On behalf of the organising committee, I should like to welcome you to the Cyprus Rally 2005. This year, for the first time in its history the Cyprus Rally has acquired a permanent home. The brand new Palais des Sports, built by the Cyprus Sports Organisation on the outskirts of Lemesos, will house the Service Park, Media Centre and Rally Headquarters. Our new Rally Village is conveniently situated just to the north of the city, only two kilometres from motorway exit 28 along the B8 Platres road (on the route to the first stages on Days 1 and 2). We have also moved Shakedown to an area a few kilometres further along the B8 and its proximity to the Palais des Sports means that the cars will use the main Service Park for Shakedown servicing, thus obviating the Teams’ decamping for the morning. This Rally Guide contains all the information you need to ensure that your visit to Cyprus is trouble-free. However, should you require further information or assistance, please contact either the Rally Secretariat or the Press Office. MEDIA CENTRE Layout of Media Centre available as separate document. 8 The Cyprus Rally has this year found a new home and for the first time all elements of the Rally; The Service Park, Headquarters and the Media Centre will be housed in a brand new complex that has been built by the Cyprus Athletic Association. The complex is on three floors and the Media Centre will be located on the ground floor, with its own entrance and parking facilities. With easy access to the Service Park and the interview area, which is approximately a 5 minute walk away. We will be posting tulips from the main motorway to the Centre on our website so you cannot get lost. Kopiaste, Greek for WELCOME 10 FACILITIES AND SERVICES OF THE MEDIA CENTRE Colour Processing facilities We are not obliged to provide this facility with the Media Centre, but information about facilities within the area of the Media Centre will be available at Accreditation Private Telephone and ISDN Lines It is possible to have your own telephone or ISDN line installed in any area within the Media Centre. However the Cyprus Telecommunications Authority - and one of our sponsors - provides a service called “soeasy”. The connection packs and charge cards can be purchased at any newspaper kiosks. You should, however, check with your telecommunications authority as to whether your mobile will be blocked in Cyprus. The cost of ‘soeasy’ connection packs is C£15. Telephone and Fax The Communications Room will this year be equipped with three telephones, two faxes and eight data transmission lines properly equipped for transmission via modem. Computer System The Results System is provided by ISCT and is located in an open area in the Main Press Room. Six results computers and printers are installed for use by all accredited media. Also in this area are two other computers with Internet connection. Information Area An Information area will be housed within the reception area of the Media Centre, where there will also be Official Notice and Message Boards. Rally results, information from the road, (which will also be place on the rally website) FIA Communications and FIA Press Conference transcripts will also be available here. 11 Wire Sending Area The wire sending area is located off the Main Press room and will be equipped with 10 ISDN (with two outlets to each box) lines and 10 telephone lines, 220 electric sockets and extension leads, with seating for up to 30 photographers This area is for use by photographers only and the facilities are available strictly on a first-come-first-served basis. Lockers There are 20 lockers in the Main Press Room for use by photographers. The distribution of the lockers is strictly on a first-come-first-served basis and a deposit of C£20 will be asked, returnable at the end of the rally on return of the locker keys. PR ACTIVITIES FIA Pre-event Press Conference: Thursday, May 12th: 12:00at the Media Centre, (adjacent to the Service Park). The FIA Media Delegate will select a maximum of six people (drivers, co-drivers, team managers, engineers etc.) to be in attendance. Start of the Rally: Ceremonial Start: Thursday, May 12th: starting at 20:30 at Lemesos Promenade. There will be entertainment and a VIP gala evening on the Old Port Pier, just adjacent to the start ramp. End of Day 1 and 2 Press Conferences: At the ISC facility in the Service Park at the end of each leg Finish of the Rally: Sunday, 15th May: 15:17 at the podium on Lemesos Promenade, followed by the Prizegiving ceremony FIA Post-event Press Conference Sunday, 15th May: 16:30 at the Media Centre, (adjacent to the Service Park). The first three overall crews and a representative of the winning manufacturer will be in attendance. Post-rally Beach Party: Sunday, 15 May: 21:00 on the beach in front of the Four Seasons Hotel. There will be a DJ and lots of fun. This is subject to weather conditions – but if it changes, we shall let you know during the rally. 21 7. ENTRY LIST Entry List available as separate document. 35 13. RECONNAISSANCE Summary of Present Regulations and specific instructions valid for the event. Procedure for Registration Reconnaissance material will be available for competitors at the Rally Secretariat on Tuesday 10th May. When signing for the material the competitor must give the organizer an information sheet including details of the reconnaissance car, mobile phone and/or place where the competitor is accommodated. The reconnaissance ID badges must be attached to the reconnaissance car both on the windscreen (up in the middle) and on the left and the right rear side windows and kept visible for the whole duration of the reconnaissance period. Specific and/or national restrictions A maximum speed limit of 80 km/h is imposed for all special stages during reconnaissance unless a lower limit is indicated by traffic signs placed by the organizer. The competitors must drive in a manner that does not endanger or inconvenience other traffic or people living near the stages. The organizer will control speeds used as well as the manner of driving during reconnaissance. The police may also set up controls along the route and will penalize all traffic infringements according to the Traffic Laws of Cyprus. In Cyprus the use of radar detectors is forbidden and if a competitor is found using a detector during the reconnaissance or the competition, may be penalized by the Stewards. Duration Except when a waiver is granted, the reconnaissance for all competitors must take place within the rally schedule as outlined in Art. 9.2. of the supplementary regulations. Any crew found to be in breach of this rule will be reported to the Stewards who may impose a penalty as indicated in Articles 152 and 153 of the International Sporting Code. Reconnaissance should take place between 10:15 – 18:30 hours on Tuesday 10th May, 2005 and 07:00 – 16:30 hours on Wednesday, 11th May 2005 according to a timetable which specifies when groups of competitors may commence their reconnaissance of each special stage. The Organisers will ensure that each driver does not cover the same special stage more than twice. There shall be control marshals at the start and the finish of each special stage. Further checks may also be carried out during each special stage. Any FIA first priority driver/co-driver visiting the region of a rally at any time other than for the rally must advise the Organisers and the FIA in advance of his/her visit, except where the priority driver/co-driver is known to live in this area. Any breach of the above rules (a) and (b) will entail the application of one of the sanctions provided for in article 152 of the Code unless there are exceptional circumstances. 36 Any driver may take part in reconnaissance for a rally with a view to taking part in the following year’s Championship. The regulations on reconnaissance must be respected entirely. The driver must pay a free of Euro500.00 for taking part in this reconnaissance. Fitting of Speed control checking devices A system for controlling the speed in reconnaissance by means of GPS will be fitted on all the cars. This will be fitted at Rally HQ on Tuesday 10th May, 2005 between 09:00 – 14:00 hours by ERTF. Reconnaissance Schedule available as separate document. 37 14. SHAKEDOWN Location The Shakedown for Priority 1 & 2 cars will take place in the area of Palodeia and is approximately 6 kms from the paddock area (service park). Timetable Shakedown for Priority 1, 2 & 3 drivers will take place on Thursday 12th May, 2005 from 08:00 to 11:00 for Priority 1 drivers, from 09:30 to 11:00 hours for Priority 2 Drivers and from 11:00 to 14:00 hours for Priority 3 drivers. A road book to the shakedown will be given to the Competitors at the Preliminary Documentation. The required entry form for the shakedown will be given to all crews eligible to participate in the shakedown. Restrictions The start of the cars at the shakedown will be given on a completed minute. Road Book to Service Area and Stage from Rally HQ Relevant diagrams will be included in the Auxiliary Road Book which will be issued at Preliminary Documentation. 38 15. ADMINISTRATIVE CHECK Location The preliminary documentation will take place at the Rally H.Q. Both crew members have to attend the preliminary documentation. The Manufacturers WRC teams may send a representative (duly assigned in writing) for their entries. The official Administrative Check for non-priority drivers will take place at the Government Test Centre, Polemidhia. The administrative check must be completed before the car is brought to scrutineering. Times/Schedule The preliminary documentation will take place on Tuesday 10th May between 09:00 – 18:00 hours. The administrative check will take place on Wednesday 11th May by arrangement with the teams for Priority 1 Cars and on Thursday 12th May for Non Priority 1 Cars. START PROCEDURE CEREMONIAL START An exciting and fun evening of entertainment has been arranged for the Ceremonial Start of the Cyprus Rally 2005, with the first car being flagged off at 20:30 and the following competitors at one minute interval, on Thursday 12th May on Lemesos Promenade. Tulips to the venue are available in the Auxiliary Road Book Competitors must ensure that they arrive at Parc Ferme 30 minutes before the first car is due leave the ramp. Programme 19:00 The entertainment will start with upbeat music and spectators will be able to watch the entertainment. As the cars arrive at Parc Ferme, the Master of Ceremonies will announce their arrival and the countdown to the start of the Cyprus Rally 2005 will begin. 20:20 The Master of Ceremonies will ask the VIPs to leave the VIP area and take their places on the VIP grandstand for the beginning of the Ceremonial Start. 20:28 The first car will approach the ramp and crew will get out of the car to wave to the crowd. While on the ramp, the Master of Ceremonies will ask the driver a couple of questions. He/she will then invite a leading dignitary to come forward. 20:30 The first car will be flagged off the ramp. 21:30 The VIPs will be invited to leave the grandstand to go to a cocktail party/dinner. At the same time a firework display will start. 42 Layout of Start Area available as separate document. 43 18. FINISH PROCEDURE The finish of the Cyprus Rally 2005 will take place on Lemesos Promenade. Tulips to the area are in the Auxiliary Road Book. The competitors will arrive at the Holding Control – Finish at 14:27 on Sunday, 15th May 2005. Exact timings and sequence will be made available to the teams and media on Sunday morning before the start of Day 3. However, the procedure for the top three finishers is as follows: 3rd overall drives onto the ramp and stops with nose dropped onto the exit of the ramp. Stops engine, crew gets out of the car and stands either side of the car with the doors open and wave to the photographers (20” only). Crew drives the car off the ramp to parking area or parc ferme. The crew is escorted to the waiting area. 2nd overall drives onto the ramp and follows the same procedure. 1st overall drives onto the ramp and stops with nose of car dropped onto the exit ramp. Stop engine, crew gets out of car and close the doors. Driver and co-driver stand on top of the bonnet and are presented with two bottles of pre- opened champagne, which they spray for the photographers (no less than 30”). With the permission of the FIA Media Delegate, they may be joined by Team personnel for photographs for a maximum of 30”. They then leave the ramp and proceed to the waiting area. The car remains on the ramp until the closure of the podium ceremony. While the Team personnel are leaving, the podium will be placed in front of the ramp. 3rd and 2nd overall are brought from the waiting area and all three crews stand behind their appropriate boxes. A maximum of six dignitaries, plus the winning Manufacturer’s representative are brought from the VIP enclosure. The six presenters move forward with the trophies for each crew member and present them simultaneously, shake hands and move back out of the photographers’ view. The winning Manufacturer will then take his/her place in front of the winning crew to be presented with his/her award and then move to one side. The National Anthems of the winning driver and co-driver (if different) and the winning manufacturer will be played. As the winning driver’s anthem is played, the flags of the first three drivers are hoisted. Where the nationality of the winning manufacturer is different from that of the driver, the national anthem of the manufacturer is played whilst its flag is hoisted. The raising of the flags should take exactly the same time as the playing of the anthem. The top three crews are then escorted to the waiting bus to take them to the Media Centre for the Post-rally Press Conference. 44 Layout of Finish Area available as separate document. 45 19. HELICOPTER USE Registration Procedure / Information The following documentation will be provided by the WRC helicopter coordinator: Rally Flying Rules, Timetable of the event, GPS position of stages (start & finish) and landing sites, Rally map to include aeronautical information and Wescam filming sectors, and List of Registered helicopters, their role and pilots details. TYRES Tyre suppliers have been allocated a space at the sole Service Area in Lemesos. 21. FUEL Fuel / Refueling regulations 21.1 A sole supplier of fuel will be appointed by the FIA, to distribute a single fuel for the Championship rallies. FIA fuel must be used by all Priority drivers. Non-priority drivers may use commercially available pump fuel dispenses from pumps at filling stations marked in the road book. All Priority drivers should only refuel at the refueling area at the exit of the Service Park and at the remote supplementary refueling areas, (indicated in the Road Book and itinerary). Non-Priority Drivers can refuel with commercially available fuel at the fuel stations indicated in the Road Book. Cars of priority drivers must be fitted with FIA fuel sample couplings, although the FIA reserves the right to check the fuel of any competitor. To assist the organization and optimize media opportunities, a barriered “media zone” will be established prior to the yellow TC Arrival board at service parks. SPECTATORS According to the FIA Regulations, spectators can only view the Rally at points within the stages as specified by the organizers. These have now been selected and will be announced in the Official Rally Programme, which will be available at all newsagents in Cyprus from 1st May 2005. In most cases, there will be a bus taking the spectators from the spectator parking areas to the spectator points. Special Stage Access: Entry to each Special Stage will be through a designated entrance and there will be an entry fee of CY£1. A large proportion of the total entry fees will be given to the local communities for their assistance with safety and to fund a clean-up campaign after the rally. Information on how to get to the Special Stages can be found in the official rally programme, which will be on sale at news-stands on 29 April, cost £2.90. Glorious sun-kissed beaches, stunning mountain scenery, a wealth of historical sites and the traditional warm Cypriot welcome make any trip to Cyprus a memorable one. Aphrodite, the goddess of love, was born on the shores of Cyprus and, after spending some time here, you’ll understand why she made it her home! Cyprus is the third largest island in the Mediterranean after Sicily and Sardinia. It covers an area of 9,251 square kilometres (3,608 square miles) and lies at the north-eastern corner of the Mediterranean, at the crossroads of Europe, Asia and Africa. It is an island of contrasts with a coastline made up of stunning rock formations interspersed by long sections of sandy beach. The main mountain range is the Troodos range with its highest peak, Mount Olympus, at 1,951 metres. There are 380 rural villages in the Republic and the population is just under a million. The main language is Greek but English is widely spoken (you will find someone with a knowledge of English even in the rural villages). On all other roads, the maximum speed limit is 80 km/h, unless a lower one is indicated. In built-up areas, generally the speed limit is 50km/h, unless otherwise indicated. The use of front and rear seat belts is compulsory. Rush hours in the towns are approximately between 0730 and 0800 and between 1300 and 1330 and in the late afternoon Driving with an alcohol level above 39 milligrams per 100 millilitres of breath is an offence. It is illegal for drivers to use a mobile telephone while the car is in motion. Crash helmets must be worn on all motorbikes and scooters. PUBLIC TRANSPORT Shared Taxi/Mini-bus service: This inexpensive and convenient half hourly service operates between major towns until 18:00 daily on weekdays. Journeys cost around £3, except for Pafos to Nicosia or Nicosia to Pafos, which costs about £6. Private taxis: Initial charges start of £1.50 during the day and £2.00 at night. Meters should run from the start of each journey. Intercity buses: Buses operate between all the major towns, as well to the villages en route. LEMESOS (LIMASSOL) – THE HOST CITY Lemesos, which lies on the south coast of the island, is the main port of Cyprus. It is the second largest town, with a population of around 160,000. In addition to its tourist industry, it is the country’s main industrial hub. Lemesos (or Limassol) is the place where the Cypriots go to play, as it enjoys the reputation of being the country’s ‘party capital’. It is also home to the annual Carnival and the Wine Festival. The coastal strip stretches for around eleven kilometres and along it are many top quality hotels and a plethora of restaurants and bars of every imaginable cuisine from the traditional Cypriot taverna through Chinese, Indian, Italian, Lebanese and Russian to Indian to British ‘chips-witheverything’ fare. th The buildings in old Lemesos are mainly 19 Century and they replaced the mud-brick dwellings of the Ottoman period. But the town’s strongest link with the past is its wine industry, because wine has been produced, bottled and exported from here ever since the Knights of St John cultivated their acres of vines. Cyprus’ famous Madeira-like Commandaria is reputed to be the oldest named wine in the world. The old town is full of fine tavernas with live bouzouki music and the seafront is lined with fish tavernas, just a few feet from the lapping waves of the Mediterranean. There is a group of restaurants, including a fish taverna and a Chinese restaurant, set in ancient warehouses at the entrance to the old harbour. th th Nearby is Lemesos Castle, which is 13 century, with 14 century reconstructions enclosed in th 16 century walls. This building replaced the Templers’ fort, where according to legend, King Richard II of England (Richard the Lionheart) married Berengaria of Navarre after she was shipwrecked here on the way to the Third Crusade. At the archaeological site of Amathus, 8.5 kilometres to the east of the town, there are the remains of an ancient acropolis, necropolis and town. The walls and main gate of the acropolis th date from the 6 century and an early Christian basilica occupies the summit. The remains of the lower town, alongside today’s coast road, are from the 5th to 7th centuries and at the necropolis are several tombs from the Roman period. Twelve kilometres to the west of the town is Kolossi Castle, an imposing fortress with a dramatic history. The present castle was built circa 1454 and was restored in 1933. The original castle was built in 1210. A massive square keep of honey-coloured stone, it stands on land that was originally part of the estates of the Order of the Knights Templar of St John of Jerusalem (Knights Hospitaller). Here they established their Grand Commanderie, which encompassed some forty villages. The vineyards produced the grapes that made the famous Commandaria, a wine much appreciated by the Plantagenet Kings of England. Curium (Kourion), dating from the 1st to 7th centuries AD, is on the old Lemesos-Pafos road, 16 kilometres west of the town. At the time of Christ it was a city of some 20,000 people and a place of pilgrimage for worshippers of Apollo. It is said that Greek immigrants from the Peloponnese founded the city in 1200 BC. What is certain is that was almost totally destroyed by earthquake in 365AD. The Roman House is the earliest evidence of Christianity at Curium and the Basilica is an early cathedral. The Sanctuary of Apollo Hylates, the Stadium and the houses of the gladiators date from later periods. The Amphitheatre, with its backdrop of the blue Mediterranean, is most spectacular. It is in regular use for concerts, ranging from jazz through classical to traditional Greek music, and is home to an annual Shakespeare production and regular military band concerts. 72 34. BRIEF EVENT HISTORY When Cyprus first began running rallies it was a case of the survival of the fittest driver and the more tank-like the car the better its chance of reaching the end. By 1970, however, cars had become more sophisticated and reliable and the old ‘slog it out’ events were no longer acceptable to the local drivers. So the Cyprus AA got together with Rothmans and conceived the Cyprus Rally. It was initially a long, rough, tough and ultimately destructive event, run with unattainable average speeds and controls placed to extract high lateness penalties. But the event was organised efficiently and overseas visitors found warm hospitality and genuine friendliness. Although the event suffered a two-year gap (1974/75) in the aftermath of the Turkish invasion, it quickly climbed the European coefficients, reaching coefficient 3 (one step from the top) in 1978. In 1982 the Cyprus Rally was promoted to the top level in Europe and went on to become one of the elite when coefficient 20 was established in 1988. From then the goal was the World Championship. The Cyprus organisers were thrown in at the deep end in 2000, with just four months in which to put everything together, when the rally was taken into the WRC as a lastminute replacement for the China Rally. Cyprus Rally 2000 was a level playing field for the WRC Teams as Armin Schwarz was the only driver to have competed on the island. A crushing all-the-way win gave Carlos Sainz his first victory in the Ford Focus and his 23rd in the WRC. Team-mate Colin McRae came in second and François Delecour rounded off the top three for Peugeot. The 2001 event moved from sweltering September to flaming June and Ford won again. This time Colin McRae took the honours. Richard Burns was runner-up for Subaru and Carlos Sainz was third in another Ford. Marcus Gronholm won the 2002 Cyprus Rally, run in lashing April rainstorms, without winning a single stage! His Peugeot team-mate Burns was second and Tommi Makinen brought the Subaru home in third place. In 2003 rally was back to June and Subaru’s Petter Solberg scored his first win of the season that culminated in his taking the World Championship crown. Harri Rovanpera managed to hang on to second place in his Peugeot despite a last minute scare when a driveshaft broke in one of the final stages. Sébastien Loeb took third in the Citroen, leading all three double-chevrons to the finish. World Champion Sébastien Loeb was declared winner the 2004 Cyprus Rally in the Citroën Xsara, after Marcus Grönholm was disqualified because of a technical infringement on the Peugeot 307 WRC. ECONOMIC IMPACT OF THE RALLY Every country that hosts a World Championship rally experiences a range of economic benefits and Cyprus is no exception. Cyprus may be a small island, with a population of less than a million, but its geographical position in the Eastern Mediterranean and at the crossroads of three continents, affords it access to a regional audience of over 150 million. Research carried out by the Cyprus Rally organisers - and confirmed by a large cross section of the island’s businesses, including the Cyprus Hoteliers’ Association, travel agents, the rally’s official travel agency, car hire companies and ground handling agents - has established that in 2004 the Cyprus Rally generated a revenue in excess of C£12 million. Research has shown that the general tourist to Cyprus spends three times the world’s tourist average but “rally tourists” spend seven times the average. It is estimated that 14,000 visitors came to Cyprus to watch the 2004 Cyprus Rally and most of them stayed for one or two weeks, longer than the time-span of the rally itself. Away from the event, these visitors hire cars, visit restaurants, travel to different places of interest and generally enjoy the island’s many attractions. Such activities raise awareness of Cyprus and encourage repeat visits by rally fans for holidays at a later date. Aside from these figures, the many other unquantifiable economic benefits to Cyprus include: • • • • International print media coverage of Cyprus as a holiday destination during the event, Television exposure of local tourist scenes on hundreds of television stations around the world, Event participants returning to holiday in Cyprus, drawn by their experiences during their visit to compete in the rally, Word-of-mouth recommendations by event participants and spectators, who go home with stories of the pleasures of Cyprus and encourage their friends to take holidays on the island. 75
