                                                                                   October 10, 2007


On October 10, 2007 the regular meeting of the Attica Town Board was held in the Board Room of the
Municipal Building, 9 Water Street, Attica, New York with the following members present:

                Douglas P. Patti                 Supervisor

                Ralph Mucher                     Councilman
                James Prusak, Sr.                Councilman
                Bruce Kriger                     Highway Superintendent
                Julie Huber                      Clerk

Also in Attendance: Michael Hardie, Janis Rose, Lanny Blum, Shirley McWhorter, Jim & Claire
Morgan, Stu Hempel, Dan Cutter, Rick Burry, Robert Dun, Greg Newell, and Joyce Klein.

The workshop commenced at 6:30. The Councilmen reviewed the Abstract and the Supervisor’s, Justice,
and Town Clerk’s Reports.

At 7:00 pm Supervisor Patti called the meeting to order with the Pledge to the Flag. Supervisor Patti then
requested a moment of silence to honor our military.

Privilege of the Floor: Michael Hardie from Tompkins Insurance spoke briefly about the Town’s 2007-
2008 insurance policy and made some recommendations about areas of coverage.

Resolution 7-67
APPROVAL OF MINUTES:
On a motion of Councilman Corcimiglia, seconded by Councilman Barraclough, the following resolution
was
ADOPTED Ayes 5             Mucher, Barraclough, Corcimiglia, Prusak, Patti
             Nays 0
Resolved that the minutes of the September 12, 2007 meeting be approved as presented.

Highway Superintendent’s Report:
    Mengs Road project – Fabric & millings installed. About 4,000’ completed, 700'-800’ short.
      Will use 2# crusher run stone & fabric in the spring to finish it before oil & stone is done.
    McGrath Road project – Started ditch work for next year.
    Patched holes
    Working on mowing roadsides.
    Finishing filling the salt barn.
    #115 is being repaired – air compressor, fuel pump rebuild, and tune-up.
    The Drott is being repaired in house.
    Met with Rick Henry about the new roof on the Emergency Operations Center.

Zoning Officer’s Report:
Three Zoning Permits were approved since the last meeting. They are:
        07-21 Tom Gadd                            Pole barn
        07-22 Walt & Beth Kelly                   Addition
        07-23 Milton Merle                        Green house
The situation with the unregistered vehicles has been resolved.

Clerk’s Correspondence:
    Letter from Attica Central School regarding the appointment of Mr. Michael Kehl as the liaison
       between the Board of Education and the Town Board.

Supervisor’s Correspondence:
    Letter from Mercy Flight thanking us for our continued support over the years.
    Letter from Folsom Trailblazers
    Received our share of the franchise fee from Time Warner Cable - $1,655.51.
    Letter from Williamson Law Book – there will be a 10% price increase in our software support
       contracts cost.
    Letter from Town Attorney regarding filing of Local Laws with the State.
    Letter from Wyoming County Sheriff regarding the parking problem on Exchange Street.

Supervisor’s County Report:
    Gary Cousins of Warsaw was reappointed as the Director of Veterans Services.
    Chris Oliveri of Bennington was appointed as the Deputy Superintendent of Highways.
    Thursday, November 15th, the Town of Attica will be hosting a Veterans Awareness Program at
       the High School. The purpose of this program is to make our Veterans aware of all benefits they
       are entitled to. The program will be run by the Wyoming County Veterans Service Agency.

Resolution 7-68
MONTHLY REPORTS:
On a motion by Councilman Barraclough, seconded by Councilman Mucher, the following resolution was
ADOPTED Ayes 5             Mucher, Barraclough, Corcimiglia, Prusak, Patti
             Nays 0
Resolved that the Supervisor’s, Justices’, and Town Clerk’s reports be accepted as submitted.

Resolution 7-69
PAY THE BILLS:
On a motion by Councilman Corcimiglia, seconded by Councilman Mucher, the following resolution was
ADOPTED Ayes 5              Mucher, Barraclough, Corcimiglia, Prusak, Patti
             Nays 0
Resolved that the bills be paid from Abstract 10 in the following amounts:
                “A” vouchers             #188 - #209              $ 22,791.81
                “B” vouchers             #024 - #027              $     598.94
                “DA” vouchers            #107 - #117              $ 12,452.71
                “DB” vouchers            #024 - #027              $   2,387.96

Village Liaison: The joint Village and Town Board Meeting on September 26th went very well.

Old Business:
    Update on Emergency Operations Center – Supervisor Patti spoke with the NYS Thruway
      Authority. The next round of paperwork has been sent out.
    Supervisor Patti has found some grant funding opportunities to complete the EOC portion of this
      project completely with grant money. He will talk with Sheriff Heimann about signs for Exchange
      Street in front of the prison.

NEW BUSINESS:
   Resolution 07-70:
     On a motion by Councilman Barraclough, seconded by Councilman Corcimiglia, the following
     resolution was

       Resolved that the Highway Superintendent be allowed to attend the GFLRPC training seminar in
       Mt. Morris on Friday, October 26th.
      Resolution 07-71:
       On a motion by Councilman Barraclough, seconded by Councilman Mucher, the following
       resolution was
       ADOPTED Ayes 5              Mucher, Barraclough, Corcimiglia, Prusak, Patti
                      Nays 0
       Resolved that the Town Zoning Officer and members of the Planning Board be allowed to attend
       the GFLRPC workshop in Mt. Morris on Friday, November 16th.
      Resolution 07-72:
       On a motion by Councilman Corcimiglia, seconded by Councilman Mucher, the following
       resolution was
       ADOPTED Ayes 5              Mucher, Barraclough, Corcimiglia, Prusak, Patti
                      Nays 0
       Resolved that the month of November be designated as Veterans’ Awareness and Appreciation
       month in the Town of Attica.
      Resolution 07-73:
       On a motion by Councilman Prusak, seconded by Councilman Corcimiglia, the following
       resolution was
       ADOPTED Ayes 5              Mucher, Barraclough, Corcimiglia, Prusak, Patti
                      Nays 0
       Resolved to allow the Highway Superintendent to develop specs and get bids for a 2008 excavator
       to replace our Drott.
      Resolution 07-74:
       On a motion by Councilman Mucher, seconded by Councilman Barraclough, the following
       resolution was
       ADOPTED Ayes 5              Mucher, Barraclough, Corcimiglia, Prusak, Patti
                      Nays 0
       Resolved to endorse the development of an Emergency Operations Center to be located at the
       Highway Garage on Rt. 98. This E.O.C. will serve the Town and Village as well as the Fire,
       Police, and Sheriff’s Departments during times of emergency.
      Reminder to Board of the Public Hearing for the 2008 Budget on Wednesday, October 24th, 2007
       at 7:00 pm.
      Reminder to Board that we changed the date of the November meeting to Tuesday, November 13th,
       2007 at 7:00 pm.

The next regular meeting of the Attica Town Board will be on Tuesday, November 13th, 2007 at 7:00 pm.
The workshop will begin at 6:30 pm.

There being no further business to come before the Board at this time, Councilman Mucher moved to
adjourn the meeting at 7:51 pm. Seconded by Councilman Barraclough. Carried unanimously.
