AUTOMATION / INTEGRATION OBJECTIVES
ARMY G-3
ACP DP 66.2 HQDA DAMO OD is centric to Coordination of all Mobilization
Processes. Process and integration efforts support ARFORGEN and
transformation via systems integration with HQDA-G3 C2 applications.
Concurrent efforts:
Resolution of material weakness: G3/G1 systems integration; training and
implementation; analysis of reconciled data; validation of resolution by AAA
Development of a Mobilization Common Operating Picture (MOBCOP):
• Define requirements across Army organizations (HQDA, FORSCOM, 1A,
USARC, NGB)
• Identify repositories of authoritative data (DAMPS, ITAP, DARTS, DFAS,
ASORTS, etc.)
• Develop tools to lay over integrated data
• DAMO-OD: Proponent for DAMPS, MDIS, DARTS
Streamline Mobilization Process:
• Streamline business rules
• Evolve workflow applications to eliminate manual process at lower echelons
ARMY G-3
Mobilization Applications
WHERE WE WERE POST 9/11 WHERE WE ARE TODAY
Average of 120 mobilization actions per month Average of 850 of mobilization actions per month
~3 weeks from generation of mobilization request to ~1 week from generation of mobilization request to
publication of DA mobilization order publication of DA mobilization order
All data hand entered into stove piped, access DAMPS and DAMPS-U web based and integrated
database (poor data integrity, no connectivity with other Army systems including MDIS, ITAP,
to other databases, no visibility outside AOC) ASORTS
No visibility on status of mobilization request Real time visibility of mobilization requests from
outside of the AOC until HQDA Order initiation to approval and archive; visible to all
published with permissions; liberal permissions policies
HQDA and CONUSA Orders hand-typed into Orders generated by drawing data from the approved
WORD document causing errors in the order request with minimal manual input at the front
itself and inconsistent archiving of data after end of the process and fields populated by
the publication of orders authoritative db’s where applicable
Lag-time between generation of HQDA, CONUSA Data passed from HQDA to 1A within minutes,
and Individual orders. Significant manpower CONUSA orders cut and data passed to
and time required to produce hand-typed individual orders systems within hours of the
orders at both HQDA and CONUSA publication of the DA mob order
1st Army and 5th Army orders and processes not CONUSA processes standardized and streamlined
standardized via work flow automation and consolidation of
mob mission at 1st Army
ARMY G-3 Mobilization Applications
WHERE WE WERE POST 9/11 WHERE WE ARE TODAY
16 mobilized reservists at ~150K per year 9 mobilized reservists at ~150K per year processing
processing mobilization actions at HQDA mobilization actions at HQDA
8 action officers at 1st Army and 5th Army to 2 action officers at 1st Army to generate all CONUSA
generate all CONUSA mob orders mob orders
Bottom-line: slow, inefficient, not visible, Bottom-line: Systems have paid for
costly, many amendments themselves and enabled Army to meet
surge of requests- sheer numbers
would otherwise have dictated an
increase in AOs, vice draw down
ARMY G-3 Material Weakness
Material Weakness: Reserve Component (RC) Mobilization Accountability
must provide better integrated management controls for tracking RC
personnel in the “mobilization pipeline”
Available automated management tools lack synchronization/integration. Particular
concern must be placed on tracking RC personnel:
From Home Station through the Mobilization Station
Into the Theater of Operations
Through Deployment
During Redeployment
During De-mobilization/Release from Active Duty (REFRAD)
ARMY G-3 Objectives of Resolution
Gains of resolving weakness: Visibility and Reconciliation
The Army must develop the ability to reconcile mobilization authorizations with
actual individual mobilizations to:
Provide visibility of individual remobilizations and effects on unit readiness during
the sourcing process
Provide data to other organizations in order to allow those organizations to
reconcile mobilized soldier data in other systems such as: Mobilization and
Deployment Tracking Information System (MDIS), Defense Finance and Accounting
System (DFAS), Electronic Military Personnel Office (eMILPO), Deployment and
Reconstitution Tracking Software (DARTS), Defense Manpower Data Center
(DMDC), Deployed Theater Accounting Software (DTAS), Soldier Financial
Readiness Visibility System (SFRVS) and others

ARMY G-3 Mobilization Common Operating Picture
The ―Mobilization Common Operating Picture‖ (MOBCOP) is the natural
next step in utilizing the products of the SSN/UIC lash-up
Objectives:
• Enable organizations within the Army to provide the same answer to
common questions from the Senior Army Leadership
• Prevent these organizations from providing conflicting answers by
ensuring a shared, synchronized data store, over which user-friendly
tools will be laid in a web based environment
• Enable a comprehensive information ―drill down‖ into units previously
unavailable
Will reside on SIPRNET in a web-based application as a ―dashboard‖

USAR Mobilization Examples
• The Army Reserve has mobilized 169K since 9/11
• Gets harder over time to cobble together units: USAR has 335 Signal Cmd Reassignments
reassigned 62% of Soldiers from non-deploying units into Army Reserve Reassignments
deploying units for the last two rotations, compared to 6% in FY02 IRRs (not depicted) 1
1
and 39% in FY03 1
• Nearly 2/3 of available Soldiers are in grades of E1-E4, but 2/3 of 1
1 1
current mobilization requirements are for grades E5 and above
1 1
• USAR now relies almost entirely on volunteers to lead these Soldiers 1
5 2
because most senior enlisted (E6 and up) and officers (O3-O5) have 5 7
already been mobilized in order to provide leaders for other missions
28
• We must repeatedly ask our senior Soldiers to volunteer—in the long 1
war, the current level of volunteerism may not be sustainable to meet 2 41
COCOM requirements for 07-09 7
8
• Few leaders left in units to train new soldiers, prepare for next mission Guam 2 1
Hawaii 23
890th Transportation Company (OIF 05-07) Puerto Rico 8

2 324th Signal Battalion (OIF 06-08)
• Due to previous mobilizations of individuals, only 196 of 353
7 30 available (55%); No field grade officers available, only 3 of 6 E8/E9’s
8 • 69 TPU Soldiers came from within RRC
• 67 TPU Soldiers from USARC (36 units from 18 commands)
11
1 7 30
• 87 IRR fills
1 2 • Family readiness and support across the entire country is a high
hurdle to overcome

The Army Reserve is rapidly reaching a

and a limited number of senior leader
Difficult to support families across so many states;
families cannot participate in unit events as a group (for volunteers
example, where is the Welcome Home celebration?)
ARMY G-3
Active Component Stress
• 51 % of current Active Force has deployed (252 of 492K)*
– Additional 86k have deployed and left the Army
– 11% deployed 2 or more rotations
• Dwell average is 450 days
– Ratio 1 : 1.25 (Not pure dwell)
– Goal 1 : 2
• OIF / OEF 04-06 Reserve BCT spike to allow Modularity
• For previously deployed BCTs; approx 40% + of Soldiers are
returning combat veterans
• Increased Leader OPTEMPO in support of Training Teams
*Must have deployed for 90 days + to count
