The customs classification for furniture is based on the materials they are made
of and on their usage (professional use). Furniture can be categorised under
three categories based on the material used:

    Wooden furniture, accounts for the largest share in the furniture market.
     Metal furniture, majority of metal furniture is intended for professional use
     (office furniture etc).
    Plastic furniture, represent a small part of the furniture industry.

In the Portuguese market, the categorisation of furniture is based on their usage,
either for domestic or professional usage (office furniture, shops, factories
furniture etc). The main categories are as follows:

    Movable furniture: this category covers furniture for bedroom, dining room,
     living room furniture.

    Seats: such as couches (convertibles and fixed), benches, armchairs (fixed
     and relax) and chairs.
    Kitchen & bathroom furniture, such as bathroom top and bottom cabinet of
     washbasin/sink, work top, kitchen dressers, kitchen tables.
    Garden and other furniture for external use: garden furniture, camping
     furniture, etc.
    Professional furniture, comprises school, health and technical furniture.
    Office furniture, such as work tops, pedestals, cupboards, seats and
     partitions used at workplaces.
    Bedding: spring units, mattresses and bedding articles.


2.    INTRODUCTION

Portugal is amongst EU smallest country in terms of population. Hence their
furniture industry is also considered small with more production towards exports
attributed to the sluggish domestic market over the last years and growing
imports from aggressive foreign suppliers from the EU (mainly Spain and France)
and Asia such as China.

In contrast to their neighbours, Spain and France, Portuguese furniture
manufacturing companies do not allocate large capitals for innovation but focus
on quality and their competence on traditional style furniture.

It was only quite recently that the Portuguese furniture companies, especially the
large ones have undergone profound changes in modernising their production
due to globalisation, internal market demand and competitiveness due to
emergence of European large distributors. These distributors have taken up an
important role in modernising the local market distribution system, although in
terms of numbers, they are relatively small compared to Spain or France.

3.    THE PORTUGUESE FURNITURE MARKET

A large portion of the Portuguese household expenses goes to their homes and
buying of house equipment/furnishing. Each year, one out of three Portuguese
households buys at least a furniture. It is estimated that over 7 million
Portuguese households, representing about 28% of the total Portuguese
households bought at least one new furniture. The average expenses per annum
on furniture purchases is about €1,200.

The market of furniture in Portugal over the years has not been progressing
much, with growth hovering around 1%.

It was estimated that there are 6,900 Portuguese furniture manufacturing
companies of which 45% of them are concentrated in the Vale de Sousa region
(near the city of Porto).

Portugal’s average production of furniture stood at €2 billion and ranked as EU
11th producer, representing less than 2% of total EU’s production. The sector
employs about 50,000 employees. Production per employee is relatively low
compared to other EU countries. A Portuguese employee annual production is
about €30,000 compared to Belgium, €200,000.

Portuguese furniture manufacturing companies are mainly small with an average
of 8 workers. There are only a handful of large companies employing more than
100 workers. The number of companies and its labour force are sliding each
year.

Portuguese furniture production can be broken down into the following product
types:

     The main strength of the Portuguese manufacturing sector are:
      Highly dynamic companies, majority of which are SMEs.
      High production flexibility in terms of products and finishes.
      Competitive in terms of price-quality

In 2005, Portugal’s trade in furniture (excluding mattress) totalled €1.19 billion, an
increase of 4.5% over the previous year. The country was a net exporter for
furniture, with surplus in exports of €217.7 million. Total exports was €705.7
million (-7.6%) and imports €488.07 million (+0.8%). Portugal’s main trading
partners for furniture are the EU countries such as Spain, France, Italy,
Germany, the Netherlands and Belgium.

Portugal total imports of furniture which surged in 2004 by 11.4% remained
stable in 2005, recording a marginal increase of 0.8% increase to €488.7 million.

The most significant growth in terms of percentage was seen in furniture parts
which rose by 27.5% and metal furniture, by 13.4%.

Both seats and other wooden furniture recorded the same import share of 46% of
the total imports.

Imports of other wooden furniture expanded by 6.3% to €227.6 million, while
imports of seat slipped by 2% to €227 million.

The largest imports under other furniture was other wooden furniture (17.3% of
total furniture imports), garden/educational institutions furniture (9.9%), dining &
living room furniture (6.7%) and bedroom furniture (4.7%).

Metal furniture accounted for 9.4% of total imports or €46.1 million, of which
metal furniture for civil aircraft and metal bed represented 7.3% of total imports.
Office furniture accounted nearly 4.4% share of Portugal’s total imports of
furniture, comprising wooden (940330) and metal (940310) office furniture and
office chairs. Imports of metal office furniture stood at €10.5 million and wooden
office furniture, €11.3 million.

Parts of furniture represented 4.9% of Portugal’s total imports or €23.7 million.
These parts are made of wood, metal and other materials.


Portugal Main Suppliers

Over 90% of Portugal’s imports are supplied by European countries. Eastern
European (EE) countries represented 2% of Portuguese imports while 4.1% were
from East Asia. The major Portuguese furniture distributors and importers which
are relatively small source their products particularly from the EU due to cost
effectiveness taking into account product availability, accessibility, storage and
convenience in terms of import administrative procedures. Over 50% of the
imported ready to assemble (RTA) furniture comes from countries within
European zone.

Spain remained as Portugal’s leading supplier, providing a potpourri of furniture.
Spain which is a major manufacturer of furniture in Europe supplies both Spanish
manufactured furniture and imported furniture. Seats, Portugal’s biggest import
from Spain declined in 2005 by 3.8% to €71.2 million. Wooden furniture for
garden, educational institution was Spain largest exports under the segment of
other wooden furniture, with a value totalling €25.6 million.

France was the second major supplier to Portugal. In comparison to Spanish
furniture, French furniture is preferred due to its quality and design. Exports to
Portugal have expanded in 2005 with garden/educational institutions furniture
and parts for furniture recording the highest growth of 35.2% and 58%
respectively. Living and dining furniture was also a promising export segment for
France to Portugal, increasing by 20.7%.

Of the 2% share of imports from EE countries, Poland and Slovenia were the
main suppliers to Portugal. Relocations of international groups to these countries
due low labour cost contributed to the increase in their exports to Portugal.
Poland was the 9th leading supplier to Portugal with seats as their main exports
representing a 4% market share.

Major Portuguese distributors of furniture source their products from EE and
Asian countries because of their competitive prices. A sizeable amount of imports
originating from Asia was recorded, 4% of total imports. China was Portugal’s top
supplier from East Asia and 7th in general. In 2005, Portugal’s total imports from
China stood at €20 million. However, imports from China dipped by 14% with
wooden bedroom registering the lowest decline of 86%. The highest growth of
China’s exports to Portugal was wooden office furniture (+87%).

Indonesia was also one of Portugal’s major suppliers of furniture. In 2005,
Portugal’s total imports from Indonesia reached nearly €3 million, lower by 6%
over the last year. Main import from Indonesia was wooden living and dining
room furniture valued at €0.720 million (-3.9%).

Malaysia’s exports of furniture to Portugal is considered small and representing
about 0.1% of total imports. In 2005, Malaysia ranked as Portugal’s 27th supplier
with exports worth’s almost €0.5 million. However, this represented a contraction
of 11.1% over 2004.

Portugal uptake from Malaysia recorded increases for seats (+4.1%), and metal
furniture (+51.2%). Other sectors recorded decreases in imports, especially
wooden furniture for gardens, educational/institutions (-54.4%) and wooden living
and dinning furniture (-10.8%).

Seats remained the leading import, representing 71.8% of total imports of
furniture from Malaysia. Imports of seats from Malaysia had been expanded over
the years from €262,000 in 2003 to €341,000 in 2005. Malaysia was the 18th
supplier of seats to Portugal, with 0.15% market share.

Other furniture the 2nd largest imports from Malaysia, depreciated by 19.7% to
€133,000 and represented 28.1% of total imports of furniture from Malaysia.

Metal furniture, the third largest imports from Malaysia increased by 51.2%
valued at €73,000 represented 15.4% of Malaysia’s total exports. Imports of
metal furniture used in office surged from €1,000 in 2003 to € 43,000 in 2005.

Portugal’s top 5 suppliers of seats are European countries representing nearly
89% of total imports. Spain was the leading supplier, accounting for 31.3% import
share, followed by France (23.1%) and Italy (17.3%).

Imports from Poland surged by 21.6% to €9.22 million while imports from China
slipped by 13.8% to €6.4 million. Indonesia was the 10th leading exporter,
supplying €1.4 million.

Malaysia was the 18th supplier of seats to Portugal, with a 0.2% market share.
Exports to Portugal have been increasing over the last 3 years. In 2005 it
expanded by 4.1% to €0.34 million, after an increase of 26.9% in 2004.

Portugal’s imports of wooden living and dining room furniture declined slightly by
0.9% to €32.6 million in 2005. France was the leading supplier accounting for
31.5% import share, followed by Spain, 29.3%, Italy,13.4% and the Netherlands,
6.3%.

Among the Asian countries, Indonesia was ranked as the 6th leading supplier,
with 2.2% import share and China, 7th position with 2.2% share.

Malaysia was the 20th supplier exporting a total of €53,000.00 (-10.8%) worth of
living and dinning room furniture and accounted for 0.2% of Portugal’s total
imports.

Portugal’s 5 major suppliers for this segment of furniture were from the EU
countries with Spain as the top supplier at 53.1% market share followed by
France, 23.8% and Italy, 6.1%. Major suppliers from Asia were Vietnam, the 6th
supplier (1.5% imports share), with exports increasing by 73.%. China was
ranked the 9th supplier with exports lower by 33% compared to a year ago

Malaysia was the 32nd supplier, exporting over €7,000 (-54.4%) worth of garden
furniture and accounted for 0.01% of the total import share.

Portugal’s imports of wooden bedroom furniture contracted by 3.7% to €22.73
million in 2005. Spain was the leading supplier with 35.6% import share. The
remaining top 4 leading suppliers were EU countries, accounting for 53.2%
import share.
Imports from Malaysia had declined from €48,000 in 2004 to less than €1,000.00
in 2005.

Portugal’s imports of wooden kitchen furniture in 2005 depreciated by 3.6% to
€23.2 million. The top 5 suppliers were EU countries, accounting for almost 97%
share or €42 million. Imports from Asia were relatively small. Thailand and
China supplied €60,000 and €50,000 respectively. Imports from Malaysia were
insignificant.

Portugal imports of wooden office furniture grew by 7.1% to €11.3 million, after
registering a decline in 2004 to a value of €10.6 from €12.4 million in 2003.
Portugal’s top 5 import sources were EU countries accounting for nearly 85% of
total imports.
Imports from China had been growing over the years. Imports appreciated by
87.4% and import share expanded to 1.7% from 0.9%, making China the 8th
supplier in 2005.

Malaysia’s export in 2005 was insignificant compared to almost €40,000 in 2004.

Portugal’s imports of bamboo and cane furniture decreased by 5.7% in 2005 to
€5.05 million. Spain was the leading supplier accounted for 37% import share.
China (5th) and Indonesia (7th) were among the main suppliers from Asia with a
share of 4.6% and 3.4% respectively. No exports were recorded from Malaysia.

Portugal imported €35.65 million worth of other metal furniture. Spain was the
leading supplier of with 47.9% import share, followed by Italy (11.4%), and
Germany (11.1%). China was Portugal’s 5th supplier (6.9% share) and Vietnam
which recorded the highest import growth (181.7%) was Portugal’s 15th supplier.

Malaysia was the 21st supplier with exports declining by 36.1% to €30,700 in
2005 representing 0.09% import share.

Portugal’s import of office metal furniture increased slightly from €10.19 million in
2004 to €10.5 million in 2005. Of the top 5 import sources, 4 were from EU
countries, accounting for 90% of total imports in 2005.
Apart from EU countries, imports from China expanded considerably in 2005,
compared to a year ago. Imports surged by 60.3%, with import share growing
from 1.8% to 2.8%.
Malaysia was the 12th supplier of metal office furniture to Portugal with imports
appreciating markedly to €42,700.

27.5% over 2004. The top 4 suppliers are EU countries, accounting for 93%
import share. The leading suppliers were, France, with 32% import share. China
was the 13th supplier, exporting €57,200 and accounted for 0.2% of Portugal’s
total imports under this category. Imports from Malaysia were insignificant.

Portugal’s exports of furniture declined by 7.6% in 2005 to €705.74 million in
2004.

The composition of Portugal’s exports of furniture was similar to that of its
imports. Seats were Portugal’s largest exports of furniture valued at €476.91
million and accounted for 67.6% of Portugal’s total exports of furniture.

Other furniture was the 2nd largest export sector with 29.9% share. Exports
recorded decreases in 2005 (-7.5%) compared to an increase in 2004 (25.4%).
Among other furniture, the 2 largest sub-sectors were other wooden furniture
representing 15.3% of its exports and wooden bedroom furniture, 5%.

Exports of bamboo cane furniture surged by 56.8%, wooden office furniture
(+26.5%), wooden shop furniture (16.3%) and wooden kitchen furniture (+9.0%).
Exports of wooden dining furniture depreciated by 22.9% to €70.7 million from
€91.8 million in 2004.

Portugal’s exports of metal furniture expanded by 21.4% in 2005 and accounted
for 5.6% of total exports. Metal furniture used in office constituted the largest sub-
sector of exports of metal furniture’s exports, accounting for 4.4% of total exports
or €31.2 million.
Exports of plastic furniture expanded by 47.3% in 2005, totalling €3.3 million or
0.5% export share.

About 87% of Portugal’s export destinations were EU countries, notably France
(35.5%), Spain (33.6%), Sweden (5.5%), Germany (2.7%) and UK (2.6%).


5. MARKET TRENDS

About 96% of the Portuguese consider their homes as an essential part of their
life where they seek comfort, security and functionality and these elements form
an important concept in their purchasing decision.

The Portuguese standards of living have improved since the country joined the
EU. A large portion of the Portuguese budget is allocated on home equipment. It
is estimated that about 7.3% of the Portuguese revenue are for home equipment,
higher than EU’s average of 6.9% and of French spending, 6.3%.

However, their spending per head is the lowest in the EU (15 nations). Their
annual spending on house equipment is about €7,000 per household compared
to the average Europeans, €12,000.

Furniture is highly demanded by consumer within the age of 25 - 34 years. Apart
from the traditional style furniture which are regularly demanded, modern and

designed furniture attracts customers which are particularly concern over the
quality, brands and prices.

Some of the trends in the Portuguese market are:
 Simple, straight-lined design in lacquer and glass for classic furniture for
  bedroom, tables and entertainment systems
 Combination of wood with leather accents for dining room/living room line
 Fresh contemporary designs with light coloured wood types like cherry and
  tulipwood
 Hardwood are widely used in making of carpentry and furniture
 Darker-coloured temperate woods, e.g. oak are commonly used to produce
  "classical" furniture
 The trend is also towards individual item purchase instead of `set’ purchase

6. DISTRIBUTION CHANNELS

The modern distribution system took a late start in Portugal. Until 1985, there
were practically no hypermarkets and supermarkets and the distribution channels
were represented by numerous of small retailers and traditional stores.

The Portuguese furniture distribution network has improved considerably since
the beginning of the 90s’ due to the introduction of large retail distribution outlets
and foreign brands, chain shops or franchised shops. Currently, hypermarkets
(e.g. Intermarché and Continente) represented 37% of the total turnover of the
distribution market, offering medium to low range furniture.
Large specialised shops such as Moviflor, Conforama, Habitat experienced rapid
growth recently, accounting for about 30% of furniture sales. With a surface area
of 30,000 m2, IKEA is considered to be the biggest specialised furniture shop in
Spain and 3rd in the world.

Traditional shops mainly comprising independent retailers are widely visited by
consumers looking for home equipment. Of these buyers, about 46% are
furniture buyers.

7. IMPORT PROCEDURES & REGULATIONS

Import Duties

Furniture are not subjected to import duties but are imposed VAT of 15%.

Regulations

Similar to other EU nations, Portugal is subjected to EU standards for furniture.

Furniture for children and office must comply with the European Norms (EN). The
EN relates to safety and security requirements. This furniture must fulfil security
testing methods to determine stability and mechanical resistance of furniture,
security requirements mainly for resistance and durability of mobile parts and
furniture dimensions.

Upholstered furniture is also subjected to testing methods for their flame or
smouldering cigarette resistance.

Portuguese norms (NP) are voluntarily applied and are divided into two
categories:
 NP Environment
 NP Office Security & Comfort.

Once complied, they serve as quality labels which can be put on the product. For
example, “PEFC-Sustainable Management of Forests” label, applied to wooden
furniture, certifying the origin of forest.

ISO 9000 and ISO 9001 certification are highly recommended, for product
differentiation and value adding, especially in a competitive environment.

8. PRICING

In general, prices of furniture are dependent on the materials used and the
innovativeness of the design.

There are 3 main price levels depending on the market segment, up market,
middle market and low market. Large distribution companies offer products at
relatively low prices, catering for the middle and low market segment. Products
are either sold in complete built up form or knock down form. The prices of
middle/low furniture products can be up to three to five times lower than the
prices of the up market products.

Majority of the distributors in Portugal offer low or medium range of prices that in
line with consumer’s purchasing power which are relatively low compared with
other EU.

Similar to most EU countries, singles, bachelors, young couples, buyers for
children furniture tend to look for furniture which could last for just a few years
and `price’ will be their prime factor. Buyers with much higher purchasing power
tend to go for medium range furniture.

Established couples will go for furniture which last longer. Their choice of
furniture can be divided into two options, short and long term furniture that they
would like to replace and furniture that they would like to keep for the rest of their
lives. Their choice for the second option will be based on high quality furniture,
preferably wood and they are willing to pay a high price for the item.

Prices of furniture depend on the design, material and mechanism used and

9. ASSESSMENT, PROSPECTS & SUGGESTIONS FOR MALAYSIAN
   EXPORTERS

Assessment

Portugal is a small country with a population of 10.6 million. The country is
among EU 15 member states that has the lowest production and consumption of
furniture. Portugal is Europe’s 11th largest furniture manufacturer, providing
about less than 2% of total supply.

According to economic analysts, the Portuguese furniture sector is not expected
to expand much over the next few years mainly due to the country’s slow
economic performances. The market will be flooded with more imported furniture
mainly for high end markets from main EU partners and lower end furniture from
low cost producing countries in other EU and Asia namely Poland, China and
Brazil. Portugal is also importing massively low and medium furniture from low
cost producing countries through Spanish importers which are becoming more
aggressive in the Portuguese market.

Portugal’s balance of trade on furniture encountered surplus averaged at €246
million for the past 3 years. Portugal is a net exporter of other wooden furniture,
wooden dining furniture, wooden dining furniture and metal office furniture.
Portugal’s trade surplus on furniture shows that these companies are depending
more on export markets as the domestic market is oriented towards imported
furniture.

Although imports from major EU furniture producing countries flourish from year
to year, imports from other regions of the world are decreasing. This is because
more Portuguese importers or wholesalers who are mostly small companies tend
to buy from neighbouring importers, namely Spain and Eastern Europe such as

Poland, Hungary and Ukraine. These suppliers have several advantages such
as:
 Short delivery time period
 No minimum order or less minimum order
 Advantage of Portuguese companies to have zero stock
 No loss of exchange rates
 Less cumbersome on administrative works

Asian countries are losing the market since most of the furniture produced by
them can be easily made by East European suppliers.

Against this background, there are still avenues in the Portuguese furniture
market and ample opportunities for foreign suppliers. Among Malaysia’s main
weakness in the Portuguese furniture market is the lack of awareness of
Malaysian made furniture. Although Malaysian furniture have established itself as
quality products in several EU countries such as France, UK, Germany and the
Netherlands, a large number of Portuguese buyers and consumers are unaware
of Malaysia’s capability in producing international quality furniture.

Factors for successful market entry:

 Innovation in terms of design, materials and technical functions

Prospects

There are prospects for furniture in the Portuguese market and it is anticipated
that there will still be demand in several sectors namely:
 Components of furniture, seats, wooden and metal furniture and sofas
 Original design furniture
 Functional furniture

Suggestions for Malaysians to penetrate or increase market share


Despite a small market share, Malaysian suppliers have managed to sustain their
position in Portugal’s imported furniture market, particularly office metal furniture.
There are potential to further enhance exports given the opportunity of increasing
demand. However, Malaysian exporters are advised to recognise that the
Portuguese market which is already small is becoming increasingly competitive,
not in terms of price and quality but also aggressive marketing activities from EU

and Eastern European suppliers. The following are salient points for
consideration to further penetrate the market:

   Maintain high values both in production, quality and business ethics.
   Focus on original design and functional furniture. This can be achieved by
    placing high importance on innovation in design, production and usage of
    materials. It is advantageously to work closely with local furniture designers.
   Understand consumer needs and taste. Since the furniture market is strongly
    marked/influence by the cultural identity of consumer, Malaysian exporters
    must participate/visit international fairs and exhibitions and always be
    aware/alert of current trends.
   Invest in R&D for innovative creation and marketing techniques
   Practice      a    differentiation  strategy    by    providing     support     to
    importers/distributors, for example in providing after sales services, sharing
    publicity cost, etc
   Emphasis should be on establishing a long term relationship and not solely on
    obtaining high profit margin
   Try to comply with local norms to improve sales. This is an effective
    differentiation approach in a highly competitive market
   Reduce cost of production
   Target on medium to up market segment, where emphasis is on quality and
    not quantity.
