DISCOUNT PAINT INCENTIVE FOR HERITAGE BUILDINGS
To promote the use of traditional colour schemes on our local heritage items in the Municipality, Council has successfully negotiated with the Wattyl paint company to provide a discount paint scheme for heritage properties owners.
Through their Pascol Premium Paint range Wattyl is kindly making available a trade price discount on the cost of paint where owners undertake a Council approved paint scheme for their building. The discount will significantly reduce the paint price and is available for interior or exterior schemes.

Pascol have a range of Traditional Heritage colours, developed over 20 years involvement with heritage bodies, State Governments and restoration architects, and which are based on actual investigation of old houses and buildings from 1820 up to the mid 40s. Council has launched its new web site containing a wealth of 'asked-for' menus, including an expanded Library section, downloadable documents, on-line registration for the Community Directory, news, events, items of interest, the awards won by the Kogarah Town Square and provision for on-line payment of rates and other charges. AUSTRALIA DAY EXTRAVAGANZA
Following a long-established tradition, Kogarah Council will stage a free Australia Day extravaganza in the beautiful bushland setting of Carss Bush Park on Monday January 26, 2004 from 11:00 am til 9:00 pm. Market stalls and family fun including kids rides, animal farm, clowns and other entertainment will begin from 11am. The main stage will come alive with an Australia Day address from our Ambassador, Champion Marathon swimmer Susie Maroney followed by a Citizenship Ceremony at 2pm. Kids, don't miss a fun-filled show by the famous Humphrey B Bear. This family-oriented event continues throughout the afternoon and evening with even more roving entertainers, community groups performing on the Rock Stage, and a host of craft and food stalls set to make your taste buds sizzle. The evening continues with entertainment from the Excellent Iguanas and culminates with a spectacular fireworks/laser display (restrictions permitting). Poulton Park - Open for All
Over 150 local school children in years 5 & 6, invited guests, local residents and a perfect Spring day witnessed the official opening of the Poulton Park Ecological Restoration Project in Hurstville Grove. The aim of the project was to improve water quality, reduce sediment and litter deposits in Oatley Bay, improve the habitat for flora and fauna and provide the community with a passive recreational facility and educational opportunity. Native flora has been planted to rejuvenate the site and a path installed for safe community access to enjoy and appreciate the natural environment. Students from Connells Point Public School and Hurstville South Public School attended the day of activities participating in stormwater games, planting native grasses and shrubs as well as completing an activity course educating them about the changes to the park, how Planning and Natural Resources, Creatures of Habitat, Streamwatch, Australian Wetlands and the local community members involved for assisting in creating this space for the community to enjoy.

ARE YOU CONSIDERING PURCHASING A SCOOTER? If yes, then come along to Kogarah Council’s FREE Scooter Safe Workshop for scooter and motorised wheelchair users on Wednesday 21 January 2004. The training aims to enable users to learn about safe usage, provide information about legal issues such as insurance and provide an opportunity to practice safe driving skills. The morning session will cover Rights and Responsibilities, the Australian Road Rules and, with thanks to Scooters Australia, the importance of servicing and maintenance. The afternoon session will be more practicable, including practicing safe driving and a free safety check. In addition, Connex have kindly donated the use of a wheelchair accessible bus to allow attendees to practice boarding a bus. - Local Government Elections Saturday 27 March 2004
Councillors represent you on a range of issues, including urban planning, development, management of our parks and funding for local community groups. As your voice in Council, Councillors take your concerns to regular Council meetings. Kogarah has four wards: north, middle, west and east, with three Councillors elected from each ward. Local Government elections are held every four years. Councillors elect the Mayor each year. Voting is compulsory for residents and non compulsory for non-resident ratepayers, occupiers and rate paying lessees. Anyone enrolled as an elector is eligible to run for election as a Councillor (specific requirements are outlined in the Local Government Act 1993).
VOTING INFORMATION
The Electoral Commissioner of New South Wales has appointed Alan Reinten as Returning Officer for the Kogarah Municipality. All requests for information regarding the Election should be directed to the Returning Officer. POSTAL VOTING A person can apply to vote by post if the person: (a) will not throughout the hours of polling on election day be within the ward or area for which the election is being held, or (b) will not throughout the hours of polling on election day be within eight kilometres by the nearest practicable route of any polling place at which he or she is entitled to vote, or (c) will throughout the hours of polling on election day be travelling under conditions which prevent him or her from attending at any such polling place to vote, or (d) is seriously ill or disabled and so will be prevented from attending at any such polling place to vote, or (e) is prevented by approaching maternity from attending at any such polling place to vote, or (f) is by reason of that person’s membership of a religious order or religious beliefs, prevented from attending at any such polling place or prevented from voting throughout the hours of polling on election day or throughout the greater part of those hours, or (g) is, by reason of that person being kept in a prison, prevented from attending at any such polling place to vote, or (h) will be, at a place other than a hospital, caring for another person who requires his or her care for medical reasons and so will be prevented from attending at any such polling place to vote, or (i) will, by reason of being engaged for fee, gain or reward in any work throughout the hours of polling on election day, be prevented from attending at any such polling place to vote. Postal voting will commence on Friday 27 February 2004 and close at 5:00 pm on Monday 22 March 2004. Pre-Poll Voting Similar to postal voting (with the exception of (d) (e) and (g) above, a person can obtain a pre-poll vote before the election. A person qualified to vote, can apply for a prepoll vote at the Pre-Poll Voting Office, 2 Belgrave Street, Kogarah, NSW 2217. The Pre-Poll Voting Office will be open between 8:30 am and 4:30 pm from Monday 15 March 2004, except the day before the election (Friday 26 March 2004) when the office will be open between 8:30 am and 6:00 pm. Absentee Voting There will be No absentee voting at these elections. Voting on Election Day Voting will commence at 8:00 am and close at 6:00 pm. Voting is compulsory for all enrolled electors. If your name is not on the electoral roll. If an elector’s name is not on the roll, that person can make a declaration on the prescribed form and receive a ballot paper. The ballot paper will not be admitted as a vote unless the declaration is later found to be in order.

Kogarah Community Grants 2004
The Kogarah Community Grants Program is a funding program that aims to assist in the development and provision of community services and programs within Kogarah. The funding is available for local non-profit community organisations and groups. The timetable for the 2004/2005 Kogarah Community Grants is: June 2004 Application forms and Guidelines available June 2004 2004 Grants advertised in local papers August 2004 Applications close October 2004 Grant applicants notified of funding outcome The timetable has been altered this year to fit in with other local funding programs such as the Community Development Support Expenditure Scheme (CDSE), which is part of the local Club grants. BALI MEMORIAL UNVEILED AT CARSS PARK
A little over twelve months ago the people of Australia were jolted out of their cocoon of safety by the news that terrorists had taken the lives of over 200 people and severely injured many more, virtually on Australia’s doorstep, at one of our favourite holiday resorts, Kuta Beach, Bali. It was only later that the realisation dawned that 88 of those victims were Australians. The majority were unknown to us but all were fathers, mothers, wives, lovers, sons and daughters. We became a nation bonded in grief. The indefatigable Dick Caine suggested that there should be a memorial to the Australian victims and, taking the bull by the horns, he wholeheartedly threw himself into the project. He wheedled, cajoled, begged and borrowed, called in favours and rallied the community behind him. Sportsmen, tradesmen, businessmen, companies, school children, mums and dads all fell under the Caine charm and flocked to his Open Day in December last year. The culmination of that event and the money it raised was transformed into a lasting and practical memorial to those who so tragically lost their lives in such a senseless, pointless terrorist attack. The fact that a number of the perpetrators have been apprehended and sentenced does little to alleviate the grief. Our comrades and loved ones may be gone, but they will never be forgotten.

REFUGEE ART ON EXHIBITION
St. George Migrant Resource Centre and Kogarah Council presented an Art Exhibition at Kogarah Town Square, highlighting works such as paintings, poetry, posters and embroidery during October and November. All works related to refugees or the plight of refugees, with the official opening showcasing the Sudanese community, as this is one of the emerging refugee communities in the region. The NSW State Manager of AUSTCARE addressed guests as well as Mayor Jim Taylor, who formally opened the exhibition. REVAMPED RECYCLING TRUCKS HIT THE STREETS
Council's recycling trucks now feature an exclusive colourful design, thanks to Annalise Giardina, a student at St George Christian School. Annalise's design was chosen a the winner from over 300 designs submitted by school children within the Municipality. Annalise won a DVD player for her school and a $100 book voucher for herself. Council thanks everyone who participated in the Truck Design Competition.

Insulation has an R value to indicate its effectiveness. Choose an insulation product with a minimum value of R3. Ensure there are no gaps in the insulation - only a 5% gap can decrease the effectiveness by 50%. Independent Retirees Membership Drive
The Sydney St George Branch of the Association of Independent Retirees (AIR) Ltd, which represents part and fully-funded retirees, welcomes new members and visitors to their meetings.
