
Congress, the other programs conducted are campaigns on Environmental
important days.

Eco Friendly Ganesh Campaign
A major pollution of water sources are caused by using Ganesh idols made of
plaster of Paris on Ganesh Chaturthi Festival. In an effort to contain this, an
eco friendly Ganesh Campaign was organized. The program information was
specified in the NGC Planner and the Green Master Trainers communicated the
same to Schools in their division well ahead of the Ganesh Chaturthi festival.
NGC schools individually conducted the campaign in their respective school
area. They had prepared clay Ganesh idols and distributed them in the local
areas. This large scale distribution by students resulted in increased use of
clay Ganesh idols during the festival.

Ozone Day Campaign (16th September 2008)
As mentioned earlier, this program was also specified in the NGC planner. In
the past, regular rallies have been conducted by NGC schools. But this year,
the rally was different and innovative. The highlight of the program was that
umbrellas were carried during the rally, signifying that ozone layer is very
much like the protective layer as the umbrella. If the umbrella had a hole in it,
it would not serve its purpose.

NGC Environmental Week: (1st – 6th December)

After the completion of some major activities such as NGC Students
Environmental Congress and a couple of programs like Eco friendly Ganesh
campaign and ozone day campaign, the schools moved on to focus on their

daily activities. In this context, NGC conducted a week long program i.e., NGC
Environmental Week. This program had a schedule which revised 5 team
activities in the school. The activities were monitored by Resource Persons
across the State which contributed to making this program effective.

The month of November is observed as NGC Environmental month. However,
Environment week was conducted in December this time. The NGC
Environmental Week is conducted annually in coordination with Adolescence
Education Program by SCERT. A six-day program was conducted in schools
across the State in consultation with SCERT. An Environment week brochure
was developed by NGC in this regard.
The proceedings of both NGC and AEP were sent to all the District Educational
Officer‟s and Deputy Educational Officer‟s. As a follow-up, a workshop for DIET
Principals was organized at SCERT. The feedback forms were collected from the
DIET principals who coordinated this program in their respective districts.

NGC-TTD Camps in Tirumala
Tirupati holds a very special place for anyone who respects and conserves
nature. This hill town is a pristine, well planned Eco-city, with efficient and
well planned civic amenities.

The adage „Cleanliness is next to godliness‟ holds true in Tirumala. It was
observed that TTD, endeavors to practice what it preaches. The efficient civic
administration and efforts of the authorities in conservation of its surrounding
locales provided valuable insights for students involved in NGC activities.

AP National Green Corps formed NGC Eco-clubs in each NGC school,
constituting 8th Standard students as its members and the “Sadhana Green
File” served as an activity guide for the NGC Eco Club members. The five
aspects of environment were managed by NGC students in the schools.

     ___________________________________________________________________
                                                                            15

It is praiseworthy that Tirupati was identified as an example for these NGC
students of environment conservation and management activities. Thus, the
National Green Corps felt the urgent need to implement practical environment
management activities in Tirupati and Tirumala to the selected students of
each district.

In consideration of this, APNGC Directorate mooted a proposal of conducting
the NGC-TTD Camp in Tirupati which was followed up by discussions held by
Director, APNGC with Dr. KV Ramana Chary, Executive Officer, TTD.
Subsequently, the orders for NGC-TTD camp were issued at the instance of the
Executive Officer Sri Nagaraju, DEO, TTD for conducting a camp on a trial
basis.

The NGC-TTD Camp was thus initiated in this manner on 29th January. The
program witnessed participation of students from Ranga Reddy District.
Continuation orders on these camps was subsequently issued for 4 more
camps by EO which were represented by Chittoor, Kadapa, Prakasam and
Hyderabad districts.

Daily camp activity in the NGC-TTD Camp
The designing of the camp was a challenge for NGC as it faced constraints in
interlinking several programs; nevertheless, with careful planning, the NGC-
TTD Camp was designed. Student Campers had an organized schedule to
undertake certain activities during their 10 days camp.

Visits to Eco-friendly systems adopted by TTD
The students got to visit several places of interest including study concerning
basic civic amenities,
1. Observed the functioning of solar kitchen, where food is prepared for 30000
   people.
2. Studied and understood the functioning of wind mill that generates
   electricity for Tirumala
3. Visited and studied the water treatment plant.

Various creative activities were conducted for children to help shape their
thoughts and put them on paper. In this context different activities are
specified to the campers to shape their thoughts and put them on paper.
Activities are as follows:
    Story writing
    Poetry
 Discussion on visits made to Tirumala
    Environmental songs
    Mock Eco parliament
    Skits and games
 Report writing on Tirumala Visit

NGC-TTD Camps
The NGC-TTD Camp commenced on 29th January and extended on pilot basis
until 4th April. NGC successfully completed five camps which covered the
nearby districts. In the initial stages, the following districts were covered:
   1. Ranga Reddy District- 28th January to 6th February
   2. Chittoor District- 24th February to 5th March
   3. Kadapa District- 6th March to 15th March

(CMS) jointly organized the three-day film festival on Environment and Wild
Life. “Hyderabad CMS VATAVARAN Film Festival” was inaugurated on 5th
February, 2009.

The film festival witnessed a number of award-winning green films screened
over a period of three days followed by a seminar, and various other activities.

World Wetlands Day- 2nd February
The curtain raiser of the film festival was a painting competition, organized on
the occasion of World Wetlands Day with eco-related theme. 400 students from
various schools participated at this festival.

The three day program was held from 5th to 7th February 2008. There was a
very good turnout of children – 3100 from 22 schools and 1600 from 12
schools respectively on the first two days.

APNGC extended its support by organizing buses to transport those children
from schools which did not have their own transport.
APNGC was proud to announce prizes worth Rs 75000/- to encourage budding
talent in Wildlife film making in Hyderabad. Also, annual awards carrying prize
money of Rs 25000/- each were given for different categories of films entered in
CMS Vatavaran Film Festival.

The opening day films showcased imaginative presentations on subjects ranging
from lakes, biodiversity, global warming, turtles, groundwater depletion etc. A
seminar on “ Climate Change” highlighted the potenial threats to the eco-system
and, significant contributions of a society to making a positive impact on the
climate change. An eminent panel of international and local experts on the
subject debated the topic. As a follow-up to the seminar, Green Master Trainers
review meeting was conducted to discuss issues of relevant concern.

The films screened on the second day captured diverse subjects with a
noteworthy depiction of the utility of creatures in our ecosystem. The workshop
had an active participation from all age groups. It focused on history of
animation covering a variety of methods. 150 people participated actively in
this workshop.

An ECO-TOUR was organized by APNGC for school children and teachers
across the city as part of the Film Festival. 11 schools participated in this Eco-
tour. 11 films on diverse subjects were screened on the third day of the film
festival.

This was followed by a review meeting of 125 Green Master Trainers from
various districts and representatives of CPREEC.

There was extensive media coverage of the film festival by prominent TV
channels such as TV 9, TV 5, HY TV, and local TV. Dailies such as The Hindu,
Deccan Chronicle and Eenadu provided news coverage.

Eco tour (7th January)
An ECO-TOUR was organized by APNGC for school children and teachers in
the city as part of CMS Vatavaran Film Festival. Around 11 schools
participated in this Eco-tour. The highlight of this Eco-Tour was the 5kms walk
by students and teachers across the Dulapally Forest Academy on a nature
trail.
Oil and Gas Conservation Fortnight (15-31st January 2009)

The Oil and Gas Conservation Fortnight 2009 was observed in the schools by
AP National Green Corps, sponsored by State level Coordinator of Oil Industry.
According to the NGC Annual Action Plan 2009, a program on Oil and Gas
Conservation Fortnight was scheduled all over the State from 15th – 31st
January. Various programs have been conceived every year, but the highlight
of this year program was the Mock Eco Parliaments conducted in all districts to
discuss the topic – “Oil and Gas and its relevance to daily life”. In this context,
the Deputy Educational Officers had instructed schools to send 5 students

         ___________________________________________________________________
                                                                              19

from each school to participate in Mock Eco Parliament between 15-01-09 to
28-01-09.

The Mock Eco Parliament is the only activity, were more number of the
students can be involved. The participation of the students in this program had
improved the speaking skill of the students. In this Mock Eco Parliament four
groups are formed along with one speaker and Governor. The four groups are
1. Ruling party 2.Opposition party 3.Press persons 4.Department Officials. This
is nothing but model assembly where students had discussed NGC Eco Clubs
in their schools.

The highlight of the entire fortnight was the inauguration of the „Oil and Gas
Conservation‟ fortnight which was organized at Harihara Kala Bavan,
Secundrabad. As part of the inauguration, AP National Green corps conducted
a painting competition for the NGC Students. Fortunately, NGC‟s foresight
helped overcome constraints due to the schools being closed for holidays.
Although the students from the Kendriya Vidyalayas were available, they were
scheduled to reopen only a day before the OGCF week, i.e. on 15th January.
But with advance planning and timely information shared with schools, the
strength of the student participation in the competition was about 512
students. This certainly exceeded our expectations. Students expressed
different views on conservation of Oil and Gas, and urged every individual to
take small steps in daily life, and outlined measures that needed to be adopted
by the Government. Almost all students requested the audience to make a
conscious effort and take initiatives to conserve Oil and Gas at household level
and emphasized that they ought not to feel that their efforts in doing so would
not make much difference.

Mock Eco-Parliaments were also conducted in various schools of Hyderabad.
Two programs were organized, one for Kendriya Vidyalayas and the other for
ICSE & CBSE schools. The focus were on main issues concerning rising prices
of oil and in identifying viable alternate sources. Several other issues of equal
concern were debated by the participants.

An important aspect of this program was the active participation of Kendriya
Vidyalayas and their Assistant Commissioner, Smt. Vijaya lakshmi. The
Valedictory Program on „Oil and Gas conservation‟ fortnight-2009 was
organized on 31st January. The highlight of this program was the recognition of
State level winners with cash awards. The program had an impressive
representation of prominent officials.

National Science Day (28th February):
This was a very important and major event in the NGC annual plan. After the
month of February, schools concentrate for the forthcoming exams. Hence
NGC wind ups the activities with the 7th and 8th class, with one hour
interaction in the school. In this interaction, NGC Eco Club was adopted by 7th
class students. The students of 8th class explained the year long activities that
they had completed, and the responsibilities of the team leaders. They
concluded the session outlining the work to be completed. Subsequently, the
formation of new NGC Eco club took place wherein the 5 team leaders were
elected and acknowledged. The information concerning the 7th and 8th class
interaction was communicated over phone by GMTs to the concerned 50
schools. Simultaneously, this information was passed on by the Project Officers
to some schools directly.

This interaction helped most of the schools to form NGC Eco Clubs by the end
of the year, which helped in preparing the 5 teams to get ready for the coming
academic year. Also, with a view to garnering feedback after the National
Science Day, persons involved with the program were contacted over telephone.
The teachers took this opportunity to indicate the names of their 5 team
leaders for the formation of NGC Eco Clubs in their schools.

Earth Day (22nd April)
Earth Day campaign was observed by organizing a cycle rally. NGC continued
the tradition of cycle rallies conducted annually across the state. The cycle
rally represents the conservation of resources by reduced use of petroleum

Highlights of the projects message:

1) Land Management Team - Presented a project on how to utilize the tank
bund with yielding plants like tamarind. Students explained that if the four
tank bunds of Puttur surroundings which they surveyed were properly utilized,
its yielding value would be Rs.67, 45,530 only from tamarind, and the
remaining products worth Rs.20 lakhs. Though this was an astonishing
revelation, it was nevertheless the truth. He also explained that these plants
would give strength to the tank and also give shelter to many living organisms.
On the other hand, it would help to enrich the organisms.

2) Sound pollution - Student‟s team collected the information about the
illnesses people suffer near traffic and non-traffic areas. They found that people
suffering with nerve diseases, heart problems, bronchitis and mental
disturbances, lived in close proximity or were exposed to busy traffic areas.
Whereas, in non-traffic areas, people were found to be free from these illnesses.

3) Bio-Diversity team - Conducted a project on how to convert manure from
bio-degradable wastes and it was indicated that this process was being
continued in the school.

Students motivated the villagers in creating shelter and providing water and
food grains for the birds. The villagers were receptive to these suggestions. As a
follow-up measure, periodic check-ups revealed that the number of birds had
increased in places where the above suggestions were implemented by the
villagers.

Guidelines for conducting mock parliament were disseminated to all
participants.

Vijayawada

The Divisional Level Green Teachers Training Program, Vijayawada Division,
was conducted with 44 Green Teachers participating in the training. The
prescribed format was followed – reading of Sadhana manual, Quiz, team-wise
projects etc.

The Report of the NGCSEC - 2008 held at Vijayawada Division on 6th and 7th
August was forwarded. Out of the 42 trained Green Teachers, 30 Green
Teachers participated along with the children, presenting their projects in the
NGC SEC program.

The main object and purpose of the above program was explained in detail to
the participants. Out of a total 30 Schools, 129 projects were conducted and
five students selected to State -Level NGC SEC program. A mock-Eco-
Parliament was conducted. The Annual Action plan was also discussed.

Nuzivedu

Divisional Level Green Teachers Training Program, Nuzivedu Division was
organized in the prescribed format. Participation was 50 schools in this
program. Which were infact successful program and the participation in the
NGC Students Environmental Congress was also in good number. The

Gudivada

Gudivada division Green teachers two-day Training program was conducted
with 50 Green teachers representing 50 schools in the training program. The
teachers discussed about formation of five teams in Eco Clubs, and action
projects to be implemented, etc. The participation in NGC Students
Environmental Congress was also 100%. This was good sign of implementation
of NGC Eco Club activities in the schools.

Machlipatnam

“Environmental conservation is the need of the day”. Programs like NGC Eco
Club help students to learn about environmental problems and ways to find
solutions”. NGC SCERT Green Teachers training Program was organized for
the green teachers of Machilipatnam division on 30th June 2008. The Green
Teachers discussed the formation of Eco Clubs in schools, as well as the role
and responsibilities of Green Teachers and Head Masters in implementing the
program. The projects that could be done at school level, division level and
state level Students Environmental Congress was also one of the points
discussed by the teachers. Highlight of this program was a demonstration on
how schools could register details in NGC website.

Nandigama

The Green teacher training program was conducted, with a participation of 50
schools in this training. Despite of good number of participation in the Green
Teacher Training Program and NGC Students Environmental congress this
division was one of the week divisions in the state. The reason for this was the
documentation and the registration forms were not sent to NGC Office, because
of this NGC could not communicate the next level programs to the schools.
This in turn created huge gap between schools and NGC. In this context NGC
Project Officer had completely communicated with the District Educational
Officer and Deputy Educational Officers to select Green Master Trainers and
contacted schools on the occasion of National Science Day interaction. The
online transfer of NGC Grant was also done after this program.
