The National Care Standards Commission

The NCSC is a non-departmental public body that from 1 April 2002 took on the regulation
of social care and private and voluntary health care in England.

Using national minimum standards, published by the Department of Health,
the Commission will promote quality care by effective:

       Registration
       Inspection
       Complaints investigation
       Enforcement action

The Commission will also report to the Secretary of State for health on the
range and quality of regulated services and on how they can be improved. It
will have the general duty of encouraging improvement in services.

Which services are regulated?

Irrespective of whether they are provided by the private, voluntary or local
authority sector, the Commission will regulate:

•   Children’s Homes
•   Domiciliary Care Agencies
•   Residential Family Centres
•   Voluntary Adoption Agencies

The Commission will apply National Minimum Standards firmly, but fairly and
reasonably to ensure:


• Stronger protection for vulnerable adults and children
• New safeguards for those receiving care at home
• Greater clarity and consistency for providers as to what standards they will be
  required to meet

It will embrace the Better Regulation Task Force’s principles of good
regulation – transparency, accountability, targeting, consistency and
proportionality.

We provide free and low cost subsidised support to small and medium sized businesses
within Vale Royal. These services will provide you with a package of support to enable your

Capital Grant Support

Available to small and medium sized businesses to support investments in environmental

buildings/landscapes and bringing buildings back into use.

Free environmental, health and safety scoping reviews and more intensive low cost

Enforcement Concordat

This documents sets out what business and others being regulated can expect from
regulators operating in the Vale Royal area. It commits us to good enforcement policies
and procedures. It may be supplemented by additional statements of enforcement policy.

The primary function of central and local government enforcement work is to protect the
public, the environment and groups such as consumers and workers. At the same time,
carrying out enforcement functions in an equitable, practical and consistent manner helps to
promote a thriving national and local economy. We are committed to these aims and to
maintaining a fair and safe trading environment.

The effectiveness of legislation in protecting consumers or sectors in society depends
crucially on the compliance of those regulated. We recognise that most businesses want to
comply with the law. We will, therefore take care to help business and others meet their
legal obligations without unnecessary expense, whilst taking firm action, including
prosecution where appropriate, against those who flout the law or act irresponsibly. All
citizens will reap the benefits of this policy through better information, choice and safety.

We have therefore adopted the central and local government Concordat on Good
Enforcement.

Included in the term ‘enforcement’ are advisory visits and assisting with compliance as well
as licensing and formal enforcement action. By adopting the Concordat we commit
ourselves to the following policies and procedures, which contribute best value, and will
provide information to show that we are observing them.
