                                                 STREET NUMBERING


1.      PURPOSE

        The purpose of this Policy is to establish a system for allocating street numbers
        consistent with AS/NZS 4819:2003 ”Geographical information - Rural and urban
        addressing” within the City of Campbelltown in order to facilitate a consistent address
        format across the Council area, as well as providing for alterations to existing street
        numbers.

        Every address site within the boundaries of the Council area will be given a number or
        a number range. Address sites will include allotments, buildings, public reserves,
        schools and locations situated along public roads and urban thoroughfares, which are
        not numbered but which require an address to establish their location.

        An administrative procedure, which outlines Council’s numbering system, has been
        developed to assist Council staff in implementing the provisions of this Policy.


2.      POWER TO MAKE THE POLICY

        This Policy incorporates the actions required to fulfil the Council’s obligations with
        regard to Section 220 of the Local Government Act 1999.


3.      STRATEGIC PLAN LINK

        This Policy has the following link to Council’s Strategic Plan 2005-2010:
        •       Goal 5 - Governance and Organisation - A Council providing strong leadership
                and clear directions in partnership with the community and its stakeholders and
                supported by good governance and management practice.


4.      PRINCIPLES

        Council acknowledges the historic development of the City of Campbelltown and
        recognises that the system of numbering required under this Policy may not have been
        in place in earlier times.

        Both numerical and alphabetical designations are necessary in order to maintain a
        clear and orderly system for property identification.

        Residents or tenants may receive compensation where Council is required to renumber
        properties.

        Council will enforce the provisions of this policy pursuant to sections 220 (5) and (6) of
        the Local Government Act, 1999.

5.      PROCEDURES

        5.1     New Street Numbers
                Numbering for all new roads within the Council area will be based on the
                requirements of AS/NZS 4819:2003 “Geographical information - Rural and urban
                addressing”.

        5.2     Renumbering
                It may be necessary for Council to adjust or to modify existing street numbers
                where development or redevelopment occurs in an established area or where
                historic anomalies exist.

                In this situation, residents affected by the change may be offered assistance to
                notify the relevant authorities and compensation to offset the inconvenience
                caused to them by the change.

        5.3     Request to Change a Street Number
                A request to change a street number must be lodged in writing addressed to:
                                        Chief Executive Officer
                                        Campbelltown City Council
                                        PO Box 1
                                        CAMPBELLTOWN SA 5074

                The application must include an explanation of the reason for the request.

                The request will be considered in accordance with the provisions of this Policy
                however, unless there is significant justification, the requirements of this Policy
                will prevail.


6.      COUNCIL ENDORSEMENT

        This Policy was endorsed by Council on 20 June 2006. Council endorsed the Policy
        following public consultation on its draft Policy. Written submissions commenting on
        the draft Policy were invited within 4 weeks of a notice appearing in the East Torrens
        Messenger on 3 May 2006. No submissions were received during this period.
        Any future amendment or alteration to the Policy or a substitution of a new Policy, will
        be in accordance with Council’s Public Consultation Policy, unless the alteration has
        only minor significance and is likely to attract little or no community interest.


7.      REVIEW & EVALUATION

        The effectiveness of this Policy will be reviewed annually in July. The Chief Executive
        Officer will report to Council on the outcome of the evaluation and make
        recommendations for amendment, alteration or a substitution of a new Policy.

8.      AVAILABILITY OF THE POLICY

        This Policy will be available for inspection at Council’s principal office during ordinary
        business hours and at Council’s website www.campbelltown.sa.gov.au. Copies will
        also be provided to interested members of the community upon request, and upon
        payment of a fee in accordance with Council’s Schedule of Fees and Charges.
