              ORDER RECOGNIZING CORPORATE NAME CHANGE,
            APPROVING TARIFF, AND ISSUING AMENDED CERTIFICATE

                                 (Issued December 19, 2008)


         On November 26, 2008, Frontier Communications of Iowa, Inc. (Frontier, Inc.),

filed with the Utilities Board (Board) a notice of corporate name change to Frontier

Communications of Iowa, LLC (Frontier, LLC). Also on November 26, 2008, Frontier,

LLC, filed a proposed replacement tariff reflecting the corporate name change and

the exchanges in which Frontier, LLC, intends to provide local service. The proposed

tariff has been identified as TF-08-202.

         Frontier, Inc., states that it is converting from a corporation to a limited liability

company pursuant to Iowa Code § 490A.304. Frontier, Inc., states that the

conversion will be completed on December 31, 2008. Frontier, Inc., asserts that the

conversion does not meet the standards for Board review of company

reorganizations pursuant to 199 IAC chapter 32 and requests that the Board approve

its proposed replacement tariff and issue an amended certificate that reflects the

corporate name change.

      The Board will recognize the change in the corporate name from Frontier

Communications of Iowa, Inc., to Frontier Communications of Iowa, LLC. The Board

has also reviewed the proposed replacement tariff and finds that it substantially

complies with Board rules regarding tariffs and can be approved. The Board will

issue an amended certificate concurrently with this order reflecting the corporate

name change.

      IT IS THEREFORE ORDERED:

      1.     Pursuant to the request of November 26, 2008, the Board recognizes

the corporate name change from Frontier Communications of Iowa, Inc., to Frontier

Communications of Iowa, LLC.

      2.     The proposed replacement tariff, identified as TF-08-202, filed by

Frontier Communications of Iowa, LLC, on November 26, 2008, is approved, effective

December 31, 2008.

      3.     Amended Certificate No. 0008 is being issued concurrently with this

order. Under this amended certificate, Frontier Communications of Iowa, LLC, will be

allowed to provide local exchange service in Iowa as shown by its tariffs as currently

and subsequently approved.

       4.     Frontier Communications of Iowa, LLC, is directed to file exchange

boundary map labels that reflect the corporate name change within 30 days of the

date of this order.
