Remuneration:         $61,128 to $65,527 plus 9% superannuation contribution
Contract Term:        5 years with the possibility of extension

                              POSITION DESCRIPTION
 Research Education Advisory Conservation Hunting Officer, Game Council NSW

Organisation:          Game Council NSW
Location:              Central Office, Orange, NSW

Accountable to:        Chief Executive Officer

PURPOSE OF POSITION

The Research Education Advisory Conservation Hunting Officer (REACH Officer) is
responsible for providing specialist scientific, educational and policy support to Game
Council NSW.

ORGANISATIONAL CONTEXT
Game Council NSW is a Statutory Authority of the NSW Government within the
portfolio of the Minister for Primary Industries. It is responsible for administering the
Game and Feral Animal Control Act 2002 including:
        the effective management of game species within the Game and Feral Animal
        Control Act 2002, and
        The promotion of responsible and orderly hunting of those game species on
        public and private land and of certain pest animals on public land.
These functions include state-wide responsibility for the NSW Game Hunting Licence
System and arrangements to hunt on public land. Game Council NSW has launched
a world-class “NSW Hunter Education Handbook” and implemented arrangements to
accredit hunters and hunting organisations as part of this licensing system.

There are now 380 State forests and two Crown Land areas declared for
conservation hunting.

DECISION MAKING

Decisions relating to the position of Research Education Advisory Conservation
Hunting Officer are made in conjunction with the Chief Executive Officer.

WORK PERFORMED

       Maintain up-to-date scientific knowledge about game animals
       Develop and maintain an up-to-date database and/or web-based
       arrangements to access scientific reference papers, publications and hunter
       education programs
       Ensure hunter and firearms education and training material reflect current
       scientific knowledge
       Develop and facilitate hunter education programs for stakeholders and clients
       Identify and prioritise key information gaps that constrain hunting and the
       capacity to monitor the effect of hunting. Identify sources of funding for

       research on priority gaps and develop research proposals and funding
       applications to address these gaps.
       Develop and maintain systems to identify and report quantitative and
       qualitative benefits of hunting to hunters and the community including social,
       economic and environmental benefits at regional and state-wide scales.
       Provide advice on environmental issues and policies based on policy and
       economic analysis
       Provide executive support to Game Council’s Scientific and Research
       Committee and Ethics, Education and Training Committee
       Develop a network of professional contacts within relevant Government
       agencies and facilitate collaboration with these agencies on game and feral
       animal management programs
       Prepare and evaluate tenders for research and education

The REACH Officer must be prepared to travel as required to service the needs of
the Game Council within NSW and interstate.

MAJOR CHALLENGES OR CONSTRAINTS

The REACH Officer is required to undertake the responsibilities of the position in a
highly competent and efficient manner in accordance with the Game and Feral
Animal Control Act 2002, and within the policies of the NSW Government and Game
Council NSW, and in accordance with the delegations of authority.

The REACH Officer will need to have strong research skills and be able to formulate
recommendations and advice capable of withstanding rigorous scrutiny. The REACH
Officer will need to regularly exercise initiative, sound judgement and discretion, and
be able to work under tight deadlines and pressure.

QUALIFICATIONS AND EXPERIENCE

       Proven initiative and resourcefulness to achieve positive outcomes
       Strong research skills
       Excellent verbal and written communication skills.
       Extensive experience in report writing and submission preparation
       Relevant experience in policy analysis and/or economic analysis
       Proven project and time management skills
       Ability to interpret complex information, including scientific research, policies
       and legislation
       Advanced skills in the operation of Microsoft applications including
       PowerPoint, Excel, Word and Access to produce reports, presentations and
       effective communications
       Demonstrated ability to exercise discretion and maintain strict confidentiality
       Current drivers licence
       Commitment to the culture and development of hunting
       Proven ability to work with a broad range of stakeholders
       Relevant tertiary qualifications
