                                Purpose of the Assessment

The purpose of the competency assessment is to provide managers and staff with the
opportunity:

•     to mutually and openly discuss skills acquisition and application, and to provide
      feedback.
•     to conduct competency and associated skills application assessments against those
      skills/competencies and assessment criteria defined in the competency assessment
      record.
•     to review and update position requirements/competency assessment record,
      redesign/re-evaluate positions, as necessary.
•     to mutually explore methods of improving unsatisfactory performance, and
      overcoming or removing barriers in the use of skills.
•     to discuss career progression and training and development needs.
•     to acknowledge good performance.

                               Instructions for Completion

1. Supervisors (assessors) are to meet with employees in conducting the competency and
   skills application assessments jointly.

2. Each of the skill areas is to be discussed in relation to the acquisition and application
   of the required skills against the assessment criteria/standards outlined in the Position
   Description and Competency Assessment              Record.

3. The Position description and Competency Assessment Record is to be completed by
   entering Yes, or No in the appropriate column to indicate that the employee has:

   (i) acquired the required skills and competencies; and (ii) is competent or not
   yet competent in applying the skills (use of skills) against the assessment criteria.

4. Remarks/Actions (comments) are only required if there is a disagreement over an
   assessment, training need, or other action is identified.

5. Following the completion of the assessment any agreed actions including both formal
   training required (for inclusion in Council’s Training Plan), and on-the-job training
   needs identified are to be recorded in the space provided. Include any review dates,
   where appropriate and refer to the Human Resources Manager for inclusion in the
   Training Plan.

6. The completed assessment is to be signed by both the supervisor and employee, and
   the employee may include comments.

7. When completed, the Competency Assessment Record is to be referred for processing
   through the responsible Manager/Director        to the General Manager.

 Position Purpose:            To ensure the efficient and effective operation of allocated trucks/plant as part of Council’s construction and
                              maintenance programs.

Qualifications and Experience for Appointment

Essential Qualifications and Experience:
(The education, training and experience required to perform the job.)

It would be expected that applicants would have at least two years relevant work experience, be able to demonstrate competence in the operation of
motor vehicles (general truck driving) in a construction and maintenance environment.

Essential Licences, Certificates, Permits, etc.
Small Truck Drivers = 3A, 4A - MR or HR.
Large Truck Drivers = 5A, 5B - HC

Desirable Qualifications/Experience
Current 1st First Aid Training
Experience in operation of other items of small plant/large mobile plant ie relevant workcover permits.
