This filing is being made pursuant to the "Rules For Interexchange Service Providers." This letter is to advise the Commission of the following AT&T Promotional Program: Service offered: AT&T Software Defined Network (SDN), Virtual Telecommunications Network Service (VTNS) and State Calling Service Terms of Promotion: AT&T will offer the following promotional options to AT&T new and existing SDN, VTNS and State Calling Service customers, who enroll between April 1, 1996 and June30, 1996. OPTION A
Option 1 under Option A will be offered to customers that commit to maintaining AT&T's service for at least 12 consecutive months after enrollment and increasing their annualized incremental undiscounted intrastate usage during the same 12 month period, as described below. Customer locations participating in this promotion will receive one Promotional Coupon per location and a customer's total coupons for all locations may not exceed 800 coupons. Promotional Coupons are redeemable for goods and services from participating vendors or for a bill credit which will appear on the customer's second full month's bill following enrollment in this promotion. Each customer location may qualifjr for only one of the COUPON VAILJESBILL CREDITS listed on the table below. The value of the coupon or billing credit is based on the customer's number of lines and intrastate incremental increased commitment level as specified below. Commitment levels and corresponding coupon values are:

For the purpose of calculating the intrastate annual commitment, as specified above, existing customers will be baselined against the customer’s March 1996 annualized intrastate billing. New customer locations will be baselined against $0.00 billing. If the customer terminates service before the end of the 12 month period, or does not meet or exceed the minimum incremental intrastate increase, they will be rebilled a shortfall charge equal to the coupon values they received. Option 2 under Option A provides customers with switched access only the choice of selecting between a two year maintenance agreement associated with their existing auto dialers or a bill credit which will appear on the customer’s ninth full month’s bill following enrollment in this option. Option 2 requires that the customer commit to maintaining AT&T’s service for at least two consecutive months after enrollment and bill incremental undiscounted intrastate usage during the same two month period as described below:

For the purpose of calculating the minimum intrastate increase, as specified above, existing customer usage will be baselined against the March 1996 annualized intrastate billing. New customer locations will be baselined against $0.00 billing. If the customer terminates service before the end of the two month period, or does not meet or exceed the minimum incremental intrastate increase for the two consecutive months, they forfeit the bill credit or will be rebilled the value of the maintenance agreement. Customer locations participating in Option 2 will receive a maximum of three credits or maintenance contracts per location and a customer’s total maintenance contract or credits for all locations may not exceed 800.
New and existing AT&T customers who enroll in this Intrastate CoupokProhotldn32 after July 1 can select Option 1 or Option 2. The new AT&T customers must convert their Other Common Carrier service to the AT&T 10732 access code from another ":" 1 :1 interexchange carrier.

Existing AT&T customers who have previously enrolled in a similar AT&T SDN, VTNS or State Calling Service Option A promotion prior to July 1, 1995 can only select Option 2 and they must meet their annual usage commitment based on the value of the coupon redeemed under that promotion. Customers enrolling in Option 2 must also extend their original commitment period by an additional two months, starting with the first full billing period after receipt and validation of the coupon. This promotion cannot be used at the same BTN locations previously taking the IntraLATA Dialing Plan Promotion.
OPTION P
Option P will be offered to customers that commit to maintaining AT&T's service for at least 12 consecutive months after enrollment and increase their annualized incremental intrastate usage by $1500 or more (prior to other discounts or credits) during the same 12 month period, as described below. Customer locations participating in this promotion will receive one promotional coupon. The Coupon is valued at $600 and is redeemable for goods and services from participating vendors or for a bill credit payable in the first month after verification of reprogramming is received. There is a maximum of 800 AT&T SDNNTNS customer locations per Main Billed Account under this promotion. For the purpose of calculating the intrastate incremental usage increase, as specified above, existing customers will be baselined against the customer's March 1996 annualized billing. New customer locations will be baselined against $0.00 billing. If the customer terminates service before the end of the 12 month period, or does not meet or exceed the minimum incrementa1 intrastate increase of $1500, they will be rebilled a shortfall charge of $600.
If a customer location migrates to any other AT&T Service or discontinues its AT&T
service prior to completion of the 12 month commitment, the customer will be rebilled for the coupon value of $600 received under this promotion. This promotion cannot be used at the same BTN locations previously taking the IntraLATA Dialing Plan Promotion.
