RECOMMENDATION

That:

a)     the tender submitted by Pioneer Road Services Pty Ltd to undertake the works
       associated with Contract 09/24 Road Safety Improvements at Paternoster Road and
       Toomuc Valley Road be accepted for the contract sum of $ 998,606.00;

b)     the tenderers be advised accordingly; and

c)     the common seal of the Council be affixed to the contract documents.

EXECUTIVE SUMMARY

This report provides consideration for the appointment of a contractor to undertake works to
construct and seal road shoulders, install guardrail and improve delineation through
linemarking and signage on:

•      Paternoster Road, Cockatoo between Beaconsfield Emerald Road and View Hill Road
       and;

•      Toomuc Valley Road, Pakenham between Princes Highway and Leppitt Road.

Tenders have been received from five tenderers.

The tender submitted by Pioneer Road Services Pty Ltd is considered the most advantageous
for Council and therefore is recommended to be accepted and the contract awarded
accordingly.

BACKGROUND

Paternoster Road

There have been nine casualty crashes in the five year period 1/7/03 to 30/06/08 along the
stretch of road under consideration.

Toomuc Valley Road

There have been nine casualty crashes in the five year period 1/7/02 to 30/06/07 along the
stretch of road under consideration

On both of these roads, collisions have occurred due to vehicles losing control when
negotiating bends and on losing control have gone off the carriageway, generally striking a tree
or another vehicle. There is insufficient shoulder width to enable the vehicle to be brought
under control and return to the carriageway.

Sealing the shoulders and improving delineation will enable drivers to regain control and the
installation of guardrail will limit the severity of the collisions.

POLICY IMPLICATIONS:

The works have been developed in accordance with Council’s Policy.

RELEVANCE TO COUNCIL PLAN:

Road improvement directly relates to the Council Plan goal of increasing the standard of the
existing road network.

CONSULTATION/COMMUNICATION

Council has consulted with Vic Roads during the project to date.

FINANCIAL AND RESOURCE IMPLICATIONS

Funding of $1,184,000 has been approved through the Vic Roads Auslink Blackspot Program.

The recommended tender is within budget.

CONCLUSION

The tender submitted by Pioneer Road Services Pty Ltd is considered the most advantageous
for Council and it is recommended that the contract be awarded accordingly.
