                                 Continuing Education Report


Background:

This report is part of a periodic update to the Board of Trustees with respect to services offered
through Continuing Education.

Rationale:

The appended information provides an overview of some of the details which will be presented
to Board Standing Committee.

Continuing Education Services provides programs to over 44,000 students from junior
kindergarten age to seniors, on a credit and non-credit basis through over 1,400 teachers in
about 200 sites. Continuing Education is a 12-month service.

Major Programs include:

Virtual Schooling
• Year Round E-Learning.
The infrastructure (see Appendix C in the appended data) consists of three principals, three
vice-principals as well as the usual combination of support staff. The two main infrastructure
sites are the Uplands Community Learning Centre and the Richmond Hill Community Learning
Centre. Virtual Schooling (day school and continuing education) operates from Richmond Green
Secondary School.

Estimated Cost:

Annual budget of $10,158,000.

Program Overview
York Region District School Board
   Continuing Education Services Philosophy
York Region District School Board believes in lifelong learning. Continuing Education
Services (CES) complements and extends day school services by supporting learning
that continues beyond the regular school day; beyond school age as defined by the
Ministry of Education and beyond the regular classroom. CES operates in partnership
with our schools and their very diverse communities;

CES supports our Board’s goal of improving student achievement by emphasizing
literacy, technology, character education, and good citizenship;

CES provides unique services. Adults can improve their literacy or English skills,
prepare for their citizenship exams, obtain Ontario Secondary School credits, become
a Personal Support Worker or enjoy recreational and general interest courses.
Students can learn an international language and earn a credit in it. They can improve
their literacy skills at the elementary or secondary level, take a driver education
program or obtain high school credits in the evening or in the summer; and

We strive to help our students become well rounded, capable citizens who are
prepared for life in a rapidly changing world community.
              Uplands Community Learning Centre

Serves over 20,000 students and community members at over 80 sites with over 700
teachers.

Programs Offered:

International Language Programs are Ministry of Education accredited courses that provide an opportunity for 11,760
elementary students (SK to Grade 8) to read, write and speak a new or heritage language and give 1,970 secondary students
an opportunity to gain as many as four credits towards their OSSD. International Language courses are located at 32 YRDSB
elementary and secondary sites and are generously supported by various community partners including different consulates.

Adult ESL – Adult English as a Second Language Programs are located in 42 different school and community
sites throughout York Region serving 6,090 students during the day, evening and summer;

LINC – Language Instruction for Newcomers to Canada is an adult English as a Second Language program run in
partnership with Citizenship and Immigration Canada that serves 400 students;

Citizenship Classes are offered at three locations and help 110 students prepare for their citizenship exams; and

LBS – The Literacy and Basic Skills Program has 100 enrolled students and is offered at six sites with both day and
evening classes.
          Richmond Hill Community Learning Centre
Serves almost 24,000 students and community members in credit , non-credit and general
interest courses at over 120 sites with over 700 teachers.
Programs Offered:

The Adult Day School , through a quadmester structure, granted 2,575 credits primarily in the subjects of English,
Mathematics, Science and ESL. Included are Prior Learning Assessment and Recognition (PLAR) credits for Adults
and YRDSB students who can demonstrate a full range of knowledge and skills for courses offered in the YRDSB;

The Personal Support Worker (PSW) Program, in partnership with the Ministry of Education and the Ministry of
Health, is taught by qualified teachers and health care professionals. The 980 PSW students earned 5.5 secondary
credits in addition to their PSW certification. CES also offers a satellite program in partnership with the Georgina
Trades and Training Inc. Graduates will go on to work in the health care industry;

Seven secondary sites provided Summer School Secondary Credit Programs for 6,096 students in Reinforcement
and Acceleration courses and the International Exchange Program. The Boyd Archeological Studies program had 33
students complete a multidisciplinary credit while doing their academic and field studies at the Boyd Conservation
Area;

The Elementary Summer School Non-Credit Programs at six secondary sites had 2,397 Grade 7 and 8 students
work on their Literacy/Numeracy skills and 120 students improved their English skills through our Grade 7/8 ESL
classes;

The Summer School Program for Students with Developmental Disabilities held at the Elementary Summer
School sites had 159 students participate;

Night School Credit Courses, in a variety of subjects, were taken by 3,168 students;

Community General Interest Courses provided learning and recreational programs for 1,800 adult students;

The ACCESS (Alternative Classroom and Counseling for Expelled and Suspended Students) Program served 57
students while the ACE (Alternative Choice in Education) Program for Expelled Students served 19;

Grade 7-10 After School Literacy and Numeracy programs served 3,246 students, Credit Recovery granted 187
credits and the Maple Community Transition Program housed 60 Grade 8 students on Saturdays;

Located at 19 sites in the YRDSB, Beginner Driver Education had 753 students in 29 classes trained in this
certificate program through the Ministry of Transportation that included 20 hours of classroom instruction, 20 hours in
a car including 10 hours behind the wheel and 10 hours of Homelink internet instruction;

Virtual Schooling offered 45 courses for 910 students in the Summer Session and another 1,179 students in 46
courses were in the Winter Session.

Summer School University of Toronto Mentorship Program in Health Science is a joint partnership between the
Office of Health Professions, Faculty of Medicine, the Association for the Advancement of Blacks in Health Sciences,
First Nations House and District School Boards. Twenty-one students were partially home based in a variety of
hospital settings and community agencies; and

Summer Infrastructure support for Summer Institute, International Exchange Students, Lion’s Edge, Team Camp
and Kindergarten Here We Come were provided by CES. (Programs vary each summer)
                            Future Plans
In January 2011 the Centre for Continuous Learning will open at Yonge and
Regatta in Oak Ridges. Here we will house current infrastructure located at the
Richmond Hill Community Learning Centre along with York Region Learning
Connections, the Cultural Services Unit, Virtual Schooling/E-Learning and
some of our Information Technology Services.

Uplands Community Education Centre will undergo some renewal with
refurbished portables and some air conditioning to better serve summer clients
and students;

Significantly improved high school graduation rates have reduced the demand
for night school;

Expect Virtual Schooling/E-learning to expand and fill night school void;

Looking for more opportunities to partner with colleges to complement day
school pathways programs; and

Exploring ways to renew interest in General Interest programmes.
