                                   NOTICE OF RACE
1. RULES
    The Regatta will be governed by the 2001-2004 Racing Rules of Sailing of the International
    Sailing Federation (RRS), as amended, the prescriptions and special regulations of the
    Australian Yachting Federation (AYF), the current rules and appendices of the Australian
    National Sabot Council, this Notice of Race, (except as any of these are changed by this Notice
    of Race and the Sailing Instructions,) and by the Sailing Instructions. The provisions of AYF
    Addendum A, Part 2 – Off The Beach Boats (as amended) will apply.

2. ALTERATIONS OF SABOT CLASS RULES
    The Sabot Class Rules referred to in this Notice of Race are the rules in effect after the AGM of
    the Australian National Sabot Council on the 2 January 2003 plus any amendments passed by
    postal ballot prior to the 1st December 2003.
    The Sabot Class Rules shall be amended as follows:
           2.1    Identification
                  Subject to the approval of the Race Committee a boat chartered or loaned for the
                  event may declare at the time of entry or registration a sail number which may be
                  different from the registered number of the hull provided that the number declared
                  shall not be the sail number of any other boat competing in the Regatta (References
                  RRS 77, Appendix G3).
                  Sails with sail numbers belonging to another boat that have been suffixed with an
                  extra digit will not be accepted. Boats shall display the same declared identification
                  numbers on all sails used. The correct State / Zone letter of each competing crew
                  shall be displayed on their mainsail.

3. ALTERATIONS OF RACING RULES
    The Racing Rules of Sailing (RRS) may be modified in accordance with RRS 86.1(b). Brief
    details of the altered RRS are as below:

    (i)          Personal Buoyancy – Amends AYF Special Regulation A Part 2, R1.
                 Competitors must wear at all times either PFD Type 1 or Type 2.
    (ii)         Signals Made Ashore - Flag AP with two sound signals (one when lowered) means
                 ‘The race is postponed. The warning signal will be made not less than 30 minutes after
                 AP is lowered.’ Amends Race Signals.
    (iii)        Change of course after the start will be signalled by displaying Code Flag C and either
                 a Red or Green flag to indicate the direction to the new mark. The mark will be re-laid
                 either to port or starboard of the original mark. Amends RRS 33.

    (iv)        The time limit will be 2.hours and 30 minutes for all Divisions. Boats failing to finish
                within 30 minutes after the first boat in its Division finishes or within the Time Limit,
                whichever is later, will be scored Did Not Finish. Amends RRS 35.
    (v)         Protests should be delivered within 60 minutes after the time of the last boat to finish
                the respective race. Amends RRS 61.3
    (vi)        RRS 66 is changed by adding the following: ‘On the last day of racing, a party to a
                hearing may ask for a reopening only if the request is received within 30 minutes of
                receiving the protest decision. If no race is completed on the last day, requests to
                reopen hearings shall be lodged no later than 30 minutes after the abandonment signal
                is made.’
    (vii)       Protests for infringing Sailing Instructions regarding 16 Safety, 23 Support Boats, and
                24 Electronic Communication may only be brought by the Race Committee. Alters
                RRS 60.1.
4. ADVERTISING
          4.1    Application has been made to the AYF to permit this regatta to be designated
                 Category A in accordance with RRS Section 2, Appendix 1 ISAF Advertising Code.
                 Competitors may be required to carry event sponsor’s advertising in accordance with
                 RRS Section 2, 20.3.1(d) (i).

5. ELIGIBILITY AND ENTRY
          5.1    General
                 (a)       The Regatta is open to all boats of the Sabot Class that meet the
                           requirements for competitors of the Australian National Sabot Council
                           Constitution.
                 (b)       All yachts shall be entered and crewed by financial members of a Yacht
                           Club, their respective state yachting authority and a registered Member
                           Association of the Australian National Sabot Council.
                 (c)       Racing will be in two Divisions:
                 The Junior Division is open to skippers and crews both of whose 12th Birthday falls
                 on or after the 1st July 2003. Forward hands are to sheet the boat at all times, except
                 in extenuating circumstances in the true spirit of fair sailing and at all times while
                 sailing a Proper Course.
                 The Senior Division is open to skippers whose 12th birthday falls prior to the 1st
                 July 2003 and whose 16th birthday will fall on or after the 1st July 2003.
                 Sailors whose 12th birthday falls between 1st July 2003 and 30th June 2004 inclusive
                 may sail in the Senior Division.
                 All competitors shall comply with ISAF Eligibility Rules (RRS Section 2, Appendix
                 2 – Eligibility Code.)


          5.2    Entry Disclaimer
                 It is the Competitor’s decision to enter the Regatta or to start or continue in any race.
                 Competitors shall accept that their participation in the Regatta is at their sole
                 exclusive risk in every respect. By way of entry to the Regatta competitors shall
                 indemnify the Northern NSW Sabot Sailing Association Inc., the Gosford Sailing
                 Club Ltd their officers, members, servants and agents in respect of all claims and
                 demands of whatever nature which may be made upon them in connection with or
                 howsoever arising from their participation or intended participation in the Regatta.
                 Competitors shall acknowledge that the Northern NSW Sabot Sailing Association
                 Inc., the Gosford Sailing Club Ltd, their officers, members, servants and agents
                 accept no responsibility in respect of loss of life, personal injury or loss or damage to
                 property which may be sustained by reason of their participation or intended
                 participation in the Regatta or howsoever arising in connection with this event.

              Attention is drawn to ISAF Fundamental Rule 4.
       5.3    Insurance
              All boats shall attach a copy of their current insurance certificate with the entry form,
              as proof of third party insurance cover to an amount not less than $A 5,000,000.
              Owners / competitors not forwarding the certificate shall not have their entry
              accepted.
       5.4    Change of Crew
              There shall be no change of crew without prior written permission from the Race
              Committee.
       5.5    Personal Buoyancy ( Amends AYF Special Regulation A Part 2, R1.)
              All competitors at all times while afloat shall wear Personal Flotation Devices (PFD)
              Type 1 or Type 2 that are approved for that competitor’s actual body mass.
              Attention is drawn to AYF Addendum A; the AYF recommends that children under
              the age of 12 years wear PFD Type 1.
      5.9     Division Identification
              All Sabots entered in the Junior Division of the Australia Day Regatta must display
              on their transom the numeral 2 in contrasting colours to the hull, minimum 50mm
              high with at least a 8mm brush stroke.

6. ENTRY FEES
    Entry Fees payable to Northern NSW Sabot Sailing Association are as follows:

7. SCHEDULE OF EVENTS
    Registration and Inspection will take place at the Regatta Office located in the Clubhouse and
    grounds of Gosford Sailing Club at the following times.

8. SAILING INSTRUCTIONS
    The Sailing Instructions will be available from the regatta registration point from 1000 hrs on
    Monday 26th January 2004 after completion of registration.

9. REGATTA SITE & OFFICE
         9.1     The regatta site will be at the Gosford Sailing Club, Masons Pde, Gosford NSW
                 2250. The Regatta Office will be located on the ground floor of the Gosford Sailing
                 Club.

10. RACING AREA
      The racing area will be on the Brisbane Waters.
11. COURSE
      The course will be set within the region of the designated racing area. Courses will be of a
      triangle and windward/leeward configuration. Courses will be approximately 4 - 6 nautical
      miles in length. This will be defined in detail in the Sailing Instructions.
12. SCORING
         12.1    Scoring System
                The race will be scored as provided in RRS Appendix A using the Low Point
                System.


                The Australia Day Regatta will consist of one race, of which one race shall be
                completed to constitute a series. Each boat’s score will be equal to her race
                position. The lowest score wins.

13. SUPPORT BOATS
      Unless directed by the Race Committee, or to render immediate assistance in the interests of
      safety, team leaders, coaches and other support personnel shall not enter the Racing Area or go
      within 100 metres of any boat that is racing. The penalty for failing to comply with this
      requirement may after protest be the disqualification of all boats associated with the infringing
      support personnel.

14. ELECTRONIC COMMUNICATION
      No boat shall make nor receive Electronic Communications while racing.

16. MEDIA RIGHTS
      In participating in this Event, a competitor grants to the Organising Authorities and the sponsors
      of this Event, the right in perpetuity, to make, use and show, from time to time and at their
      discretion, any motion pictures, still pictures and live, taped or film television and other
      reproductions of him/her during the period of the competition for the said Event in which the
      competitor participates and in all material related to the said Event without compensation.

The entry of the above boat is conditional on the Declaration Of Parent Or Guardian
(over page) being completed on behalf of the Skipper and Crew and the attachment to
this entry form of the following documents:

     A valid certificate of insurance which covers the boat and its crew whilst racing and provides Third Party
    Liability cover of at least $AUD 5,000,000 and will be valid for the duration of the event.

Entries for the Australian Day Regatta should be forwarded to the Secretary Northern NSW Sabot Sailing
Association, 106 Reeves Street Narara NSW 2250. Entries must be received no later than the 23rd January
2004, or at the regatta office at Gosford Sailing Club.

DECLARATION OF PARENT OR GUARDIAN

1. The race organisers (including Gosford Sailing Club LTD and the Northern NSW Sabot Sailing
    Association Inc., their officers, members, servants and agents) shall not be liable for any loss, damage,
    death or personal injury howsoever caused to the boat, or its Skipper or Crew as a result of their taking
    part in the regatta. I hereby warrant the suitability of the boat entered for the race or races.
2. The provision of safety equipment and boats by Gosford Sailing Club LTD is neither guarantee that
    assistance can be rendered to any Competitor in need, nor an acceptance of any responsibility for rescue
    of Competitors. Further, in the event that assistance is rendered to any Competitor, no liability for any
    loss, damage or injury to the Competitor and / or the boat and its equipment is accepted by either the
    Clubs or the crew of such craft.
3. My child and I understand RRS Fundamental Rule 4: “The responsibility for a boat’s decision to
    participate in a race or to continue racing is hers alone”
4. My child and I agree to be bound by the Racing Rules of Sailing and all other rules governing this event.
5. I declare that my son’s/daughter’s date of birth as shown on the entry form is correct and is of eligible age
    for the Division entered.
6. I will advise of any special needs my child may have that the organising committee should be aware of.
7. I have read and understood the requirements of the RRS Addendum A, and I will ensure that my child
    wears an approved PFD of the correct size whilst on the water and indemnify the race organisers in this
    regard.
8. I have read the above conditions and accept the responsibilities contained therein.
