Section 1: Overview
This SWMS (Solid Waste Management System) Project is completely based on Navi Mumbai
Municipal Corporation; it’s a satellite city surrounding Mumbai formed in the year 1994.
With an Endeavor to provide high level of transparency in the daily operation of governance
and delivery with enhancing services to citizen needs with tangible increase in quality of
service. NMMC Envisaged an Integrated system to E-Initiatives with GIS centric approach.

The motives behind this effort: SWMS project should reach around civic people and fulfill
there desires in less span of time.

  1.1    Purpose

         The purpose of the document is to provide the Initial draft of Software Requirement Specification
         for the automation of the processes for NMMC Solid Waste Management System based on the
         requirements. SRS will be updated on time-to-time after Requirement Study of various services &
         modules.

1.2      Business Context

         Navi Mumbai Municipal Corporation, a satellite city surrounding Mumbai formed in the year 1994.
         With an Endeavor to provide high level of transparency in the daily operation of governance and
         delivery with enhancing services to citizen needs with tangible increase in quality of service.
         NMMC Envisaged an Integrated system to E-Initiatives with GIS centric approach.

         In order to overcome the management and administrative difficulties, NMMC desires to
         implement a GIS Based Solid Waste Management System. The above systems would be
         implemented on a Local Area Network (LAN) with in the Navi Mumbai Municipal Corporation,
         Belapur and over Wide Area Network (WAN) in between Wards, in order to replace the existing
         manual paper based system. The key point of the new systems would be a graphical user
         interface in order to make the design user friendly and to enable the existing staff to utilize the
         system with minimal training.

         The objectives of the project are as follows:

          To top up the e-Solid Waste Management System services

          To reduce manual labour involved

          To collect the maximum possible data

          To increase accuracy of data

          To avoid duplication of work

          To be able to view different reports required for operational management and decisions
              support

          To respond accurately and timely to requests of the information from the government




         Solid Waste Management System software should be an integrated browser based product such
         that real-time information is available on demand any time anywhere.

         Software GUI should be highly user friendly. The platform can be either Microsoft or Open-end
         Technology as long as Project Lifecycle Costs do not change.

         Software should support user role based behaviors.

  1.3    Scope

         The scope of the SWMS project is as below based on our discussion and the needs expressed
         by the NMMC- Solid Waste Management department and the IT team.

          Carryout requirement study for the detail services provided by NMMC Solid Waste
         Management Department and identification of areas/processes for the proposed business
         software customization, wherever necessary

          Development and implementation of functionalities specified in the scope section of the Tender
         document released by NMMC, which mainly compress of the following:

                  a) Street Cleaning/Sweeping

                  b) Waste Lifting/ Disposal at dumping Yard

          To reduce the paper work involved in the system in optimistic and high user friendly manner




  1.4    User Characteristics

         The SWMS software will be a complete web-based application hosted on NMMC Intranet servers
         and can be accessed by multiple locality of NMMC as per the availability of the LAN/WAN and
         user character static can be as follows:

          Super User – Will be having complete roles & rights

          NMMC Commissioner/ Dy. Commissioner -

          SWMS Administrator – Administrator Rights per perform all the task

          SWMS Moderator – Moderator will be responsible for day-to-day activities performed by the
              different users

          Site Inspector – Will inspect the work status and update the data into the system on
              daily/weekly basis

          Sub Site Inspector – In absence of Senior Inspector this will perform the underlying tasks

          Contractor – Contractor may provide remarks or view his/her work status

          Engineer – Moderate bit level information and other master data (if required)

          Operator – Perform the major task specified on daily basis

          User – General user can be set to perform predefined activities for short duration

Section 2: Assumptions, Dependencies & Constraints


  2.1    Assumptions

         We will assume that NMMC will provide the single point of contact through out the Project life
         cycle development including the Requirement study. NMMC will provide the complete & adequate
         information asked for them on time-to-time in the form of RFI, e-mail, conf. Call or telephone.

         We assume that the scope of work specified in the scope section is completely understood and
         clear to both NMMC & OSIS.

         We assume that the Graphic/Geographical Interface System (GIS) to integrate will SWMS for
         additional layer for BIT(s) is already up-to-date and doable.




  2.2    Dependencies

         Requirement, Scope of work or any major change in the scope of requirement can affect the
         project delivery time and overall performance of the system.

         Availability of the network or system resources at NMMC can affect the delivery of project
         including UAT environment.

Section 3: Requirements


  3.1    Business Requirements

         1. The deliverables given is to be developed fully as per the needs of the user.

         2. The proposed system needs to have efficient distributing process, high performance, enhance
         data integrity and reliability, remote access support and scalability for large number of users.

         3. The agency needs good functional team and thorough knowledge about the proposed
         accounting systems in municipal operations.

         4. On issuance of the order for development of new systems the project manager will co-ordinate
         with the HOD of SWM department, Project In charge from, IT Department and other officers from
         SWM Department.

         5. NMMC is computerizing all its activities. The software developed should be compatible with the
         other software and should be interconnected. Necessary interface with the other software
         developed by the other vendors should be made.

         6. A detailed requirement study is to be conducted by the agency to understand the existing
         business processes and will suggest the best practices to be incorporated in the system to
         improve the efficiency and productivity.

         7. The development of the system will be as per the water fall method of development, the
         development team will carry out an extensive testing to check the system for errors, bugs and
         flaws.

         8. Parallel Run

              8.1.     The present manual system and the new application will run simultaneously for a pre-
                      defined period agreed by the department and VENDOR before switching over
                      completely to the new system.

              8.2.     Software should be used and tested by the department.

              8.3.     All the transactions are to be executed to create required data.

              8.4.     The results/faults are to be recorded.

              8.5.     Results are to be compared. If found faulty correct accordingly.

              8.6.     In case of deviation, repeat last three steps.

         9. Once the testing is complete the system should be handed over to the user department. The
         user department will test the system for ease of operation, Integration testing, various business
         logic and business operations.

         10. During the process the user department may come out with some change, request which
         need to be incorporated free of cost.

         11. A post development system report will be submitted to NMMC which will encapsulate all
         report formats and the description of operating cycle, the responsibility matrices, periodicity of
         various processes etc.

         12. Agency has to submit a details report on the Audit trail and security checks incorporated in
         the system. This report shall include various inbuilt checks and audit the user activity. The tables
         that are built for the sole purpose of the audit of user actions, security and validity of the database
         shall be mentioned in this report. Also various reports that can be generated on this activity shall
         be mentioned here.

         13. All versions of the release of the systems, a copy of the source code for various components
         of the system like database generation scripts, the source code of the front end application of the
         system and other various components incorporated in the system shall be submitted to NMMC in
         soft copy format. Other documents like SRS, scope definition document, audit trail report, user
         manual shall be submitted in the soft copy as well as in the hard copy.

         14. Security has to be provided in preventing unauthorized access to any of the system resources
         especially the data. The levels of security include:

                  1. Physical Access

                  2. Operating system level access

                  3. Application level access

         15. Training requirements:

                  1. Users at various branches should be trained during the Parallel run stage.

                  2. EDP level staff (system manager, operators etc.) should also be trained.

         16. Software Maintenance:

                  1. The system is maintained for bugs detected and minor changes during the warranty
                       period (1 year).

                  2. Thereafter, the maintenance will be carried out as per the terms and conditions
                       specified in AMC.

         17. Fine tuning on Feedback:

                  1. The VENDOR will carry out an inspection of the software developed and provide
                  feedback for fine-tuning of the features.

                  2. Following are the deliverables

                        Updated Program Specifications.

                        Modified Source Code.

                        Enhanced Test Specifications along with the Test Results.

          18. Documentation:

                  1. Software Requirement Specifications (SRS).

                  2. Software Design Document (SDD).

                  3. Test Specification and Test Results.

                  4. System and User Manuals.

         19. The technical proposal shall contain the following specification:

               Understand department functioning.

               Identification the areas of concern.

               Preliminary flow diagrams.

               Top down view of the proposed solution, describing and drilling won to the sub system
                  process and entity levels.

               Training and handholding details.

               Curricular vitae of staff involved.

               Quality and quantity of man power proposed to be dedicated for the proposed project.

               Milestone and timeliness of the stages of the progress.




         20. The proposed system shall identify the bottleneck areas in the current system and specify the
         process changes involved.

         21. The Vendor must quote the estimate separately for the following:

                  1. Customized software (Detail with individual module department wise).

                  2. System Software.

                  3. Hardware.

                  4. Annual technical support after 1 year of defect liability period.

         22. The software as developed by the VENDOR shall be submitted in the form of Software
         Design Document (SDD) with test plans.

         23. Intellectual Property Rights of all the application software developed/customized by the
         VENDOR shall vest in NMMC. The use of the developed software applications in any other
         offices other than NMMC will be done with prior approval of NMMC.

         24. All the software modules developed for the program of computerization shall be accompanied
         with detailed documentation from the Vendor’s side. The source codes shall be handed over to
         the Project Coordinator nominated by NMMC.

         25. Software is to be developed by the VENDOR. Simulation exercise should be carried out to the
         satisfaction of the user Department. The screens, reports, M.I.S. information and facilities for
         searches should be developed in English.

         26. Hardware and System Software are to be installed by the VENDOR. Installation and
         commissioning reports of the equipment are certified by the department.

         27. The software is to be developed in J2EE and Oracle 8i/9i.

         28. The hardware will be purchased by NMMC as per the guidelines given by the VENDOR.

         29. NMMC designated personnel will have the right to visit the development site and audit the
         process for quality and security

         30. The vendor, in consultation with NMMC, will have to design an implementation plan for the
         software in various departments. The switch over from existing systems should be done without
         disrupting the functioning of the departments

         31. The vendor will be solely responsible for successful implementation of the software at all
         designated NMMC offices

         32. NMMC reserves the right to reject any tender without giving reasons to the vendor.

         33. The proposed system shall identify the bottleneck areas in the current system and specify the
         process changes involved.

  3.2    Functional Requirements

         The System shall provide the user friendly interface to fascinate the daily activities like
         Street/Road & Footpath Sweeping, Drainage & Gutter cleaning and Garbage Collection.

         The NMMC working area is divided into following Hierarchy:

                   Ward

                   Election Commission Constituency (Election Ward)

                   Bit

         Whole NMMC area is divided into Bits (Road length, Footpath length, Divider Length, Storm
         Water Drainage Gutter Length) which are of around 700 running meter road sweeping and 500m
         running meter for storm water gutter cleaning below width of 0.60 meter. Number of bits makes
         one group of sanitation work. There are 112 groups in Municipal area which includes MIDC also.
         One group is allotted to one contractor for cleaning. These groups of sanitation contract are being
         made as per geographical condition and all these groups are connected for garbage
         transportation by finalizing vehicle routes. One group is manned by 15 to 40 workers. The
         monitoring of these contractor and further payment based on monitoring needs to be captured in
         software.

         Under GPRS system vehicle tracking record is transformed into number of bits from which
         garbage collected. The movement of vehicle and its route is also a parameter to be monitored.
         This also needs to be captured in software.

         Transportation is handled by four groups (Zone1, Zone2, MIDC1 and MIDC2)

         The Integrated of GIS Maps via Bentley’s Publisher Software shall be done after the completion
         of actual software module.




         3.2.1 BIT Information

         Bits are of around 700 running meter road sweeping and 500m running meter for storm water
         gutter cleaning below width of 0.60 meter. The complete information of the bit will be capture in
         SWMS database, along with a reference number for GIS system.

              3.2.1.1    Geographical Information

              The Geographical Information/Positioning of the bits shall be provided in GIS Map by using
              existing Macro-system Software installed at NMMC.

                3.2.1.2    Other Information

                All other data regarding the Bit shall be capture in SWMS database which are Road length,
                Width, Direction, Location, Footpath length, Footpath Direction, Divider Length, Play Ground
                Area,     Garden Area, Hawkers Area, Storm Water Drainage Gutter Length/Width/Depth,
                Gutter Frames Count, Drainage Cap Count, Sewerage Line Chamber Cap Count, Contractor
                Labour etc.

                3.2.1.3    Bit information management

                All the above mention parameters value will be validate against the predefined ranges and
                after validation check the complete information will be saved in database table along with
                auto-generated unique identity number.

                3.2.1.4    Bit GIS Reference Number

                The Bit GIS reference number will be mapped to Reference number provided by the GIS
                through a separate interface, and will be store in database table.




         3.2.2 SWMS Services & allocation to the Bit

         Different kind of SWMS Services like Street/Road & Footpath Sweeping, Drainage & Gutter
         cleaning and Garbage Collection shall be defined in the system and will be allocate to individual
         bit.

                3.2.2.1    Services Definition

                The detail of all individual services will capture later (TBD). Separate interface shall be
                providing for each kind of service. And complete information will be capture in the database.

                3.2.2.2    Services Allocation to Bit

                System shall provide a separate interface for the allocation of applicable services to the bit
                based on the information specified in the bit.




         3.2.3 Contractor allocation to bit

         System shall provide the interface to allocate the group of Bit/Election Ward to the contractor on
         yearly basis.

                3.2.3.1    Contractor Definition

                System shall provide the interface to define the contractor for the SWM.

              3.2.3.2    Contractor Allocation

              System shall provide an interface for the allocation of contractor to the Group of Bits or
              Election-Ward for one financial year.



         3.2.4 Street/ Road Cleaning

         System shall display all the applicable bits with available information in the selected Election
         Ward. A bit shall be available for the street/road cleaning if the appropriate Street Cleaning
         service is applied on the bit.

              3.2.4.1    Bit Information

              System shall display bit information like Bit Number, GIS Bit Reference Number,
              Road/Footpath/Divider Length, Width, Direction and Location.

              3.2.4.2    Daily or Monthly Work Status

              System shall provide the interface for entering the information on daily or monthly basis. The
              system shall provide predefine/customizable input option for the specifying the partly or fully
              completion of the work on the bit on percentile basic.

              The input percentage will be use to calculate the billing for the contractor on monthly basis.




         3.2.5 Penalty on services

         System shall provide the provision for assigning the various penalties on the services. This
         penalty can be applied on daily or periodically based on the type of service incase of violation of
         rules & regulation on the individual service. (This functionality is TBD)

         3.2.6 Monthly Payment calculation for contractor

         System shall provide the provision for the calculation of Monthly payment for the contractor based
         on the work status of the services available in the system. System shall deduct all the penalties
         applied against the services. System shall provide to apply additional discount/wave off on the
         penalty amount by the user. And keep track of all such activities. (This functionality is TBD)

         3.2.7 Garbage Collection & VTS

         (This functionality is TBD)

  3.4    User Requirements

         The User requirement is divided in two parts:

         a) Street Cleaning/Sweeping

         b) Waste Lifting/ Disposal at dumping Yard




         3.4.1    Module – I (Street Sweeping)

                 Creation of Bit on the existing GIS maps as an additional layer.

                 ADD/Modify facility of Bit on GIS Maps

                 Allocation of Worker to a Bit

                 Creation of Worker Master (Social Worker, Sub SI, SI )

                 Grouping Bits to particular Zone

                 Grouping Bits and allocating to contractor

                 Themotised zone wise with different color.

                 Creation of Vendor Master (Exist in GIS Application)

                 Creation of Penalty master with effective date.

                 Creation of project based on the contractor and link to budget module.

                 Recording daily visit report of site inspector through a GIS interface.

         3.4.2    Module – II (Waste Lifting and Disposal to dumping yard.)

         This module has been divided into 2 phases.

                 Phase – I: Development of Application to manage the day-to-day activity of vehicle and
                  waste disposal.

         3.6.4 Performance Requirements

         The application should be platform independent at the server side, and should allow any
         operating system from client side to connect to the application over intranet or internet.

         System will provide the WEB based interface to existing GIS Map System along with the SWMS
         Interface.

         System will provide interface to map the following:

          GIS Bit to the SWMS GIS Bit Reference Number

          GIS Election Ward to GIS EW Reference Number
