Recently I was appointed to the position of SAAP Protocols Project Officer with the
Department for Community Development. I am excited by this appointment and hope to
be able to bring my experience of working in a rural SAAP service to this project and to
build upon the great work that has already been undertaken with the SAAP protocols. For
the past 8 years I was engaged as the CEO of Wonthella House Inc. in Geraldton and
have worked in SAAP services in the areas of youth, counselling and domestic violence for
over 12 years.
It is pleasing to report that the Department of Justice and the WA Police Service protocols
have now been completed and are available on the SAAP website. The SAAP website can
be accessed at http://www.fcs.wa.gov.au/_content/saap/default.htm
Protocols with the Department of Education and Training are
nearing completion and the protocols with Department of Health
Office of Mental Health are soon to be revised. Although still in
the early stages, protocols with the Department of Health -
Hospital Emergency Departments are progressing.

in Care in Western Australia
In October 2000, the Care for Children Advisory Committee highlighted the need for improved access
to information for those who have lived in an out of home care setting. A reference committee was
formed to provide advice to the Department for Community Development in managing the project.
Dr Debbie Rosser was contracted to identify information sources and compile the historical
information.
Pauline Bagdonavicius chairs the Reference Committee, with membership sourced from
Departmental staff and non-government agencies including Francis Lynch (CYFAA and Mercy
Community Services), Lyn Pushong (Mercy Community Services), Tricia Lee (Wanslea), Marie Smith
and Ian Ludlow (Swanleigh), Mark Donald (Ngala) and David Zarb (Mofflyn).
Signposts- a Guide to Children and Young People in Care in Western Australia since 1920 has now
been completed, as has a database containing the names, alias/es, date of birth and placement
details. There are in excess of 106,000 entries on the database comprising of approximately 58,000
names. Signpost will be officially launched in Children’s Week in October 2004.
As young people under the guardianship of the Department may be referred to YSAAP,
information on services in the Historical Directory of Residential Child Placement Facilities in
WA 1920 - 2004 will include youth supported accommodation services. Marie Waldeck from
the Department for Community Development’s Information Services spoke to the SAAP SAC

STRONGfamilies Senior Project Officer

Strong Families is an interagency initiative which was expanded statewide in late 2003
as a result of recommendations arising from the Gordon Inquiry. It has the support of
key Government agencies including the Departments of Health, Justice, Education and
Community Development, the Police Service, Disability Services Commission and
Centrelink.
Strong Families recognises that when families are experiencing very complex problems,
the issues they face often require support from a number of agencies - both
Government and non-Government. When multiple agencies are involved with a family,
it is very important that these agencies work together in a coordinated way, and that
the family is involved in the decisions around what assistance is needed. There care
however many barriers to agencies working together in a coordinated and collaborative
way and Strong Families is a practical approach to help overcome these barriers.
Any agency can refer a family to Strong Families. The criteria for referrals are:
§ The family is experiencing complex social problems, for example housing instability
or homelessness, domestic violence, children staying away from school, physical
health, mental health, financial problems, anti social behaviour and alcohol or
substance abuse.
§ Increased agency coordination and collaboration are needed to help make a
difference for the family.
§ The family agrees to take part and for relevant information to be shared.
Once a family has been fully informed about Strong Families and given consent for
family information to be shared, a Strong Families Coordinator works with the
appropriate agencies to set up a meeting which involves family members and workers
from agencies involved with the family.
The meeting is held in a place where everyone feels comfortable. The meeting is
conducted by the Coordinator who provides neutral facilitation for the meeting. The
Coordinators role is to ensure that everyone present has a say - especially family
members - and that a coordinated plan of action is developed to help meet the family's
needs. A date is set for another meeting – usually between 4-6 weeks time - to review
the plan to make sure it is making a difference and that everyone is doing their part.
Since the program expanded statewide (ie. between January and July 2004) a total of
94 families have participated in Strong Families meetings. Around two thirds of these
families are Aboriginal. While formal evaluation has not yet taken place, feedback from
both families and workers is very positive and the meetings are achieving their objective
of brining about improved outcomes for families as a result of increased coordination
and collaboration.
Twelve Strong Families Coordinators are located across the state – five in the
metropolitan area and seven in regional locations.

Exclusion Practice in SAAP Research Project
The final report on Exclusion Practice in SAAP: Identification of the Mental Health, Alcohol
and Other Drugs issues impacting on current practice in SAAP Services was forwarded to
the Mental Health and Alcohol and Other Drugs Working Party at the end of August 2004.
In May 2004 SAAP SAC on behalf of the Working Party engaged Jill Cameron and
Associates to undertake a research project to identify how mental health and alcohol and
other drugs interact and impact on SAAP and its capacity to meet its objectives and the
needs of target clients. The objectives of the research project were to:
i. identify current practice in SAAP services relating to clients with mental health, alcohol
and other drugs issues; and
ii. to make recommendations about how to address the accommodation needs of clients
with mental health, alcohol and other drugs issues.
As a result of their research and sector consultation, the consultants Jill Cameron and Janet
Payton identified a number of areas as gaps that impact on service delivery for people with
mental health, alcohol and other drugs issues. These include:
§ staff resourcing;
§ collaboration, support and training; and
§ appropriate accommodation.
A number of broad recommendations on the three areas listed above were provided. The
Mental Health and Alcohol and Other Drugs Working Party will now meet to review the
recommendations so as to establish a plan of priorities and actions that will be taken to
SAAP SAC and the Minister for Community Development for consideration.
The Working Party wishes to thank Jill Cameron and Associates and the many individual
SAAP services whose input into the research project is most valued.
The SAAP SAC Terms of Reference are to:
§ Provide advice to the Minister on Matters pertaining to SAAP
§ Advise on emerging issues as identified by the Minister
§ Advise on issues of homelessness as they relate to SAAP
§ Contribute to program development and policy in SAAP
§ Contribute to the implementation and evaluation of the Fourth SAAP Agreement
