                                       EXECUTIVE SUMMARY


PURPOSE OF REPORT:                                          To reconsider a request by Ravenswood School
                                                            for a Children's Crossing in Cecil Street.



BACKGROUND:                                                 Following a request from Ravenswood school,
                                                            Ku-ring-gai Traffic Committee has
                                                            recommended the installation of a Children’s
                                                            Crossing in Cecil Street to assist students’
                                                            access school facilities at 6 Cecil Street and the
                                                            school chapel at the Highway. Residents
                                                            objected because of the impacts of the proposed
                                                            crossing, including loss of parking. When
                                                            considered by Council in December 2008, a
                                                            decision was deferred, pending a site
                                                            inspection.



COMMENTS:                                                   The site inspection was held during peak school
                                                            time, on Friday 6 March 2009. Issues raised by
                                                            both residents and the school were discussed
                                                            and considered on site, including a suggested
                                                            alternative crossing location in Henry Street.



RECOMMENDATION:                                             The proposed Children's Crossing at
                                                            Ravenswood School be approved.

PURPOSE OF REPORT
To reconsider a request by Ravenswood School for a Children's Crossing in Cecil Street.

BACKGROUND
On 2 December 2008, Council considered a Ku-ring-gai Traffic Committee recommendation dated
20 November 2008, regarding a proposed Children’s Crossing in Cecil Street. The crossing has
been requested by Ravenswood School to assist its students to access infant facilities at 6 Cecil
Street and the school chapel at the Highway. A Children’s Crossing would result in a safer
crossing environment for students but would impact on parking in the street, including for
residents. Cecil Street is heavily used by the school community. While the school requests the
crossing for the safety of its children and staff, residents objected because of additional impacts on
them, including a loss in parking.

When the Ku-ring-gai Traffic Committee minutes were considered by Council, Council resolved to
defer the matter pending a site meeting being held on a school day in early 2009 and the matter
reported to Council.

A copy of the report considered by KTC and minutes of the Committee’s deliberations as well as
vehicle and pedestrian movement counts, undertaken on 3 February 2009, are attached.

COMMENTS
The site meeting was held during the morning school peak on Friday 6 March 2009. All Councillors
had been invited to attend, as were residents and the school. Notes taken during the meeting are
attached.

The meeting provided those Councillors present with the opportunity to observe the site of the
proposed crossing in Cecil Street and to discuss the views of residents and the school. The
location of the crossing site in Henry Street, suggested by residents, was also inspected.

The previous KTC technical recommendation is reproduced below, deleting that part, which sought
further advice from the RTA as to whether restrictions associated with the crossing could operate
only during school times to minimise impacts on residents. The RTA clarified at the Committee
meeting of 20 November 2008 that the restriction would have to be full time as the crossing could
be operated outside normal school times.

CONSULTATION
The site inspection allowed those Councillors present the opportunity to consider issues involved
with the proposed Children’s Crossing and to discuss their views with residents and school
representatives. Residents had previously provided input into the proposal during the consultation
process, by addressing the KTC at its meeting on 20 November 2008 and by addressing Council on
2 December 2008.

A copy of this report will also be made available to residents concerned and to Ravenswood School.

FINANCIAL CONSIDERATIONS
As previously advised, the school has agreed to pay for costs of the work associated with the
requested crossing. The estimated cost of the work involved, excluding signs and linemarking, is
$5,000.

It is expected that the signs and linemarking associated with the Children’s Crossing will be met
with the RTA.

CONSULTATION WITH OTHER COUNCIL DEPARTMENTS
Council’s Heritage Conservation Officer has been consulted regarding heritage issues. He has
previously advised that in his opinion the crossing would not impact on the heritage significance of
the group of federation houses involved. This issue was raised by residents.

SUMMARY
KTC has recommended installation of a Children’s Crossing in Cecil Street at Ravenswood School
to assist students access infant school facilities at 6 Cecil Street and the school chapel at the
Highway. The school has undertaken to fund work associated with the crossing. Residents object
because of the impacts of the proposed crossing, including loss of parking in Cecil Street. When
considered by Council in December 2008, a decision was deferred, pending a site inspection. The
site inspection was held during peak school time, on Friday 6 March 2009. Issues raised by both
residents and the school were discussed on site, including a suggested crossing in Henry Street.

RECOMMENDATION
         A.    That Council note the expressed views of both Ravenswood School and the residents
               who would be affected, regarding the proposed Children’s Crossing in Cecil Street, as
               well as the usage demand for the requested crossing.

         B.    That the proposed crossing be approved and be installed, subject to the Principal
               signing an undertaking to arrange to display Children Crossing flags only during
               periods when the crossing is in use and Ravenswood School pre-paying the amount of
               $5,000 for associated works.

         C.    That timing of the work be the subject of further discussion with the school and
               affected residents, to minimise its impact on school activities and residents.

         D.    That Ravenswood School and residents who have responded to Council be advised of
               Council’s decision.
