STATE EMERGENCY MANAGEMENT PROCEDURES MANUAL SUBJECT: Direction to District Emergency Coordinators to undertake additional functions PROCEDURE NO: OP - 8 TYPE: Administration Operational X REFERENCES: • Emergency Management Act 2005 [S30(b)] REVIEW DATE: 30 September 2012 RESPONSIBILITY: Emergency Management Western Australia [EMWA] BACKGROUND: The Emergency Management Act, 2005 makes provision for the State Emergency Coordinator to direct District Emergency Coordinator/s to carry out other emergency management functions. PROCEDURE: Where the State Emergency Coordinator (SEC) identifies the requirement for District Emergency Coordinator/s to carry out additional emergency management functions the following procedure should be applied: 1. In consultation with Emergency Management Western Australia identify what additional function/s should be carried out by the District Emergency Coordinator/s; 2. Identify in which emergency management district/s the additional function/s should be carried out; 3. Liaise with the relevant District Emergency Coordinator/s to ascertain their ability to carry out the proposed additional functions and any associated risks; 4. Complete a Direction Instrument [EMA Form 16 – Direction to District Emergency Coordinators] ensuring completion of details of additional emergency management functions to be carried out; 5. Identify to which emergency management district/s the direction is to apply; Operational Procedure OP 8 – Direction to DEC to carry out additional function 6. Ensure the direction instrument is signed and dated by the State Emergency Coordinator; 7. Promulgate the direction instrument to those District Emergency Coordinators to which it applies; 8. The State Emergency Coordinator should retain the original direction instrument and forward a copy together with evidence of its promulgation to FESA Emergency Management WA for retention on file;. 9. Where the direction is to be varied or revoked a direction instrument [Form 16] is to be completed and disseminated as outlined above outlining the new direction. Page 2 of 2
