                                                            Services Policy

1. Purpose
This policy is to outline the appropriate services provided by Sunraysia Institute
of TAFE to support International Students to adjust to study and life in Australia,
achieve their learning goals and make satisfactory progress towards meeting the
learning outcomes of the course in which they are enrolled.


2. Scope.
This policy applies to International Student cohort and all Institute staff involved
in the provision of support services for international students.


3. Definitions
International Student: A person holding an Australian Student visa and is
defined as an ‘Overseas Student’ in the ESOS ACT.

Overseas student: see international student.

CRICOS: Commonwealth Register of Institutions and Courses for Overseas
Students.

Representative (Agent) Agreement: The agreement between Sunraysia
Institute of TAFE and the Representative including the Schedules.

ISU: International Student Unit

DBD: Director Business Development

DE: Director Education

4. Responsibility
4.1 Director, Business Development is responsible for the administration of this
policy

6.1 Process
6.1.1         Within the Institute, a team of designated Contact Officers is appointed
              to ensure successful adjustment by International students to life and
              study in Australia and assist the resolution of student problems that
              could impede completion of their studies.

6.1.2         These Contact Officers included the ISU Administration Officer, ISU
              Project Officer, Student Support Services Unit Counsellors,
              Student Residences Officer and Education Business Managers (EBM’s)

6.1.3         Contact Officer details will be made available to international students
              during the Orientation program and access current information on
              Institute Support Services on the Institute Staff portal.

6.1.4         International Student Unit ensures that:
              •     promotional material both printed and electronic contains
                    information on support services provided and international students
                    are advised of these services
              •     students are made aware of the various support services at the
                    orientation program
              •     airport reception and accommodation placement services are
                    available and liaison with Institute Student Residences Officer
              •     Institute materials containing the Institute Complaint procedure is
                    made available at enrolment
              •     tours of the Institute and provision of other activities for new
                    students
              •     is provided in conjunction with Institute Student Services Unit staff
                    and Education Business Managers
              •     international students are aware of the support services available
                    and Contact Officers details are provided
              •     students are referred to various support services according to the
                    circumstances

6.1.5         Educational Business Managers:
              •     Assist with the enrolment procedures for new students
              •     Assist International students to understand the teaching and
                    learning styles to be applied by teachers at the Institute
              •     Assist international students with problems faced in classroom
                    situations, assignments, assessment or other issues around the
                    Institute
              •     Liaise with teaching staff when students report difficulties with their
                    studies caused by timetables or other issues arising out of classroom
                    management procedures

              •     Liaise with Institute Student Support Service Unit staff when
                    students present with difficulties which call for intervention from
                    trained counsellors.

6.1.6         Student Support Services Unit Counselors ensure:
              • the provision of confidential counselling services to international
                 students
              • the provision of other advice services e.g. those associated with
                 personal issues, time management and budgeting
              • information on Student Support Services Unit services is provided
                 during the Orientation program for new students

6.1.7         Teachers:
              • Assist in enrolment of new international students and ensure
                 timetables are available at enrolment
              • Assist international students to understand assignment tasks or
                 other assessment methodologies being used by teachers
              • Assist international students presenting with difficulties causing
                 students to miss classes and refer students to the Educational
                 Business Managers or Counsellors if additional assistance required

6.1.8         Student Residences Officer:
              • Provides tours of Residences for International Students during
                 Orientation
              • Assists International Students living in Institute residential facility to
                 settle into the Institute and supports them in adjusting to Australian
                 way of life and culture.

6.1.9         The support services provided by Sunraysia Institute of TAFE will
              include:
              • Free airport-on-arrival services
              • Free accommodation placement services with information provided
                  on links to independent accommodation providers and real estate
                  agencies ;
              • Orientation program co-ordinated and managed by International
                  Student Unit
              • Educational Business Managers to assist and counsel international
                  students in their adjustment to the challenges of the Australian
                  learning environment;
              • Access to Counselors in the Student Support Services;
              • Access to the Institute’s Complaints and Appeals procedures; and
              • Advice on affordable, independent dispute resolution organisations

6.1.10        The International Student Unit will ensure that information on all
              support services listed in 6.4 is available to international students or
              intending international students prior to enrolment.

6.1.11        International students or intending international students will be
              required to sign a declaration on the Application for Enrolment as an
              International Student form to the effect that:

              “I have read the Sunraysia Institute of TAFE Course and Information
              Guide for International Students (Year) and the Application Guide for
              International Students (Year) and understand the information relating
              to the course I have selected…”

6.1.12        International students or intending international students will also be
              required to declare on the International Student Offer and Acceptance
              Agreement for an Intending International Student along with payment
              of their first semester tuition fees and Overseas Student Health Cover
              premium (if appropriate) to the effect that:

6.1.13        “Under this agreement, I agree to:
              • Seek assistance from teachers, Education Business Managers,
                 International Student Unit or Student Support Services Counsellors
                 as appropriate as soon as I experience difficulties with any aspect of
                 my course;
              • Seek assistance from the Student Support Services Counsellors
                 should I experience difficulties of a personal nature or difficulties
                 with budgeting or time management;”

6.1.14        Director,   Business    Development      will  instruct   staff  in   the
              International Student Unit that international students or intending
              international students will not be offered enrolment unless the
              declaration in clauses #6.5 and #6.6 above are signed by the
              international student or intending international student. Copies of these
              signed documents are to be kept on the student files.

6.1.15        Director Education will ensure suitably qualified Educational
              Business Managers and teachers are appointed who assist international
              students adjust to life and study in Australia and assist international
              students resolve problems that could impede completion of their
              studies.

6.1.16        Director Business Development will ensure relevant Institute Staff
              are aware of their responsibilities under the ESOS legislation through
              regular information sessions, meetings and up-dates on modifications

              from various government departments relating                                             to     international
              students and the potential impacts for the students.

6.1.17        The Educational Business Managers will conduct a work shop for newly
              arrived international students during their Orientation Program to
              advise international students of the teaching and assessment
              methodologies used at the Institute and advice regarding settling into
              life in Mildura.

6.1.18        The Educational Business Managers will be available for consultation
              with international students that will coincide with breaks in the student
              timetables to ensure students do not miss classes.

6.1.19        The Educational Business Managers will liaise with teaching staff should
              issues arise during consultation with international students over
              assignments, assessments, classroom management issues or other
              matters stemming out of the teaching of courses.

6.1.20        The Educational Business Managers will liaise with the HR Services Unit
              regarding in-service training with appropriate organisations to ensure
              teachers with international students are aware of the special
              requirements of international students.

6.1.21        The Educational Business Managers will be encouraged to undertake
              professional development programs to build their expertise and
              understanding of how to assist international students adjust to their life
              as students in Australia and to assist international students resolve
              problems that could impede completion of their studies.

6.1.22        The Educational Business Managers will be encouraged to join
              organisations such as ISANA (International Students Advisors Network
              of Australasia) to enable networking opportunities within a peak body of
              Australian institutions providing courses and services for international
              students.

6.1.23        Educational Business Managers will advise international students of the
              Institute Complaints Policy and Procedure that include informal and
              formal procedures.

6.1.24        The Educational Business Managers may be requested by International
              Students to act as mediators between the international students and
              the other party.

6.1.25         The CEO may call upon Educational Business Managers to participate in
              a formal Institute complaint.

6.2. Complaints Process
6.2.1         All new international students and continuing international students will
              be provided with a copy of the annual Institute Student Diary at the
              commencement of each semester at the time of enrolment or re-
              enrolment.

6.2.2         The Institute Student Diary will contain information (or refer all
              students to the Student Portal for information) on such matters as:-
              • Student progress
              • Assessment
              • Complaints procedures
              • Articulation
              • Staff
              • Attendance
              • Lateness
              • Library
              • Health and Safety
              • Security
              • Student Discipline
              • Graduation
              • Presentation of written work
              • Referencing in assignments
              • Other matters relevant to successful studies at the Institute

6.2.3         Students have a right to a support person at informal or formal
              Institute Complaints Procedure hearings.

6.2.4         The CEO may call upon an International Student Unit staff member to
              participate in a formal Institute complaint for International or other
              students.

6.2.5         The Institute will refer an International student to an independent
              external agency e.g. Ombudsman to assist them to resolve a dispute
              should it not be resolved through the Institute Complaint resolution
              procedure.

6.2.6         All support services provided by the Institute are at no additional cost
              to the student including any referrals to external agencies.
