                  MR DAVID WINTERBOTTOM – ITEM 4 – TOWN AND VILLAGE PLANS

                  Mr Winterbottom spoke on the large amount of work undertaken by the community in
                  redefining and rationalising the precincts within the local Neighbourhood Forum 5 area.
                  He noted that there was a considerable degree of enthusiasm generated by the local
                  community to make a positive contribution to the planning for their precincts.

                  Mr Winterbottom stated that the report suggests planning for the Gwynneville precinct
                  could commence in March 2011, which is not for a year and not for a rational precinct.
                  He recognised that Council resources are stretched and agreed with work priorities set
                  out in the recommendation for traditional Council plan making. However, he requested
                  that Council recognise the special circumstances and make use of extra community
                  resources. He asked that Council give consideration to the community carrying out
                  necessary surveys and studies; organising and managing meetings, in addition to assisting
                  in professional planning and other support. Mr Winterbottom also asked that Council
                  make available maps and other information; publicise community meetings and provide
                  venues, as well as consider appointing a liaison planner to review and direct the work as
                  appropriate.

                  Administrator Gellatly advised that Council is seeking input from the community and
                  Mr Winterbottom’s comments will be taken into account once all feedback is received.

                        exhibition for a period of four (4) weeks.

A number of planning studies have been prepared for commercial centres. The program has largely
been on hold while the Wollongong Local Environmental Plan 2009, Wollongong Development
Control Plan 2009 and West Dapto Release Area Local Environmental Plan, Development Control
Plan and Section 94 Development Contributions Plan were being finalised.

Council at its meeting on 28 July 2009 resolved that a report be prepared prioritising the preparation
of town and village plans. A program has been prepared for the completion of studies that have
previously commenced and the commencement of new projects.

RECOMMENDATION
Council seek community comment on the proposed priority list for developing town and village
plans.


BACKGROUND
Council has been reviewing the planning controls for commercial centres and other precincts over a
number of years, including:

•       Dapto Town Centre Revitalisation Study (2006),
•       Thirroul Village Plan and Development Control Plan (2006),
•       Wollongong City Centre Revitalisation Study (2006), and
•       Port of Port Kembla Land Use Review (2006).

On 3 December 2007, Council considered a report on the priority for the preparation of commercial
centre studies based on the commercial centre hierarchy. At that time the following four (4)
projects had commenced:

•       Corrimal Commercial Centre Revitalisation - exhibited August to October 2009 and
        submissions reported to Council on 15 December 2009;
•       Port Kembla Mainstreet Review – subsequently deferred in 2008 – 90% complete;
•       Berkeley Commercial Centre – subsequently deferred in 2008 – 60% complete; and
•       Fairy Meadow Emerging Centre – subsequently deferred in 2008, 10% complete.

The report recommended that resources should be directed to reviewing the higher-order centres,
prior to the smaller centres. Council endorsed the following priority list for new projects, and noted
that funding was to be allocated as part of future Management Plan processes:

•       Figtree Commercial Centre – to be undertaken in 2008/09;
•       Helensburgh Commercial Centre – to be undertaken in 2008/09;
•       Unanderra Commercial Centre – to be undertaken in 2009/10;
•       Warrawong Commercial Centre – to be undertaken in 2009/10;
•       Bulli Commercial Centre – to be undertaken in 2009/10; and
•       Windang Commercial Centre – to be undertaken in 2009/10.

         Due to higher-priority projects, including the Wollongong Local Environmental Plan 2009,
         Wollongong Development Control Plan 2009 and West Dapto Release Area documentation, none
         of these projects commenced.

         In addition to the Corrimal Town Centre Revitalisation Study, three (3) other precinct reviews are

         currently underway:

         •         Draft Review of 7(d) lands at Helensburgh, Otford and Stanwell Park commenced following
                   a Council resolution in October 2007. The draft Review was exhibited from August to
                   November 2009. Submissions are currently being reviewed;
         •         Draft Farmborough Heights to Mt Kembla Review commenced following the Illawarra
                   Escarpment Land Use Review (in preparation prior to exhibition); and
         •         A review of the Innovation Campus masterplan (now chapter D14 in the draft Wollongong
                   Development Control Plan 2009) has commenced with the University of Wollongong. The
                   current master plan requires that a review occur when 45,000m2 of floor space has been
                   approved.

         During the exhibition of the draft Wollongong Local Environmental Plan 2009, Council received a
         number of submissions requesting the preparation of precinct plans for various localities within the
         City. As part of Council’s consideration of submissions received commenting on the draft
         Wollongong Local Environmental Plan 2009, on 28 July 2009 it resolved (in part) that:

                   22.   A report be prepared and submitted to Council prioritising the preparation of town and village plans.

         The recent exhibition of the character statements and historic precinct development controls as part
         of the draft Wollongong Development Control Plan 2009 has resulted in the following requests
         from the community for Town and Village Plans:

         •         Neighbourhood Committee 1 requested that a Helensburgh Town Plan be prepared;
         •         Port Kembla Chamber of Commerce has requested the completion of the draft Port
                   Kembla Mainstreet study;
         •         Mt Kembla Progress Association is reviewing the development controls around Mt Kembla
                   Village; and
         •         A subcommittee of Neighbourhood Committee 5 has been preparing a precinct plan for
                   Gwynneville.

         PROPOSAL
         The preparation of town and precinct plans has largely been on hold while the higher-priority
         Wollongong Local Environmental Plan 2009, Wollongong Development Control Plan 2009 and
         West Dapto Local Environmental Plan 2010, West Dapto Development Control Plan chapter and
         West Dapto Section 94 Plan were in preparation and being finalised. The Wollongong Local
         Environmental Plan 2009 is expected to be approved by the Minister for Planning in early 2010.
         The Wollongong Development Control Plan 2009 was adopted by Council on 15 December 2009
         and will come into force with the commencement of the Local Environmental Plan. The
         Wollongong Local Environmental Plan (West Dapto) 2010 is waiting approval by the Minister for
         Planning and the revised Development Control Plan provisions are on exhibition.

         It is now opportune to develop a new priority list for the completion of existing projects and the
         commencement of new town and precinct plans. Reviews of the planning controls for towns and
         precincts are important as they provide the opportunity for Council, the community and landowners
         to guide future development. The reviews may recommend changes to planning controls that

encourage economic growth, local employment, housing opportunities, use of public transport and
the preparation of specific urban design controls.

While all the commercial centres and precincts are important, there are insufficient resources to
prepare draft plans and undertake the necessary consultation at the same time. A priority list needs

to be developed. Additionally, the allocation of resources needs to fit in with other Land Use
Planning projects, including the four (4) on-going reviews listed previously and:

•       Thematic Heritage review;
•       Section 94A major review;
•       Contamination Register review;
•       Housing Study review;
•       Various amendments to the Wollongong Local Environmental Plan 2009 and Wollongong
        Development Control Plan 2009;
•       On-going West Dapto projects, including the Duck Creek Flood Study and review of the
        Yallah-Marshall Mount precinct; and
•       Northern Suburbs Tourist Accommodation review.

The following diagram indicates that studies have been completed for the major commercial centres,
with the exception of studies of Warrawong, Fairy Meadow, Figtree and Unanderra. These are
important centres that also need to be reviewed. Warrawong is currently the largest centre, outside
the Wollongong CBD, and needs guidelines to encourage development to support its role and
function. Figtree is subject to rezoning and development pressure while being constrained by
flooding and traffic issues. There is also the opportunity for improved public transport.




This hierarchy is confirmed in the Illawarra Regional Strategy (Department of Planning 2007), which
notes that Warrawong is a Major Regional Centre and notes that Dapto will grow to become a
Major Regional Centre. The Strategy also notes that Corrimal and Figtree are Major Towns and
Fairy Meadow and Unanderra will emerge into Major Towns. The strategy also encourages higher-
density housing and an appropriate housing mix around major regional centres, major towns and
towns.

         It is recommended that the deferred studies for Wentworth Street, Port Kembla and Berkeley
         Commercial Centre be completed, and further consultation be undertaken with the local
         communities and stakeholders. The priority for new studies should be directed to the higher-order
         centres of Warrawong, Fairy Meadow, Unanderra and Figtree.

         The timing of projects will be subject to the availability of resources, other project priorities and the
         amount of community consultation required.

         In addition, the process for undertaking the studies has been reviewed, and a modified process
         developed that includes greater community consultation throughout the project and less reliance on
         consultants.

         CONCLUSION
         A priority list of commercial centre planning studies has been prepared based on the commercial
         centre hierarchy. The review of the planning controls for towns and precincts are important as they
         provide the opportunity for Council, the community and landowners to guide future development.
         The review may result in changes to planning controls that encourage economic growth, local
         employment, housing opportunities, use of public transport and the preparation of specific urban
         design controls.

         This list of projects should be tested with the wider community to identify if the priorities are in
         accordance with their expectations.
