                     Official Visit to Washington and New York

Purpose of travel

To meet US counterparts and organisations to receive detailed briefings on US policy
and priority projects in six key areas:

   1. Urban renewal in distressed public housing areas, including:
             Improved uses of land surrounding housing developments,
             comprising of both small parcels of land.
             Affordable Housing initiatives within distressed areas.
             Mixed use Housing.
             Community participation through neighbourhood centres
             Civic Amenities

   2. Affordable Housing, including:
             Housing for key workers and low to medium income.
             Financing approaches
             Tenure Models and shared equity Co-operatives.
             Co-operative including Artist Housing and Ethnic Cooperatives

   3. Homelessness, including:
            Prevention and early intervention approaches and models.
            Effective responses including Common Ground.
            NGO and Government Department Integrated Service Delivery
            and partnerships.

   4. Community Housing Sector, including:
           Meeting leading Community Housing Providers.
           Capacity building and sustainability.
           Asset development.
           Models such Ethnic Cooperatives etc.
           Sector development.

   5. Transport, including
            New York City system

   6. Parklands, including
             Examples of urban parklands, which are funded through park
             developments and activities.

Benefits of travel for the State of New South Wales

The NSW Government is committed to providing; help for homeless people
affordable housing, improved transport services, urban renewal and parklands.

The NSW Government is working on a number of initiatives in these areas and
the United States of America provides examples of best practice policy and
projects.

New York City is also home to the largest housing provider in North America.
The New York City Housing Authority (NYCHA) provides affordable and
public housing to low to moderate income earners. New York City has many
high performing Community Housing companies, catering a diverse range of
people and their needs.

The NSW Government has benefited from the strong alliances with these
leaders, who have provided invaluable advice and insight into affordable and
public housing initiatives.

The United States of America is also leading the way in delivering ‘housing
first’ projects, which have been successful in solving chronic homelessness.
These initiatives are in line with the Commonwealth White Paper and the NSW
Action Plan. We examined New York housing models which provide
accommodation together with support for the chronically homeless, people with
mental illness and people at risk of homelessness.

The visit provided the opportunity to see the benefits of these facilities first
hand and meet with leading organisations and experts in the field. The NSW
Government has benefited from building relationships with these experts and
we have gained advice and support for initiatives which are being replicated by
the NSW Government.

The NSW Government is also now pursuing a number of Transport and
parkland initiatives.
