HAPPY 4TH OF JULY Bob Odom, Commissioner VOL. 84, No. 13 www.ldaf.state.la.us June 28, 2001 Meeting the challenges of Agriculture and Forestry with Commissioner Bob Odom Representatives from the Department of Agriculture and Forestry’s Office of Animal Health Services are expanding their door-to-door canvas of horse owners in a continuous effort to stop the spread of Equine Infectious Anemia, Commissioner of Agriculture and Forestry Bob Odom says. Because the often-fatal disease is easily passed from one horse to another, the department began going door-to-door more than a year ago in an attempt to better inform horse owners of the state’s EIA regulations. Inspectors provide educational information about the disease and also check for proof of an annual EIA test. State regulation requires that all of Louisiana’s approximately 180,000 horses be tested annually for the disease. “We began the program in all geographic areas of the state and focused our initial checks on parishes where incidence of the disease is high,” Odom explains. “We are now moving into nine new parishes.” The parishes are Bienville, Calcasieu, Iberia, Iberville, LaSalle, Ouachita, Red River, St. Landry and Tangipahoa. During the 1970s and 1980s, Louisiana had the highest EIA infection rate per capita in the United States. The number of horses testing positive has dropped significantly in recent years, according to State Veterinarian Dr. Maxwell Lea, but there is still a problem with EIA in the state. “Too many horses are going untested and the infected ones are unknowingly passing the disease to healthy animals,” Odom says. “There’s not a vaccine or cure for EIA right now, so the only way we can stop the spread of the disease is by identifying infected horses through annual testing.” Transfer from an infected animal’s bloodstream to the bloodstream of a non-infected animal spreads the EIA virus from animal to animal. Although Lea says horseflies are the biggest culprits in the spread of the disease, using the same needle for injections to a whole group of horses has also been incriminated in the spread of EIA. The symptoms of EIA include fever, lack of appetite, weight loss, weakness, anemia and swelling of the lower legs, chest and abdomen. It can appear in three forms and causes death in as many as 30 percent of the infected animals. Along with the door-to-door canvas, the department will continue checking for proof of testing at rodeos, horse shows, sale barns and other horse events. Winners of the Louisiana State 4-H Outdoor Skills Shooting Competition skeet shooting division for senior high students are: front row State Junior Team Winners Ben Auldeman and Cody Hollier; back row State Senior Team Winners Chance Hilburn, Justin Bennett and Ross Walker. The team of three and one alternate won first place in state, and the three team members each placed 1st, 2nd and 3rd in the individual competition. They will travel to San Antonio, Texas in July for the national competition. Seniors Farmers Market Nutrition Program Coupons mailed out Nearly 6,000 coupon books have been mailed out to Louisiana senior citizens who signed up to participate in the Seniors Farmers Market Nutrition Program, Commissioner of Agriculture and Forestry Bob Odom announced today. “I am happy to say that the first batch of coupons has been sent,” Odom said. “As we receive additional names from cooperating agencies, we will continue mailing out coupons.” The program has available $500,000 in USDA grant money that is distributed in books of five $4-coupons enabling the program to serve 25,000 Louisiana residents. The coupons can be used at farmers markets and permanent roadside stands to purchase fresh fruits, vegetables and herbs. Eligible participants must be at least 60 years of age and earn less than 185 percent of poverty level. For an individual, that amounts to income of $15,448 or less per year, and for a two-person family unit the income is $20,813 or less. For each additional person, $5,365 is added to the household income limit. “So far we have received more than 13,000 names from parishes across the state, and we are processing lists from Councils on Aging, Food for Seniors, food banks and other senior-based organizations daily,” Odom explained. Residents eligible to participate can contact their local Council on Aging to qualify and have their names added to the list. The coupons will be distributed on a first come, first served basis. Odom reminded program participants that their coupons don’t expire until October 31, 2001. “With all the rain we’ve had recently, especially in south Louisiana, produce supplies may be low at some roadside stands and farmers markets. Keep in mind that the coupons are valid until October 31, so there is plenty of time to redeem them,” he said. Odom also asked participants to be patient with produce growers who have suffered crop losses because of rains and flooding. “A lot of these families will have to plant different crops or replant what they already have, so don’t be discouraged if you can’t find what you’re looking for or the selection isn’t what you expected. Return to the market or roadside stand later and you’ll probably find something even better.” In addition to the coupons, the department is sending a brochure listing all of the participating farmers markets and roadside stands, their months and hours of operation, and their location. Another brochure contains a listing of fresh fruits and vegetables grown in Louisiana, and instructions for using the coupons. Ray Montgomery, 117 Leonie St., Lafayette, Field day held at Pecan Research and Extension station A major problem facing pecan growers, just as with other agricultural producers, is identifying and controlling insect pests, according to researchers at a recent field day at the LSU AgCenter’s Pecan Research and Extension Station near Shreveport. The hickory shuckworm is particularly difficult to track, so Dr. Michael Hall, a scientist at the pecan station, is using a blacklight trap to capture them when they fly at night. “They’re small and hard to count when there are a lot of other bugs, too,” Hall said, explaining that finding the best time of night to capture the hickory shuckworm reduces the amount of bugs to count. So he’s outfitted a light trap with a rotator that puts a fresh collection bottle in the trap every 1½ hours. Identifying the time of night when the bugs fly will make it easier for producers to capture them and count populations. Then, when they know the insects are present, they can spray both effectively and efficiently. Hall also said trapping the hickory shuckworm will help find the best time of year, based on the size of the population, to spray for them. In addition to light traps, which use black light to lure insects, Hall is studying the effectiveness of pheromone traps. This year, he’s comparing the results of using three traps and two pheromone lures in various combinations to find out which best measures populations of the pecan nut casebearer, another insect that damages the pecan crop. Identifying pecan nut casebearer populations at economically critical levels is important so the insect can be controlled by applying a pesticide at the proper time when harmful adults are present. As an alternative to spraying pesticides, Hall also is evaluating the use of “trap crops” that can be planted near pecan orchards. These crops attract insects away from the pecan trees so the insects feed there rather than on the pecans. In other presentations at the June 1 field day, LSU AgCenter researchers reported preliminary results of fungicide evaluations and leaf analysis research. At one stop on the field tour, Dr. L.J. Grauke, a pecan researcher with the U.S. Department of Agriculture’s Agricultural Research Service in Somerville, Texas, presented an evaluation of a rootstock experiment he originally planted in 1988 when he was a member of the LSU AgCenter’s pecan station staff. Among his observations, Grauke said the choice of rootstock can affect tree performance. “You need climatically adapted rootstock,” he said. “The wrong rootstock can cause trees to be too early and get frozen or held back.” Louisiana pecans are produced both in orchards and on many backyard trees. According to the LSU AgCenter’s 2000 Louisiana Summary of Agriculture and Natural Resources, the nearly 10.6 million pounds of pecans harvested in Louisiana in 2000 included almost 4.4 million pounds of improved pecans and more than 6.2 million pounds of native pecans. The LSU AgCenter estimates pecans contributed $11.3 million to the Louisiana economy in 2000. Nutritionally, pecans provide a concentrated source of energy. They are rich in vitamin E and minerals. Though high in fat, the fat is unsaturated, and pecans contain no cholesterol, according to LSU AgCenter nutritionists. Each ounce, about 14 large halves or 1/ 4 cup, contains about 190 calories, 19 grams of fat (mostly unsaturated) and 2 grams of protein. Lagniappe Cookery... on the grill Asleep-At-The Grill Barbecued Ribs 1 10 oz. bottle Teriyaki sauce ( 1¼ cups) *1 1/2 cups brown sugar, firmly packed 1 bulb garlic, peeled *3 tablespoons molasses 1 teaspoon ground Cumin 2 tablespoons cayenne pepper *1/2 cup hot pepper sauce 1 tablespoon seasoned pepper 1 can (16 oz.) cranberry sauce *2 racks (about 4 lbs.) Baby Back pork ribs In blender combine teriyaki sauce, brown sugar, garlic, molasses, cumin, cayenne pepper, hot pepper sauce, seasoned pepper and cranberry sauce. Process until well blended; set aside. Place ribs in shallow baking dish. Pour sauce over ribs, turning until they are well coated with sauce. Cover and marinate ribs in the refrigerator at least 8 hours or overnight. In a covered grill, cook ribs for 1 hour, turning every 20 minutes. Close top vent on grill about halfway through cooking time to lower temperature, then brush ribs frequently with sauce for 30 minutes. Yields 4-6 servings. Grilled Vegetables *2 medium yams *2 medium Japanese eggplants *2 medium Crookneck or Zucchini squash *2 small Turnips with tops 1/4 cup Virgin Olive oil *1 teaspoon Red Pepper seasoned salt Heat grill for medium-hot coals. Scrub skins of vegetables but do not peel; trim end. Slice yams lenghtwise into 3/4" thick slices. Cut remaining vegetables in half, brush generously on vegetables. Grill vegetables, cut sides down, 4-5 in. from heat, 10-15 minutes or until tender when pierced with a skewer, turning once. Basil Tomato Salad 2 tablespoons olive oil 2 tablespoons cider vinegar 2 tablespoons chopped fresh basil or 1 teaspoon dried basil 1/2 teaspoon salt 1/4 teaspoon pepper *3 cups cooked rice, cooled *2 medium tomatoes, chopped *1 medium cucumber, seeded & chopped *1 small red onion, chopped In a small bowl, whisk together oil, vinegar, basil, salt & pepper. Add rice, tomatoes, cucumber and onion; toss. Serve chilled. Mix last 7 ingredients and pour over veggies. Refrigerate. Fresh Blueberry Cobbler *3 cups blueberries 1 teaspoon lemon juice cooking spray 1 cup all-purpose flour *1/2 cup sugar 1 teaspoon baking powder 1/8 teaspoon ground nutmeg dash of salt 1 tablespoon vegetable oil *1/2 teaspoon vanilla extract *2 egg whites, lightly beaten *3 tablespoons sugar 1/2 teaspoon ground cinnamon Preheat oven to 350°. Combine blueberries and lemon juice in a 9 inch sq. baking dish coated with cooking spray, stir gently and set aside. Combine flour and next 4 ingredients (flour through salt) in a bowl, make a well in center of mixture. Combine oil, vanilla, and egg whites, stir well with a whisk. Add to flour mixture, stirring just until moist. Drop dough by spoonfuls onto blueberry mixture to form 8 dumplings. Combine 3 tablespoons sugar and cinnamon. Sprinkle over dumplings.
