FOREWORD
The postdoctoral research fellowship program of the Fonds québécois de la recherche sur la
nature et les technologies is open only to candidates in the natural sciences and engineering.
Candidates in the health field must apply to the Fonds de la recherche en santé du Québec and
those in humanities, social sciences, arts and literature, to the Fonds québécois de la recherche
sur la société et la culture.


OBJECTIVES
1.     The objective of the postdoctoral research fellowship program is to foster up-and-coming
       researchers working in various research environments, by helping new doctorate holders
       to broaden their field of research. These fellowships also seek to encourage the mobility
       of novice researchers toward scientifically stimulating and dynamic environments. These
       environments may be universities, industries, government agencies and university
       affiliated institutions.


CLIENTELE
2.     Postdoctoral research fellowships are intended for new researchers who obtained their
       doctorate no more than two years prior to the competition deadline or who will have
       submitted their thesis in March 2011 at the latest, the deadline for holding the
       fellowship. In the case of candidates with more than one doctorate, the date of the first
       doctorate prevails.


ELIGIBILITY CONDITIONS
3.     Candidates must meet eligibility conditions as of the deadline for submitting applications,
       namely, October 7, 2009 for 4 p.m.

Citizenship and residence

4.     Candidates must meet each of the following three conditions :

       •   Be Canadian citizens or permanent residents within the meaning of the Immigration
           and Refugee Protection Act (L.R.C., 2001 ch. 27). (A permanent resident has
           obtained landed immigrant status without having acquired Canadian citizenship) ;

       •   Have been living in Quebec for at least one year ;

       •   Be residents of Quebec within the meaning of the Quebec Health Insurance Act
           (L.R.Q. c. A-29) and of the Quebec Taxation Act (L.R.Q. c. I-3).

5.     Persons who maintain their Quebec resident status within the meaning of the Quebec
       Health Insurance Act in particular those living outside Quebec solely for the purpose of
       continuing their studies, are deemed to be living in Quebec.
6.     Persons who do not maintain their Quebec resident status and who have been living
       outside Quebec for fewer than two years after having, for at least five years, been
       domiciled in Quebec and having been residents within the meaning the Quebec Health
       Insurance Act are exempt from residence requirements.

7.     Candidates who become Fonds Nature et Technologies fellowship holders must meet
       citizenship and residence requirements within the meaning of the Quebec Health
       Insurance Act and of the Quebec taxation Act for the entire duration of their fellowship. If
       the candidate leaves the province of Quebec to conduct his or her postdoctoral
       research, he or she must notify the Régie de l’assurance maladie du Québec before
       leaving and apply for the « Trainees » coverage in order to remain covered by the
       Quebec Health Insurance Plan.

8.     Residents of other provinces who have a health insurance card from their province of
       origin or of residence are not eligible.

9.     Candidates who have benefited from a postdoctoral research fellowship from one of the
       three Quebec funding or federal agencies may not submit another application for this
       program.

10.    A candidate may apply for a postdoctoral research fellowship to only one of the three
       Quebec research funding agencies for the same financial year.

Eligibility period for the fellowship

11.    The fellowship and postdoctoral research must begin between April 2010 and March
       2011.

Exceptional measures concerning calculation of the eligibility period

12.    The only exception to the rules governing the eligibility period for fellowships concerns
       circumstances beyong the candidate's control, such as a serious illness. In this case, the
       candidate must submit a notice describing the nature of the illness and if needed, a
       medical certificate indicating the reason and duration for the interruption.

13.    Candidates who suspend their studies due to a maternity leave can request an
       extension of their eligibility period for a maximum of 12 months. Supporting documents
       must be enclosed with the application.

14.    When the candidate is a person with a disability as stipulated in the Act to secure the
       handicapped persons in the exercise of their rights with a view to achieving social,
       school, and work place integration (L.R.Q. c. E-20.1), the rule pertaining to the doctorate
       obtained no more then two years prior to the competition deadline does not apply. A
       medical certificate must be enclosed with the application.

15.    The Fonds Nature et Technologies reserves the right to refuse any request that is not
       sufficiently justified.
Place of tenure

16.   Research must be conducted in a different institution from the one which granted the
      doctorate. Internationally recognized institutions outside Quebec are preferred.

17.   Candidates who do not have Canadian citizenship cannot conduct postdoctoral research
      outside Canada.

Paid leaves

18.   Candidates who are on a sabbatical or study leave with a remuneration that exceeds
      50 % of their regular salary are not eligible. However, those receiving deferred
      remuneration are not subject to this restriction.


SUBMITTING APPLICATIONS
Application form and supporting documents required :

19.   The application form must be transmitted electronically (do not attach a paper copy of
      this form). To complete the electronic form, you must, if you have not already done so,
      obtain a personal identification number (PIN) by following the instructions on our Web
      site.

20.   The application may be completed in French or English. However, the title of the
      project and the abstract in the application form must be provided in French. The
      title and abstract will be used for circulation and promotion purposes.

21.   The application form must be transmitted before 4 p.m. October 7, 2009 and include :

      •   The electronic form Postdoctoral research fellowship - application form ;

      •   The electronic form Canadian Common CV.

22.   The following documents must be mailed at the latest October 7, 2009 (postmark
      October 7, 2009 or earlier) to: Fonds Nature et Technologies, Bourses Postdoctorales,
      140, Grande Allée Est, bureau 450, Québec (Québec), G1R 5M8 :

      •   A photocopy of the Quebec health insurance card; if the card has expired, include
          proof that a new card has been requested and forward a copy of the new card as
          soon as it is received. If this document cannot be provided, attach a letter addressed
          to the eligibility committee explaining why the information is missing, a proof that a
          new card has been requested from the Régie de l'assurance maladie du Québec and
          a notice of assessment proving that the last income tax report was filed in Quebec ;

      •   For permanent residents within the meaning of the Immigration Act, a copy of the
          Canadian Immigration Record of Landing (IMM 1000 or IMM 5292) certified as an
          authentic copy of the original by any person legally authorized to authenticate the
          document or a copy of the permanent resident card certified as an authentic copy ;

      •   For Canadian citizens not born in Canada, a certified proof of Canadian citizenship ;
      •   A certified copy of the doctoral degree (or confirmation of initial submission of thesis),
          or, if this is not available, a certified transcript of the doctoral marks. Since several
          photocopies are made of these documents, the transcript must be legible ;

      •   Two letters of reference are required. The forms (on-line or in Dynamic PDF form)
          are available in our Web site. The on-line form can be sent to the Fonds
          electronically from the referee’s personal file. However, candidates must provide
          their referees with their application number and personal identification number (PIN)
          so that the letters of reference can be sent from their personal file. A Dynamic PDF
          version of this form is also available for referees who have no personal electronic file.
          Referees must complete the letters of reference, validate their content, print and sign
          them and give them to the candidates in a sealed envelope or mail the envelope
          directly to the Fonds by October 7, 2009 at the latest;

      •   The letter of acceptance from the postdoctoral research supervisor (on-line or in
          Dynamic PDF form) is available in our Web site. The on-line form can be sent to the
          Fonds electronically from the supervisor’s personal file using the candidate’s
          application number and personal identification number (PIN). A Dynamic PDF
          version of the letter of acceptance is also available for supervisors who have no
          personal electronic file. Supervisors must complete the letter of acceptance, validate
          their content, print and sign them and mail them directly to the Fonds by November
          4, 2009 at the latest. Documents sent after the deadline are deemed non receivable ;

      •   Acknowledgements of receipt from the editor for all articles submitted and editor
          notifications for articles accepted for publication (not required for articles already
          published) ;

      •   Acknowledgements of receipt for any patents submitted ;

      •   Any document submitted in a language other than French or English must be
          accompanied by a certified translation ;

      •   If applicable, a medical certificate indicating the duration of the maternity leave or of
          the illness ;

      •   If applicable, a letter from the director of the research centre or the head of the
          department confirming hiring upon completion of postdoctoral training.

23.   A file that does not provide sufficient information for determining the candidate's eligibility
      or for evaluation will be refused by the Fonds Nature et Technologies.

24.   Files cannot be updated after the closing date of the competition except for the
      supervisor’s letter of acceptance.


ACKNOWLEDGEMENT OF RECEIPT
25.   Candidates will be e-mailed at the latest in December, an acknowledgement of receipt
      and notification of their eligibility.
EVALUATION OF APPLICATIONS
Evaluation criteria

26.    Applications are evaluated according to the following criteria and weighting :


                      Scientific quality of the candidate       10 points

                      Scientific quality of the proposed
                      research project and quality of the       10 points
                      research environment

                      TOTAL                                     20 points


The indicators used to evaluate the scientific quality of the candidate are :

•      The candidate's aptitudes in relation to the proposed research project (academic record,
       fellowship received, distinctions and awards, letters of reference) ;

•      Relevant experience (research and teaching assistant, training, student supervision,
       etc...) ;

•      Scientific achievements (publications, papers, reports, patents, etc...).

The indicators used to evaluate the scientific quality of the research project and quality
of the research environment are :

•      Clarity and precision of the theoretical approach and of the objectives ;

•      Relevance of the methodology ;

•      Originality of the research project, the extent to which it enhances the doctoral work and
       its contribution to the advancement of knowledge ;

•      Quality and relevance of the research environment; internationally recognised
       institutions outside Quebec are preferred.

Role of evaluation committees

27.    Eligible applications are submitted to evaluation committees usually made up of
       researchers chosen in the academic community.
28.   The committees assume responsibility for the evaluation by taking into account
      commonly accepted quality standards as well as the research traditions in the various
      disciplines concerned. They compare the candidacies submitted on the basis of the
      evaluation criteria in effect. Consequently, these committees are responsible for ranking
      all applications on merit.

Role of the Board of Directors

29.   The Board of Directors is advised by the evaluation committees and makes funding
      decisions. The Board is accountable for its decisions to the Government of Quebec.

Role of program administrator

30.   The posdoctoral research fellowship program administrator is responsible for ensuring
      that the committees respect the evaluation criteria, the rules in effect, and standard rules
      of ethics.


AWARDING OF FELLOWSHIPS AND ANNOUNCEMENT OF RESULTS
Awarding of fellowships

31.   Candidates are evaluated and ranked on merit by the evaluation committees.
      Fellowships are offered according to the available budget. When allocating its budget,
      the Fonds Nature et Technologies reserves the right to change its scholarships in
      keeping with objectives chosen by the Board of Directors.

Announcement of the results

32.   The decision of the Board of Directors is announced in the Fonds' Web site during the
      month of April. Candidates are also informed by writing of the result of their evaluation.

33.   Contacting members of the committees is strictly prohibited. Committee members are
      subject to rules of confidentiality.

34.   The decisions of the Board of Directors are final and cannot be appealed. There is no
      appeal process.

35.   Candidates receiving a fellowship, must notify the Fonds Nature et Technologies, within
      twenty workdays of receipt of the confirmation of the award, of their decision to accept
      or refuse the award. To accept the award, candidates must e-mail the appropriate form
      from their « Dossier du boursier» If this form is not submitted by the above deadline,
      candidates are considered as having refused the award. The candidate who has been
      offered a fellowship by any federal agencies is invited to accept it and to refuse
      the Fonds Nature et Technologies fellowship.
RULES FOR USING FELLOWSHIPS
Period for using the fellowship

36.    The fellowship period must begin between April 2010 and March 2011. The fellowship
       cannot be carried over from one year to the next.

37.    The fellowship is not retroactive and research done prior to April 2010 cannot be
       financed.

38.    For candidates who have begun their research, the fellowship period begins as soon as
       the fellowship is offered.

39.    The fellowship holder must be present at the postdoctoral research site throughout the
       duration of the fellowship and must be dedicated full time to their research project.
       Candidates who do not comply with this rule lose the fellowship.

40.    Fellowships are granted for a maximum period of two years, subject to presentation of a
       progress report deemed satisfactory.

Convertibility of Fellowship

41.    Fellowship holders who obtain a position as a regular professor in a Quebec university,
       may, after having completed one full year of studies, request permission to use part of
       the fellowship as a start-up grant. A maximum amount of $15 000 may be converted into
       a grant. The rules governing the use of this grant are the same as those governing the
       « Établissement de nouveaux chercheurs » program.

Parental Leave

42.    Bursary holders may receive a parental leave supplement during the fellowship period,
       for a maximum of four months, when research is interrupted within six months following
       birth or adoption of a child. Fellowship holders may interrupt their research for a
       maximum unpaid maternity or paternity leave of one year. If they opt for paid parental
       leave, unpaid leave is reduced to eight months.

Fellowship payment

43.    The first installment will be made only if the Fonds Nature et Technologies has obtained
       a certified copy of the doctorate diploma or, if the diploma is not yet granted, a certificate
       attesting to the initial filing of the doctorate thesis. In addition, the supervisor must fax
       confirmation of the presence of the candidate on the site of intership using the
       « Attestation de bourse » form in your Dossier du boursier.

Value of the fellowship

44.   The maximum annual value of postdoctoral research fellowships is $30 000.

45.    The minimum duration of postdoctoral research is six months and the maximum 24
       months.
46.   Fellowship holders may receive a maximum of four installments within their 24-month
      eligibility period.

47.   Fellowship holders whose postdoctoral research is conducted abroad and who have
      obtained formal assurance of a future position in a research center or a university in
      Quebec upon completion of postdoctoral training may receive an increase of up to 50 %
      of the fellowship to cover the cost of living. To obtain this supplement, fellowship holders
      must, at the time of the presentation of the application, include in their supporting
      documents a letter from the director of the research center or the head of the department
      confirming that they have been hired.

Reimbursement of travel expenses

48.   Travel expenses at the start and end of postdoctoral research are reimbursed upon
      presentation of receipts, provided they have not already been reimbursed by other
      organizations. The maximum amount is equivalent to the price of one return economy
      airfare ticket. For fellowship holders whose thesis has not yet been defended, an
      additional return ticket may be reimbursed.

Holding several fellowships concurrently

49.   Holding several fellowships concurrently is not permitted in the case of :

      •   Merit-based fellowships from federal funding agencies such as the Natural Science
          and Engineering Research Council of Canada (NSERC), the Social Science and
          Humanities Research Council of Canada (SSHRC), the Canadian Institutes of Health
          Research (CIHR) and the Canada Council for the Arts (CCA) ;

      •   Merit-based fellowships from Government of Quebec funding agencies such as the
          Fonds de recherche en santé du Québec (FRSQ), the Fonds québécois de la
          recherche sur la société et la culture, the Conseil de recherches en pêches et agro-
          alimentaire du Québec (CORPAQ) and the Conseil des arts et des lettres du Québec
          (CALQ) ;

      •   Merit-based Fonds québécois de la recherche sur la nature et les technologies
          fellowships.

50.   Holding several fellowships concurrently is permitted, in particular with :

      •   The fellowships of Government of Canada departments and agencies, excluding
          those mentioned above ;

      •   Fellowships from the private sector and from universities.

Remuneration

51.   Fellowship holders must devote themselves on a full-time basis to carrying out their
      research program. However, they may accept a job that does not represent more than
      250 hours per six-month period, provided that their postdoctoral research supervisor is
      not opposed there to and that these activities do not hinder their research project. For
      the purpose of this regulation, a course load of 45 hours is equivalent to 150 hours of
      work.
52.   The salary that postdoctoral candidates receive for working solely on their research
      project is considered a fellowship.

Project or research environment changes

53.   For any change to the project or research environment, fellowship holders must obtain
      prior authorization in writing from the Fonds Nature et Technologies which shall
      determine if the nature of the change affects the evaluation that the candidate received
      or the eligibility conditions. The Fonds Nature et Technologies may deny any request.


RESPONSIBILITIES OF THE FONDS
54.   The Fonds Nature et Technologies is not liable for any direct or indirect injury arising
      from processing of scholarships, bursaries or other applications, and, without limiting the
      generality of the above, is not liable for any direct or indirect injury arising from
      unauthorized disclosure by the Fonds Nature et Technologies of the information
      contained in candidates' files. Despite all the precaution taken by the Fonds Nature et
      Technologies to protect information that must be kept confidential, certain countries to
      which information is transmitted may not have security procedures such as asymmetric
      cryptography or encryption.

Act respecting access to documents held by public bodies and the protection of
personal information.

55.   The Fonds Nature et Technologies is subject to the Act respecting access to documents
      held by public bodies and the protection of personal information (R.S.Q., c. A-2.1).
      Therefore, nominative informations are collected, disclosed and kept in conformity with
      the act.

56.   Applicants can obtain further information on access procedures, the protection of
      personal information and the recourse rights provided for in the Act by sending a duly
      signed letter to or appearing in person before the person responsible at the Fonds
      Nature et Technologies for the Act respecting access to documents held by public
      bodies and the protection of personal information.


GENERAL CONSIDERATIONS
57.   The Fonds Nature et Technologies reserves the right to change, without prior notice, the
      value of the fellowships and the program rules described in this document.


COMING INTO EFFECT
58.   The provisions of this document apply to the 2010-2011 financial year.
