1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘Refugee Impact Assist-
5 ance Supplemental Appropriations Act for Fiscal Year
7 SEC. 2. EMERGENCY SUPPLEMENTAL APPROPRIATIONS.
8 The following sums are appropriated, out of any
9 money in the Treasury not otherwise appropriated, to pro-
1 vide emergency supplemental appropriations for fiscal year
3 DEPARTMENT OF HEALTH AND HUMAN
5 ADMINISTRATION FOR CHILDREN AND FAMILIES
6 REFUGEE AND ENTRANT ASSISTANCE
7 For an additional amount for ‘‘Refugee and entrant
8 assistance’’ for the purpose of targeted assistance grants
9 to States for unreimbursed refugee assistance expenses,
10 $151,199,713, of which amount—
11 (1) $1,098,000 shall be made available to Flor-
12 ida, $274,500 shall be made available to Massachu-
13 setts, and $457,500 shall be made available to New
14 York, for unreimbursed expenses resulting from the
15 entry into the United States on or before June 18,
16 1993 of HIV-infected Haitian refugees; and
17 (2) $149,369,713 shall be made available to
18 Florida for unreimbursed expenses resulting from
19 the entry into the United States of Cuban refugees
20 during the Mariel boatlift.
21 SEC. 3. EMERGENCY DESIGNATION.
22 (a) DESIGNATION BY CONGRESS.—The Congress
23 hereby designates the entire amount provided in section
24 2 as an emergency requirement for all purposes of the Bal-
25 anced Budget and Emergency Deficit Control Act of 1985.

1 (b) REQUIREMENT OF DESIGNATION BY PRESI-
2 DENT.—The amount provided in section 2 shall be avail-
3 able only to the extent of a specific dollar amount for the
4 purpose specified in such section that is included in an
5 official budget request submitted by the President to the
6 Congress and that is designated as an emergency require-
7 ment for all purposes of the Balanced Budget and Emer-
8 gency Deficit Control Act of 1985.
