Statement of Purpose 5 D Consulting is a sole proprietor business created by the Owner, Ray DeWilde, in June of 2006. This business was created to assist the Alaska Native tribes in meeting the requirements of the Bureau of Indian Affairs (BIA) Indian Reservation Roads Inventory program. In June of 2007 5 D Consulting began contract work to design and build Data bases for an engineering firm based in Anchorage. Through networking with Tribal leaders and funding agencies two points were made clear; it is apparent that the tribes in Alaska need technical assistance to gain funding for construction projects in and around their villages and that the funding agencies need clear and precise plans and goals in order to fund the construction projects. In addition the funding agencies need good oversight of companies contracted to design and construct the project being funded. Ray DeWilde is Alaska Native and has extensive Family and cultural ties throughout the Native villages in Alaska and an extensive network of professionals in the funding agencies, and he has extensive experience in Computer programming and the requirements of the funding agencies. For these reasons 5 D Consulting will began building capacities in project planning and monitoring. Ray DeWilde’s main objective would be to act as a liaison between the Tribes and the Funding agencies. 5 D Consulting plans to become a LLC and gain 8A status, began working as a project planner/manager and develop a Web page and possibly began offering services in web design and building. The purpose of this business plan is to provide a road map for the owner and to map out possible strategies and opportunities to attain start up capital through Grants or loans.
