PROCLAMATIONS & PRESENTATIONS


   •   A proclamation from your Chairman endorsing the work of the Central
       Illinois Business Leadership Network, in partnership with the Illinois
       Council on Developmental Disabilities, in their efforts to improve
       employment opportunities for individuals with disabilities.

   •   A proclamation from your Chairman recognizing the UAW Local 974
       Retirees for their donation of Christmas gifts to the residents of Bel-Wood
       Nursing Home.

   •   A proclamation from your Chairman recognizing Susie Armstrong and
       employees of BGK Peoria Management for their fund raising efforts to
       replace the 300 beds at Bel-Wood Nursing Home with new electronic
       beds, and to Joe Knoerle of Family Medical for providing the beds at a
       discounted rate.

CONSENT AGENDA
C1.    A communication from the Illinois Department of Transportation dated,
       December 2, 2003, regarding Motor Fuel Tax allotment and transactions
       for the County for the month of November, 2003.

C2.    A revenue and expenditure report received from the County Auditor and
       County Treasurer for the month ended, December 31, 2003, and filed.

ZONING ORDINANCES & RESOLUTION

1. Case #086-03-U (Schupbach-Streitmatter Gas Co.)
   The petitioner is requesting a Special Use to allow for an agriculture related
   business in the “A-1” Ag Preservation District. The petitioner proposes to

  operate a propane business on this property to serve the agricultural
  community. The property is located in Akron Township.
  The Zoning Board of Appeals recommends approval. The Land Use
  Committee concurs.


2. Case #088-03-U (Kenneth D. Hanlon)
   The petitioner is requesting a Special Use to allow a mobile home in the “R-
   R” Rural Residential District when the structure is attached to a permanent
   foundation and taxed as real property. The property is located in Rosefield
   Township.
   The Zoning Board of Appeals recommends approval with restrictions. The
   Land Use Committee concurs.
3. Case #087-03-U (Robert Altorfer)
   The petitioner is requesting a Special Use in the “A-2” Agricultural District to
   divide 4 parcels of 3.1 acres, 2.8 acres, 2.2 acres and 1.9 acres from an
   existing 70-acre parcel. The parcel is located in Jubilee Township.
   The Zoning Board of Appeals recommends approval with restrictions. The
   Land Use Committee concurs.

4. Case #W11-03 (Robert Altorfer)
   A resolution from your Land Use Committee recommending approval of a
   waiver of compliance from Section 20-61 of the Subdivision Ordinance,
   which requires that a subdivision be provided with a complete water main
   system, be approved for Robert Altorfer provided there are individual wells
   for each lot. The property is located in Jubilee Township.

5. Case #13-03-W (Charles Brun, Clark Engineers on behalf of AAA
   Galvanizing)
   A resolution from your Land Use Committee recommending approval of a
   waiver from Section 20-25(d) of the Subdivision Ordinance, which requires a
   minimum road frontage of 30 feet for parcels of less than 10 acres. The
   petitioner proposes to divide an existing 14.84-acre landlocked parcel into
   two parcels. The property is located in Limestone Township.

6. A resolution from your Management Services Committee recommending
   approval of bonds with sureties filed by Trustees appointed by the County
   Board of Peoria and filed with the County Clerk of Peoria.

7. A resolution from your Management Services Committee recommending
   approval of the lowest responsible bid of Pitney Bowes Global Mailing
   Systems, Peoria, IL, in the amount of $24,716.00, for provision of a
   postage/mailing machine for the Peoria County Auditor’s Office.

8. A resolution from your Management Services Committee recommending
   approval of the Peoria GIS Consortium Budget for Fiscal Year 2004.

9. A resolution from your Management Services Committee recommending
   acceptance of the lowest responsible bid of the Illinois Department of
   Human Services Business Enterprise Program for the Blind for provision of
   vending services to the Peoria County Courthouse, for a three year period
   with an option to extend the contract with County Board approval.

10. A resolution from your Health & Environmental Issues Committee
    recommending approval of the lowest responsible bids of various vendors for
    medical supplies for Bel-Wood Nursing Home.

11. A resolution from your Finance/Legislative Study Committee recommending
    that the Peoria County Board support the Advisory Referendum on the
    Taxpayer Action Amendment for the creation of an Education Trust Fund,
    which will be submitted to the voters of Peoria County at the general
    primary election of March 16, 2004. (Committee polled pursuant to Section
    31.d. of the Peoria County Board Rules of Order)

12. A resolution from your Executive Committee recommending approval of the
    Springdale Cemetery Management Authority Budget for FY2004.
