             RE:      Docket No. 06-00268; Application of Neutral Tandem-Tennessee, LLC for
                      Cert8cate to Provide Local and Interexchange Telecommunications Services.

             Dear Mr. Crocker:

             CLEC applicants are required, by statute, to demonstrate their managerial, financial and
             technical abilities to provide the services for which they seek authority. To assist the
             Authority in its review of Neutral Tandem-Tennessee, LLC's application for a Certificate
             of Convenience and Necessity to provide competing facilities based and resold local and
             interexchange services in Tennessee, you are requested to provide the following
             information:

                      1. A sworn statement from the company representative that Neutral Tandem-
                         Tennessee, LLC will comply with all rules of the FCC and TRA.
                      2. In compliance with Tenn. Code Ann. 8 65-21-1 14, provide a detailed,
                         technical explanation as to how the company will assure that customers will
                         not be billed for calls placed within the same county.
                      3. An actual certificate of authorization to conduct business in the state of
                         Tennessee, issued by the Tennessee Secretary of State's Office. A copy of
                         Neutral Tandem-Tennessee, LLC's application to the Secretary of State was
                         included in the filing, but not the certification.
                      4. A list of regulatory complaints against each affiliate of Neutral Tandem-
                         Tennessee, LLC authorized and providing telecommunications services,
                         including the nature of the complaint and how it was resolved.
                      5. Neutral Tandem-Tennessee, LLC's projected financials indicate cash flow
                         from preferred stock in the year 2006. Has the financing been arranged at this
                         time? If so, please provide the details of the financing arrangement, including
                         evidence of investor(s). If not, please provide evidence that this amount is
                         available to Neutral Tandem-Tennessee, LLC.
                      6. When does Neutral Tandem-Tennessee, LLC anticipate that it will begin
                         providing service in Tennessee?
