Introduction
The data in this report relates to Australian citizenship tests administered by
the Department of Immigration and Citizenship between 1 July 2009 and
30 September 2009. This represents the first quarter of the 2009–10
program year.
This citizenship test snapshot report has been reformatted to align with DIAC
program year (1 July–30 June) reporting, rather than cumulative reports since
the commencement of citizenship testing on 1 October 2007. Future reports
will also be quarterly based on the program year to date.
Data for this report was extracted on 6 October 2009. A small number of
paper tests yet to be processed are not included in this report.
This report will be regularly updated and published on the department’s
website at www.citizenship.gov.au.

Executive Summary
Between 1 July 2009 and 30 September 2009 (figures in brackets are from
the same quarter of the 2008-09 program year):
• 30 688 clients sat the Australian citizenship test (23 835);
• 29 318 clients (or 95.5 per cent) passed the test on their first or
subsequent attempt (22 336 – 93.7 per cent);
• The department administered 36 481 tests, including re-sits where
clients did not pass the test on their first attempt (28 442);
• On average there were 1.2 tests administered per client (unchanged);
• The percentage of Skill stream clients who passed the test on their first
or subsequent attempt was 99% (unchanged);
• The percentage of Family stream clients who passed the test on their
first or subsequent attempt was 92% (91%); and
• The percentage of Humanitarian program clients who passed the test
on their first or subsequent attempt was 70% (71%).

2008-09 Program Year Summary
• 90 852 clients sat the Australian citizenship test;
• 87 413 clients (or 96.2 per cent) passed the test on their first or
subsequent attempt;
• The department administered 109 949 tests, including re-sits where
clients did not pass the test on their first attempt;
• On average there were 1.2 tests administered per client;
• The percentage of Skill stream clients who passed the test on their first
or subsequent attempt was 99%;
• The percentage of Family stream clients who passed the test on their
first or subsequent attempt was 94%; and
• The percentage of Humanitarian program clients who passed the test
on their first or subsequent attempt was 79%.
Since citizenship testing began on 1 October 2007, the department has
administered 205,887 tests to 167,678 clients to 30 September 2009.
163,341 clients had passed the test (97.4%) as at 30 September 2009.

Clients can sit the test as many times as they need in order to pass. Some
clients sit the test more than once before they pass, which is why there are
more tests than clients.
• 29 318 clients (95.5 per cent) passed the test on their first or
subsequent attempt.
• 26 204 clients (85.4 per cent) passed the test on their first attempt.

Program Analysis
While 95.5 per cent of clients passed the test, the number of times they
attempted the test varied across the visa streams.
